Subject: arbcombo -- 2007 CARL MOYER PROGRAM MULTIDISTRICT PROJECT SOLICITATION

The Carl Moyer Program provides monetary grants for the
incremental cost of cleaner than required technology. Section
44286 of the Health and Safety Code gives ARB the authority to
reserve up to ten percent of Carl Moyer Program funding for
multi-district projects. 

March 16, 2007, the ARB released a solicitation seeking projects
that qualify for this multidistrict funding: projects that
operate in more than one air district, or that impact air
quality in more than one air district as a result of air
pollutant transport.

ELIGIBLE PROJECTS

The 2007 Multidistrict Project Solicitation is directed at
providing monetary grants to offset the incremental cost of
reduced emission technologies in the following project
categories:
•	Goods movement projects, including: marine vessels and
locomotives; off-road equipment permanently located at a
maritime port or rail yard; on-road heavy-duty vehicles that
transport cargo to and from a maritime port or rail yard (at
least 400 annual trips to a port or rail yard); and transport
refrigeration units (TRUs);
•	Off-road construction equipment and mobile agricultural
equipment that operates in more than one air district;
•	PM retrofit devices that also get NOx reductions for on-road
heavy-duty vehicles that operate in more than one air district;
•	Idle reduction technologies installed in on-road heavy-duty
vehicles operating in more than one air district (zero-emission
idle reduction technologies for any model year on-road
heavy-duty vehicles operating in more than one air district, or
Level 3 PM retrofit for an APU equipped with a certified engine
and installed in a 2006 model year or older on-road heavy-duty
vehicle operating in more than one air district); and
•	TRUs on vehicles or equipment operating in more than one air
district.

New for 2007, the Multidistrict Project Solicitation also
includes the development and implementation of pilot retrofit
voucher programs for the following sources:
•	On-road heavy-duty vehicles operating in more than one air
district; and
•	Off-road construction equipment owned by small businesses.

Applications will be screened to determine that: (1) the
application is complete; (2) the projects are multidistrict as
defined above; (3) the cost-effectiveness will be no more than
$14,300 per weighted ton of NOx plus ROG plus twenty times
combustion PM reduced; (4) the technology is commercially
available; and (5) the emission reductions are real, surplus,
quantifiable and enforceable. 

All applications must be signed by the applicants and must be
received by ARB no later than 5:00 PM April 27, 2007. 
Applications that are not signed by the applicant or that are
sent via facsimile or e-mail will not be accepted.  Applications
can be mailed or hand delivered to:

SCHEDULE OF EVENTS

•	The multidistrict funds application forms will be available to
the public on March 16, 2007.
•	An applicant Question and Answer conference for those seeking

offices in Sacramento on the tentative date of March 29, 2007.
•	The final filing date and time to submit applications for the
multidistrict funds is 5:00 PM, April 27, 2007.
•	Projects selected for funding will be posted by ARB staff on
June 1, 2007.

California’s State Implementation Plan (SIP) for 8-hour ozone

The SIP for 8-hour ozone and PM2.5 are due to the U.S.
Environmental Protection Agency in 2007 and 2008, respectively. 
The Board is tentatively scheduled to conduct a public meeting on

Strategy for California’s State Implementation Plan (SIP).  ARB
staff will release additional technical supporting documentation
by May 7, 2007, 45 days prior to the Board’s consideration of the
proposed State Strategy.

be held in Southern California from May 23-25, 2007.  As part of
its efforts to promote a comprehensive emissions reduction
program, the staff of the ARB, in cooperation with
representatives from Union Pacific Railroad (UP) and BNSF
Railway (BNSF), will conduct four public meetings to present a
progress report on the overall emission reduction efforts and
explain the results of the ARB draft railyard health risk
assessments for seven railyards located in Southern California.

early July to discuss the written comments received and to

The California Green Chemistry Initiative seeks your thoughts

involvement as we begin to establish the blueprint for keeping
California in the forefront of protecting health and the
environment in a robust economy.  

