Panelists will discuss how California can most effectively invest these funds to support the goals of Assembly Bill 32 (AB 32) to reduce greenhouse gases, as well as encourage long-term transformation to improve public health and develop a clean energy economy. The public can share ideas about what criteria and programs should be prioritized in the development of an investment plan. ARB will soon be issuing a notice that provides additional detail about the meeting and how to participate. BACKGROUND: The Global Warming Solutions Act of 2006 (Chapter 488, Statutes of 2006 [AB 32, Núñez/Pavley]), requires California to reduce statewide greenhouse gas emissions to 1990 levels by 2020 and to maintain and continue reductions beyond 2020. As part of this effort, ARB has developed a cap-and-trade program. The program establishes a statewide emissions limit on sources responsible for 85 percent of greenhouse gases and creates a financial incentive for investment in clean and efficient technologies. Under the program, a portion of allowances required for compliance will be auctioned. Strategic investment of auction funds can further the purposes of AB 32 and deliver long-term economic, environmental, and clean energy benefits. The first auction is scheduled for November 2012 and auctions will be held on a quarterly basis thereafter through 2020. NOAA has requested and the California Air Resources Board has agreed to provide outreach through the Maritime List Serve to help broadcast the NOAA advisory to mariners. CENTRAL AND NORTHERN CALIFORNIA-WHALES-POINT PIEDRAS BLANCAS TO BODEGA BAY NOAA recommends that vessels transiting between Point Piedras Blancas and Bodega Bay during the months of May through November exercise caution and reduce speed when traveling around the following: the 100 fathom isobath, Cordell Bank, Farallon Islands, inbound and outbound of San Francisco Bay. These areas contain populations of endangered Blue, Humpback and Fin whales. Collisions with these animals resulting in their injury or death may be a violation of Federal Laws 16 U.S.C 1538 et. seq. and 16 U.S.C 1431 et seq. NOAA strongly recommends that vessels 300 gross registered tons or larger transiting the Traffic Separation Scheme at the entrance to San Francisco Bay do so at speeds not in excess of 10 knots.
