The amendments are designed to provide new flexibility to truckers working to clean up their aging diesel fleets while better protecting the important emission benefits the regulation provides. The Board will consider the proposed amendments at its April 2014 meeting. In developing these amendments, staff focused on three objectives: •Protecting emission reductions by providing lower cost compliance options to small fleets, low mileage fleets, and certain rural fleets. •Providing new opportunities for fleets to access public incentive funds. •Recognizing fleets that made early investments to comply. To achieve these objectives and benefits, staff is proposing amendments to the regulation to provide additional regulatory flexibility to small fleets, lower mileage fleets and fleets in certain areas that have made substantial progress towards cleaner air. If approved, the amendments would better protect the emissions benefits of the regulation that are necessary to meet California’s air quality obligations under the federal Clean Air Act, as well as the goals of the ARB’s Diesel Risk Reduction Plan. The proposed changes include: •A longer phase-in period for diesel particulate matter (PM) requirements for trucks that operate exclusively in certain rural areas with cleaner air. •Additional time and a lower cost route for all small fleet owners to meet their PM compliance requirements, while reopening opportunities for these fleet owners to apply for and receive public incentive funding. •A compliance route for owners currently unable to qualify for a loan to finance required upgrades. •Adjusted schedules for low-use vehicles and certain work trucks. •Recognition of fleet owners who took action to comply by providing additional “useable life” for retrofit trucks and reducing near-term compliance requirements. The regulation requires newer heavier trucks and buses to meet PM filter requirements beginning January 1, 2012. Lighter and older heavier trucks must be replaced starting January 1, 2015. Cost-effectiveness is a measure of the dollars provided to a project for each ton of covered emissions reduced. To calculate Carl Moyer Program cost-effectiveness, the project grant amount is annualized utilizing a capital recovery factor. Per statute, Air Resources Board (ARB or the Board) updates the cost-effectiveness limit and capital recovery factors annually in the Moyer Program Guidelines to account for inflation and recent interest rates. An update to the 2011 Carl Moyer Program cost-effectiveness limit and capital recovery factors is now available. Mail Out #MSC14-04 announces this change to Appendix G of the Moyer Program Guidelines. http://www.arb.ca.gov/msprog/mailouts/mouts_14.htm The cost-effectiveness limit is updated to $17,720. The capital recovery factors and discount rate of 1 percent are unchanged compared to last year. The technology assessments strive to answer the questions – how mature is the technology or fuel, in which applications does it work, and what might be done to further development and deployment? The technology assessments will evaluate the current state and projected development over the next 5 to 10 years of mobile source technologies and fuels. For each technology, the assessment will include: • a description of the technology • its suitability in different applications • the current state of technology development • current per-vehicle/equipment costs • anticipated costs at widespread deployment • emissions levels The results of the technology assessments will help identify the technology and fuels that could be used in the Sustainable Freight Strategy to move California towards a sustainable freight transport system that is characterized by increased efficiency and zero or near zero emissions. All approved updates are incorporated into the latest 2011 Carl Moyer Program Guidelines and can be found at: http://www.arb.ca.gov/msprog/moyer/guidelines/current.htm. Background: Since 1998, the Carl Moyer Program has filled a critical niche in California’s strategy to achieve clean air. The Carl Moyer Program provides grant funding for the incremental cost of cleaner-than-required engines, equipment, and emission reduction technologies. The Carl Moyer Program complements California’s regulatory program by funding emission reductions that are surplus, i.e., early and/or in excess of what is required by regulation. State law (Health & Safety Code Section 44287) authorizes the Air Resources Board to revise the Guidelines when necessary to improve the ability of the program to achieve its goals.