Our time for this effort is very short.  The creation of a
viable list of options to advance Green Chemistry must be
submitted to Secretary Linda Adams by January 2008.  From that
list proposed recommendations for a final policy are due by July
1, 2008.  We have a tremendous amount of work ahead and look
forward to working with you on this effort.  

To facilitate the most creative and constructive public
participation process, we have entitled the Conversation with
California.  The Conversation with California includes a wide
array of opportunities for you to participate. I invite you to
join the Conversation with California and contribute to
developing a comprehensive chemical policy and long-term
environmental protection for California.

We hope you will join us at our first public stakeholder's
meeting scheduled for Wednesday, June 27th 1:30 p.m. - 3:30
p.m., Sierra Hearing Room, Cal/EPA Building, 1001 I Street,
Sacramento.  If you cannot attend, you will be able to listen
via web cast.

Subject: arbcombo -- ARB Workshop - Prop 1B Goods Movement Emission Reduction Program

The Air Resources Board (ARB) staff invites you to participate in
kick-off workshops being held around the State to discuss
development of the Goods Movement Emission Reduction Program
(Program).  This new $1 billion incentive program is a
partnership between ARB and local agencies (like air districts,
ports, and transportation agencies) to quickly reduce air
pollution emissions and health risk from freight movement along
California’s trade corridors.  ARB is scheduled to adopt Program
Guidelines in December 2007 and then allocate the first $250
million in bond monies to local agencies in early 2008.  Local
agencies will provide financial incentives to owners of
equipment used in freight movement to upgrade to cleaner
technologies.  

Our workshop schedule is as follows:

October 1, 2007 - Long Beach 
October 3, 2007 - San Diego 
October 4, 2007 - Oakland 
October 10, 2007 – Fresno (with video links to Modesto and
Bakersfield)
October 11, 2007 - Sacramento

Interested Community Members and Stakeholders: 

In June and July 2007, Air Resources Board (ARB) staff presented
to the public draft railyard health risk assessments for seven
railyards located in Southern California. These were prepared
under the 2005 Railroad Agreement between ARB and Union Pacific
Railroad (UP) and BNSF Railway (BNSF). Since then, ARB staff has
been reviewing the comments and incorporating appropriate changes
to finalize the health risk assessments (HRA). ARB staff expects
the HRAs to be completed by November 1, 2007. 

Consistent with the Agreement, ARB staff would now like to meet
with air district staff, community members, and the railroads to
discuss potential railyard mitigation measures to reduce the

Subject: arbcombo -- Community Meeting to Discuss Potential Railyard Mitigation Measures

Interested Community Members and Stakeholders: 

In June and July 2007, Air Resources Board (ARB) staff
presented
to the public draft railyard health risk assessments for three
railyards located in Northern California. These were prepared
under the 2005 Railroad Agreement between ARB and Union Pacific
Railroad (UP) and BNSF Railway (BNSF). Since then, ARB staff
has
been reviewing the comments and incorporating appropriate
changes
to finalize the health risk assessments (HRA). ARB staff
expects
the HRAs to be completed by November 19th, 2007. 

Consistent with the Agreement, ARB staff would now like to meet
with air district staff, community members, and the railroads
to
discuss potential railyard mitigation measures to reduce the
risks identified in the HRAs. The date, time, location is

Subject: arbcombo -- Diesel Bus and Truck Survey

ARB has posted an on-line survey to gather information on the use
of certain on-road diesel vehicles in California. The purpose of
the survey is to better understand the age and use of diesel
vehicles used in different operations such as long-haul, local
delivery, and other types of operations.  We are working on a
proposal that would currently require all diesel trucks and
buses subject to the regulation to meet 2007 engine standards by
2013 and 2010 engine standards by 2021.  We would like any
person, business or corporation that owns or is leasing, for
twelve months or more, any diesel powered truck, bus, pickup, or
other vehicle to complete the survey. The survey is available at
