The Carl Moyer Program provides incentive funds to help pay the incremental costs of cleaner-than-required engines and equipment. The purpose of the meeting is to discuss the new On-Road Voucher Incentive Program being developed. The On-Road Voucher Incentive Program takes the current criteria of the Carl Moyer Program Fleet Modernization program and streamlines the requirements for both participants and air districts. By streamlining the guideline requirements, the goal of the voucher program is to allow opportunities for small fleets (3 or less vehicles) to replace their older heavy-duty diesel vehicles more quickly with cleaner diesel vehicles. Small fleet owners that operate vehicles with 1993 or older model year diesel engines in California 75 percent of the time may be eligible for funding towards the purchase of a vehicle that has a 2007 or newer diesel engine. Two programs that school bus operators should be aware of which are independent of one another, are; 1) the incentive funding mechanism of ARB for school bus replacement and retrofit (Lower-Emission School Bus program) and 2) the Statewide Truck and Bus regulation (particulate filter requirement for school buses). 1) The Lower-Emission School Bus program is funded through voter approved Proposition 1B, the Highway Safety, Traffic Reduction, Air Quality, and Port Security Bond Act of 2006. Because of a combination of many factors relating to California’s current fiscal climate, ALL Proposition 1B funded programs are on hold until further notice. The LESB provides funds for the new purchase and retrofit of buses. Please go to: http://www.arb.ca.gov/msprog/schoolbus/schoolbus.htm for further details. 2) The Statewide Truck and Bus Regulation will require every school bus operating in California to be equipped with an ARB verified Level 3 diesel particulate filter by January 1, 2014. This year the Multidistrict funds are being used towards the new Voucher Incentive Program (VIP). The VIP takes the current criteria of the Carl Moyer Program Fleet Modernization program and streamlines the requirements for both small fleet owners and air districts. Different from previous years; the only eligible applicants are Air Quality Management Districts and Air Pollution Control Districts who are willing and able to administer the VIP since the only project eligible is the administration of the VIP. However, small fleet truck owners can receive funds from the VIP to replace their old trucks. This is possible through applications that will be available at participating air districts and dealerships starting in May 2009. Beginning mid April 2009 a list of all the participating air districts and dealerships will be available at: http://www.arb.ca.gov/msprog/moyer/voucher/voucher.htm . The Voucher Incentive Program (VIP) provides funding to replace 1993 and older, high-polluting vehicles with 2007 and newer, lower-polluting vehicles. The Providing Loan Assistance for California Equipment (PLACE) Program is a program that increases the availability of loan funding available to help fleets reduce emissions. Below are quick summaries of each program and websites for more information. The Carl Moyer Memorial Air Quality Attainment Program on-road heavy-duty vehicle Voucher Incentive Program is now available! The VIP offers funding amounts of either $30,000 or $35,000 for small fleets (3 or less vehicles) to replace their older heavy-duty diesel vehicles with a new or used 2007 or newer model year vehicles. To participate, must have: · Owned and operated in California 75% of the time for the previous 2 years · 1-3 heavy-duty diesel vehicles in their fleet · Old diesel vehicles with a declared Gross/Combined Gross Vehicle Weight range greater than 60,000 lbs. The Lower-Emission School Bus Program (LESBP) provides incentive grants to reduce school children’s exposure to harmful pollutants through purchases of replacement buses and the installation of retrofit technologies on existing buses. The Carl Moyer Program provides financial incentive grants to reduce emissions from various mobile sources including on-road and off-road motor vehicles and agricultural engines. As part of the guideline revision process, ARB staff is hosting the workshop to share proposals from recent feedback and allow public participation. The workshop will provide an opportunity for stakeholders to share input on both program’s proposed guideline revisions.
