Significant improvements in efficiency and the use of renewable fuels are also needed to meet the Governor’s 50 percent petroleum reduction target by 2030, and continued reductions in diesel PM and air toxics are necessary to protect public health. Achieving each of these goals will require a transition to zero and near-zero emission technologies in all mobile sources. The Draft Overview highlights technology and fuels that could help us achieve those goals, and covers several heavy-duty technology sectors, including: • trucks and buses • transport refrigeration units • locomotives • fuels – both conventional and alternative fuels • ocean-going vessels • commercial harbor craft (SCAQMD lead) • cargo handling equipment, and • aviation – including aircraft and ground support equipment This technology assessment is on-going and focuses not only on zero and near-zero emission technologies that will ultimately be necessary to meet long-term air quality and climate goals, but also on improvements to conventional technologies and gains in vehicle and freight system operational efficiency that could provide substantial near-term emissions reductions and help facilitate the transition to zero and near-zero emission technologies. The Draft Overview is now posted. More detailed draft assessments for each of the sectors listed above will be posted in 2015, as the drafts are completed. The draft sector reports will evaluate how each technology works, the fuels necessary to power each technology, as well as its state of market readiness, costs, environmental benefits, technology performance, and current deployment challenges. The Discussion Document describes the actions that respond to the Board’s direction to identify, prioritize, and recommend specific measures and actions to reduce health risk from diesel particulate matter and meet the State’s air quality attainment and climate needs During the April Board meeting, the Board heard an informational update on the Discussion Document, considered testimony, and adopted Resolution 15-22. Moving forward, staff will work to incorporate direction received via Board Resolution 15-22 and anticipates coming back to the Board with an update on freight activities in late 2015. This draft technology assessment was developed and written by South Coast Air Quality Management District (SCAQMD) in conjunction with ARB. Short-lived climate pollutants (SLCPs) include methane, black carbon, and fluorinated gases. They are powerful climate forcers that remain in the atmosphere for a much shorter period of time than longer-lived climate pollutants, including carbon dioxide. Their relative potency, when measured in terms of how they heat the atmosphere, can be tens to thousands of times greater than that of carbon dioxide. Senate Bill 605 (Lara, Chapter 523, Statutes of 2014) requires ARB, in coordination with other state agencies and local air districts, to develop a SLCP Strategy by the end of 2015, to reduce SLCP emissions in California. The Draft Strategy describes ongoing and potential new measures to reduce SLCP emissions from major sources in the State, and describes current and future research needs for improving the SLCP emission inventory and better understanding potential mitigation measures. The Draft Strategy will be discussed at public workshops in October. This planning effort relates to ARB’s freight work and discusses freight emission sources that may be of interest to you. The Air Resources Board (ARB or Board) staff is putting forward a proposed Mobile Source Strategy (Strategy) for discussion that is designed to simultaneously meet federal air quality standards, achieve greenhouse gas emission reduction targets, reduce petroleum consumption, and decrease health risk from transportation sources over the next fifteen years. ARB staff will staff will hold a public workshop on October 16, 2015, to describe the content of the draft Strategy, including the upcoming procedures for public participation and analysis of the potential environmental impacts, if any, of the Strategy. In the week following the workshop, ARB staff will provide the Board an informational briefing on October 22, 2015. Both the workshop and the Board meeting will provide the public with the opportunity to comment on the Strategy. After the October 22nd Board meeting, staff will work with stakeholders on related planning efforts. ARB staff found potential violations of the fuel sulfur limit when using these fuels. It is possible that some of the violations are due to contamination of ULSFO at or near the 0.1 percent sulfur limit with higher sulfur fuels remaining in tanks, piping, and associated fuel handling equipment on board the vessel. The advisory provides guidance that vessel operators can consider, in consultation with vessel manufacturers, fuel suppliers, and others, to reduce the likelihood that ULSFO will exceed the 0.1 percent sulfur limit, as used on the vessel. The Action Plan will include specific recommendations, actions, investments, and milestones agencies can consider developing and build a sustainable freight transportation system that will demonstrate California’s private and public leadership in advancing statewide and national freight priorities, objectives, and goals, and accomplishing statewide goals, such as the targets identified in the Executive Order.
