The Draft Freight Hub Survey for Truck Stops is the first in a series of six freight hub surveys that will be released by ARB this year. Each of the surveys will undergo a public comment period before being finalized. The types of freight hubs being surveyed during this effort include: truck stops, border crossings, rail yards, airports, seaports, and warehouses and distribution centers. The purpose of these surveys is to collect specific facility and equipment information from California based freight hubs. The data gathered from these surveys will help ARB staff better understand the activity that occurs at freight hubs in California, assess the potential for emission reductions, inform potential strategies for reducing those emissions, and direct funding assistance efforts. On April 13, 2017, Air Resources Board Chair Mary Nichols submitted a petition to U.S. EPA urging federal action to establish more health-protective emission standards for locomotives. The focus of this request is to accelerate the movement to zero- and near-zero emission locomotives. Proposed emission standards would cut toxic and smog-causing emissions by 85% for diesel particulate matter (PM) and 66% for oxides of nitrogen (NOx) below current ‘Tier 4’ levels. Newly manufactured locomotives would also have some zero-emission mile capability, reducing harmful diesel emissions in railyards, and benefitting the disadvantaged communities around them. California is requesting that U.S. EPA respond by Summer, 2017. Background In March 2017, the Board heard public testimony on the South Coast Air Quality Management District’s (SCAQMD’s) Plan and CARB's Mobile Source Strategy for the State Implementation Plan (SIP). The Board adopted Resolutions 17-7 and 17-8, as well as an addendum that provided additional direction to staff, including: Within 12 months, “…staff shall return to the Board with concepts for an indirect source rule to control pollution from large freight facilities including ports, railyards, warehouses, and distribution centers, as well as any identified alternatives capable of achieving similar levels of emission reductions…” This process will involve stakeholder outreach, including formal workshops and informal meetings, to identify potential options for reducing emissions from freight facilities and to understand the relative pros and cons. The Draft Freight Hub Surveys for Seaports and Rail Yards are the most recent in a series of surveys that will be released by CARB this year. Each of the surveys will undergo a public comment period before being finalized and distributed. The types of facilities being surveyed are: truck stops, seaports, rail yards, warehouses, and distribution centers. The purpose of this effort is to collect specific facility and equipment information from California based freight hubs. The data gathered will help CARB staff better understand the activity that occurs at freight hubs in California, assess the potential for emission reductions, inform potential strategies for reducing those emissions, and direct funding assistance efforts. CARB staff are co-hosting the following meetings to talk with residents living in communities near seaports, railyards, warehouses, and distribution centers about regulatory actions already underway and the development of new concepts to reduce the air pollution and health impacts from freight. Background In March 2017, the Board heard public testimony on the South Coast Air Quality Management District’s (SCAQMD’s) Plan and CARB's Mobile Source Strategy for the State Implementation Plan (SIP). The Board adopted Resolutions 17-7 and 17-8, as well as an addendum that provided additional direction to staff, including: Within 12 months, “…staff shall return to the Board with concepts for an indirect source rule to control pollution from large freight facilities including ports, railyards, warehouses, and distribution centers, as well as any identified alternatives capable of achieving similar levels of emission reductions…” This process will involve stakeholder outreach, including formal workshops and informal meetings, to identify potential options for reducing emissions from freight facilities and to understand the relative pros and cons. CARB staff will present concepts to the Board in March 2018. These CARB freight-related activities will also support the upcoming work to implement Assembly Bill 617 (C. Garcia, Statutes of 2017), which will establish guidance for the development and implementation of community reduction plans focused on reducing exposures in the neighborhoods most impacted by pollution. The meetings will begin with a brief welcome and overview of the issues at hand, then convene with multiple breakout sessions where participants can gather in smaller groups to discuss their views and raise questions with CARB staff.
