TTY/TDD/Speech to Speech users may dial 711 for the California Relay Service. BACKGROUND: Assembly Bill (AB) 32, the California Global Warming Solutions Act of 2006, requires California to reduce statewide GHG emissions to 1990 levels by 2020 and to maintain and continue reductions beyond 2020. As part of this effort, the Air Resources Board (ARB) has developed a Cap-and-Trade program that limits statewide emissions from sources responsible for 85 percent of greenhouse gases and creates a financial incentive for clean and efficient technologies. Under the program, a portion of the allowances required for compliance are auctioned. The State portion of the proceeds from these auctions will be used to fund projects to reduce greenhouse gas emissions, consistent with State law. In September 2012, the Legislature passed and Governor Brown signed into law two bills – AB 1532 (Pérez, Chapter 807) and Senate Bill (SB) 535 (De León, Chapter 830) – that together establish a framework for developing an investment plan for projects and programs to be funded with Cap-and-Trade auction proceeds. SB 535 further requires that 25 percent of the proceeds that will be expended benefit disadvantaged communities and at least 10 percent of the proceeds expended be invested in projects located within those communities. The Department of Finance (Finance), in consultation with the ARB and other state entities, will develop and submit to the Legislature a three-year investment plan for the auction proceeds. The investment plan will identify the State’s greenhouse gas reduction goals and priority programs for investment of proceeds to support achievement of those goals. Funding will be appropriated to State agencies by the Legislature and Governor through the annual Budget Act, consistent with the plan. Criteria pollutant and greenhouse gas emissions from freight movement related mobile sources are significant contributors to California’s air quality and climate change challenges. Meeting federal ambient air quality standards and California’s climate change goals will require technology transformation on all levels. As such, innovative freight technologies development, demonstration and deployment must be accelerated over the next several years to meet both its air quality and climate change goals. This symposium will include freight technology industry experts to stimulate an open and frank discussion of opportunities, challenges, and implementation timelines for promising zero- and near-zero emission technologies in the following vehicle and equipment categories: • On-Road Trucks and Yard Hostlers • Line-Haul Freight Locomotives • Cargo and Other On-Port Vehicles and Equipment • Marine Vessels and Aviation Where: South Coast Air Quality Management District Headquarters 21865 Copley Drive Diamond Bar, California 91765 When: April 10 – 11, 2013 8:00 a.m. to 4:00 p.m. The Transitioning to Zero-Emission Freight Technologies Symposium will be open to the public and free of charge. An agenda for the symposium will be available shortly and posted at the following websites: www.aqmd.gov, www.valleyair.org, and www.arb.ca.gov. NOAA has requested and the California Air Resources Board has agreed to provide outreach through the Maritime List Serve to help broadcast the advisory to mariners. SANTA BARBARA CHANNEL TRAFFIC SEPARATION SCHEME AMENDMENT The International Maritime Organization (IMO) is amending the Traffic Separation Scheme in the Santa Barbara Channel and the approach to the ports of Los Angeles/Long Beach, effective June 1, 2013. The TSS amendment will reduce the width of the separation zone from 2 nautical miles (nm) to 1 nm by shifting the inbound lane shoreward and away from known whale concentrations. The outbound lane will remain unchanged in the current location. Narrowing the separation zone is expected to reduce co-occurrence of ships and whales while maintaining navigation safety. SAN FRANCISCO TRAFFIC SEPARATION SCHEME AMENDMENT The International Maritime Organization (IMO) is amending the San Francisco Traffic Separation Scheme (TSS) effective June 1, 2013. The San Francisco TSS is located within the Cordell Bank, Gulf of the Farallones, and Monterey Bay National Marine Sanctuaries, as well as prime commercial fishing grounds. The Coast Guard maintains a Vessel Traffic Service (VTS) in the port of San Francisco and the TSS is located entirely within the VTS coverage area. The TSS adjustments will be made in an effort to enhance navigational safety and mitigate the co-occurrence of endangered marine species with commercial vessel traffic. For the official USCG Local Notice to Mariners (LNM) please see: http://navcen.uscg.gov/pdf/lnms/lnm11172013.pdf and go to p.2; for the IMO approved coordinates and graphics depicting the TSS amendments go to the enclosures section in the LNM. ====================================================================== You are subscribed to the maritime mailing list.
