These investments accelerate the transition to low carbon freight and passenger transportation, supporting the Governor’s climate change strategy pillar of a 50 percent reduction in petroleum use in vehicles by 2030 and the Administration’s goal to deploy 1.5 million zero emission vehicles in California by 2025. The FY 2014-15 State budget appropriated $200 million to ARB for Low Carbon Transportation projects to reduce greenhouse gas emissions with a target that at least half the investments benefit disadvantaged communities. The FY 2015-16 State budget appropriated another $95 million. ARB expects to receive another appropriation for Low Carbon Transportation investments from the Greenhouse Gas Reduction Fund in the FY 2016-17 State Budget. ARB staff intends to develop a joint Funding Plan for the Low Carbon Transportation and AQIP for the FY 2016-17 funding cycle as it has done in the past two budget cycles. AQIP is a voluntary, mobile source incentive program that focuses on reducing criteria pollutant and diesel particulate emissions with concurrent reductions in greenhouse gas emissions. AQIP has an annual budget of about $25 million. ARB focuses AQIP investments on technology advancing projects that support California’s long-term air quality and climate change goals in addition to providing immediate emission benefits. In recent years, the majority of AQIP funds have gone towards the Truck Loan Assistance Program which helps small business truckers to secure financing for newer trucks or diesel exhaust retrofits in advance of compliance deadlines for ARB’s in-use truck and bus regulation. Background: The Governor’s proposed FY 2016-17 State Budget includes $500 million for Low Carbon Transportation and Fuels investments administered by ARB from Cap-and-Trade auction proceeds. This funding would reduce greenhouse gas (GHG) emissions with a priority on benefiting disadvantaged communities. The Governor’s proposed State Budget also includes $28.6 million for the Air Quality Improvement Program which provides mobile source incentives to reduce criteria pollutant, toxic air contaminants, and GHG emissions. The proposed FY 2016-17 Funding Plan describes how these combined funds will be spent. The plan describes ARB’s policy drivers and vision for advanced technology mobile source investments, eligible project categories and criteria, project funding allocations, and program implementation details. The investments proposed in this Funding Plan are contingent on approval of the proposed FY 2016-17 State Budget. California faces ambitious goals to reduce GHG emissions, improve air quality, deploy zero-emission vehicles, and reduce petroleum dependency. Further inquiries regarding this matter should be directed to Mr. Andrew Panson, Staff Air Pollution Specialist, at (916) 323-2809, or Mr. Ali Koohestani, Air Resources Technician, at (916) 324-1590. Background: At the June 23, 2016 Board meeting, the Board approved the proposed FY 2016 17 Funding Plan which describes how ARB would spend $500 million in proposed Low Carbon Transportation and Fuels funding from the Greenhouse Gas Reduction Fund and $28.6 million for Air Quality Improvement Program (AQIP). At the time of the Board’s action, the Legislature had appropriated AQIP funds to ARB as part of the Budget Act of 2016 but had deferred action on the $500 million in Low Carbon Transportation and Fuels funding. Hence, the Low Carbon Transportation and Fuels elements of the Board-approved Funding Plan were contingent on appropriation of these funds. The Funding Plan included contingency provisions to address this budget uncertainty including direction that staff return with modifications to the plan in the event that the Legislature appropriated less than $400 million to ARB. On August 31, 2016, the Legislature appropriated $363 million to ARB for Low Carbon Transportation projects and provided direction on how these funds are used. The Legislature also approved an associated budget trailer bill which directs ARB to make a changes to the Clean Vehicle Rebate Project. Staff is proposing modifications to the FY 2016-17 Funding Plan to address the smaller budget appropriation and additional direction from the Legislature. These changes are fully described in the meeting notice. California is in a drought emergency. Visit www.SaveOurH2O.org for water conservation tips. These projects provide funding to support cleaner vehicles and equipment that reduce greenhouse gas emissions and criteria pollutants, with an emphasis on providing benefits to disadvantaged communities. Funding for Low Carbon Transportation comes from California Climate Investments, made possible by proceeds from California’s Cap and Trade Program. Funding for the Air Quality Improvement Program is authorized by Assembly Bill 8 (Perea, Chapter 401, Statutes of 2013). Work group meetings are scheduled throughout the year as needed to seek public input on implementation of ongoing projects, as well as development of competitive solicitations for upcoming grant funding opportunities. Individual work groups will be established or updated for each project listed below. Staff encourages anyone who is interested in one or more of these projects to join our work group email lists. However, there is no need to email us if you know that you already signed up for the work group in prior years. To join any of our work group email lists, please email Stella Ling-Taylor at stella.lingtaylor@arb.ca.gov and indicate which email list(s) you would like to be added to, from the following list: Light-Duty Vehicle Projects 1. Background: At the June 23, 2016 Board meeting, the Board approved the proposed FY 2016-17 Funding Plan which describes how ARB would spend $500 million in proposed Low Carbon Transportation and Fuels funding from the Greenhouse Gas Reduction Fund and $28.6 million for Air Quality Improvement Program (AQIP). At the time of the Board’s action, the Legislature had appropriated AQIP funds to ARB as part of the Budget Act of 2016 but had deferred action on the $500 million in Low Carbon Transportation and Fuels funding. On August 31, 2016, the Legislature appropriated $363 million to ARB for Low Carbon Transportation projects and provided direction on how these funds are used. The Legislature also approved an associated budget trailer bill which directs ARB to make changes to the Clean Vehicle Rebate Project. At the October 20, 2016 Board meeting, the Board approved modifications to the FY 2016-17 Funding Plan to address the smaller budget appropriation and additional direction from the Legislature. Cap-and-Trade auction proceeds provide funding for ARB’s advanced technology, clean transportation incentive programs, expanding the types of projects ARB has funded through AQIP.
