The Port Air Quality Mitigation Program is a five-year, $20 million program sponsored by the POLA. This solicitation covers the third year of the program, for a total of $3.5 million. In addition, the Port may release all or a portion of the fourth year program funds. The primary purpose of the program is to provide financial incentives to assist in the implementation of projects that reduce air quality impacts from Port operations that affect the communities of San Pedro and Wilmington. The purpose of the study was to enhance our understanding of the port-related diesel particulate matter (PM) emission impacts by evaluating the relative contributions of the various diesel PM emission sources at the ports to the potential cancer risks to people living in communities near the ports. This information will assist in the efforts underway to reduce diesel PM emissions at the ports by helping to identify the sources that have the greatest impact on potential cancer risks to nearby residents and by providing a tool that will allow evaluation of the impacts of measures planned and under development that are designed to reduce diesel PM emissions. The study is being released as a draft, and your review and comments are welcomed. A public workshop will be conducted in Southern California in late October to present the study and to take public comments on the draft. The plan includes an assessment of statewide health impacts from emissions related to ports and international goods movement, and specific actions necessary to reduce those emissions and protect public health. The plan is available on ARB’s website at http://www.arb.ca.gov/planning/gmerp/gmerp.htm along with information on related activities. The draft emission reduction plan is part of the broader Goods Movement Action Plan being jointly carried out by the California Environmental Protection Agency (Cal/EPA) and the Business, Transportation & Housing Agency (BT&H). Information about the Cal/EPA – BT&H effort can be found at: http://www.arb.ca.gov/gmp/gmp.htm. PUBLIC INPUT: ARB staff will refine the draft emission reduction plan, based on input from the general public, affected industries, the Cal/EPA and BT&H Goods Movement Action Plan work groups, local air districts and other stakeholders.
