AB923 also expands the program to include hydrocarbon and particulate matter pollution. Finally, AB923 provides additional funding for the Moyer Program from an adjustment to the tire fee, and authorizes local air districts to increase motor vehicle legistration fees by up to $2 for programs to reduce air pollution. Combined with continuing funding that was provided in the fiscal year 2004-2005 budget (SB1107), up to $140 million a year of incentive funding is available to help clean up California's air. Below is a note from our Heavy-duty Diesel In-use Strategies Branch staff regarding a rulemaking that may interest you. ARB is starting work on a diesel particulate matter (PM) control measure for in-use mobile off-road diesel-fueled engines greater than 25 horsepower (off-road equipment rule). The off-road equipment rule will be designed to reduce diesel PM emissions from construction, mining, airport ground support, logging, and industrial equipment such as forklifts. The rule will not cover equipment used in agricultural operations, portable equipment, cargo handling equipment used at ports and intermodal rail facilities, or equipment already covered by another rule or agreement. The first workshops to discuss the off-road equipment rule will be held November 16, 2004 in Sacramento and November 17, 2004 in El Monte.
