The Air Resources Board is undertaking several efforts to reduce the emission impacts of rail yards on local communities. These efforts include an agreement with Union Pacific (UP) and BNSF Railways to reduce locomotive emissions near rail yards, and the development of new regulations to address on- and off-road vehicles at rail yards. The plan includes an assessment of statewide health impacts from emissions related to ports and international goods movement, and specific actions necessary to reduce those emissions and protect public health. The draft emission reduction plan is part of the broader Goods Movement Action Plan being jointly carried out by the California Environmental Protection Agency (Cal/EPA) and the Business, Transportation & Housing Agency (BT&H).
