This year like the previous 2008-09 solicitation, the Multidistrict funds are being used towards the Voucher Incentive Program (VIP), which is the only eligible project type for this years funds. The VIP takes the current criteria of the Carl Moyer Program Fleet Modernization program and streamlines the requirements for both small fleet owners and air districts. Like last year the eligible applicants are still only Air Quality Management Districts and Air Pollution Control Districts who are willing and able to administer the VIP. Based on requests from stakeholders and air districts, staff has developed a guidance document that summarizes the methodology staff uses to determine whether emission reducing projects are surplus to any regulations and can therefore be considered eligible for funding under the Carl Moyer Program. The Carl Moyer Program continues to be a complementary program to regulations that have been adopted to reduce harmful emissions from various mobile sources. The focus of this public meeting will be to consider proposed changes to on-road funding options in the Carl Moyer Program, including Fleet Modernization and the On-road Voucher Incentive Program. The proposed changes include: · raising the maximum allowed mileage for used on-road trucks; · reducing the required California registration period for baseline trucks; · reducing the emission reduction surplus period for on-road small fleet retrofit projects; · extending eligibility to trucks that previously operated as drayage trucks; and · increasing the VIP grant amount for on-road trucks equipped with the cleanest engines. The focus of this public meeting will be to consider proposed changes to off-road funding options in the Carl Moyer Program, specifically the Off-Road Equipment Replacement Program. These two programs provide grants to reduce emissions from various sources such as on-road and off-road motor vehicles operating in California. ARB is hosting a public workshop to discuss proposed changes to ARB’s Carl Moyer Program and recent changes to the Prop. 1B Goods Movement Program. Staff will describe changes to funding opportunities based on amendments to the Truck and Bus, Drayage Truck, and Off-Road In-Use regulations considered by the Board in December 2010. In addition, staff will discuss the proposed surplus methodology change for the Carl Moyer Program.
