Cost-effectiveness is a measure of the dollars provided to a project for each ton of covered emissions reduced. To calculate Carl Moyer Program cost-effectiveness, the project grant amount is annualized utilizing a capital recovery factor. Per statute, Air Resources Board (ARB or the Board) updates the cost-effectiveness limit and capital recovery factors annually to account for inflation and recent interest rates. Approved revisions to the 2011 Carl Moyer Program cost-effectiveness limit and capital recovery factors are now available. Mail Out #MSC15-09 announces this change to Appendix G of the Moyer Program Guidelines available at this link: http://www.arb.ca.gov/msprog/mailouts/mouts_15.htm The cost-effectiveness limit is updated to $18,030. The discount rate increases from 1 to 2% with corresponding changes in the capital recovery factors. Significant improvements in efficiency and the use of renewable fuels are also needed to meet the Governor’s 50 percent petroleum reduction target by 2030, and continued reductions in diesel PM and air toxics are necessary to protect public health. Achieving each of these goals will require a transition to zero and near-zero emission technologies in all mobile sources. The Draft Overview highlights technology and fuels that could help us achieve those goals, and covers several heavy-duty technology sectors, including: • trucks and buses • transport refrigeration units • locomotives • fuels – both conventional and alternative fuels • ocean-going vessels • commercial harbor craft (SCAQMD lead) • cargo handling equipment, and • aviation – including aircraft and ground support equipment This technology assessment is on-going and focuses not only on zero and near-zero emission technologies that will ultimately be necessary to meet long-term air quality and climate goals, but also on improvements to conventional technologies and gains in vehicle and freight system operational efficiency that could provide substantial near-term emissions reductions and help facilitate the transition to zero and near-zero emission technologies. The Draft Overview is now posted. More detailed draft assessments for each of the sectors listed above will be posted in 2015, as the drafts are completed. The draft sector reports will evaluate how each technology works, the fuels necessary to power each technology, as well as its state of market readiness, costs, environmental benefits, technology performance, and current deployment challenges. Background In 2006, the Legislature passed the California Global Warming Solutions Act of 2006 (Assembly Bill 32 [AB 32]; Stats. 2006, chapter 488). AB 32 created a comprehensive, multi-year program to reduce GHG emissions in California. AB 32 required ARB to develop and approve a Scoping Plan that describes the approach the State will take to reduce GHGs to achieve the goal of reducing emissions to 1990 levels by 2020. The Scoping Plan was first approved by the Board in 2008 and, per AB 32, must be updated every five years to evaluate the mix of AB 32 policies to ensure that California is on track to achieve the 2020 GHG reduction goal. The 2013 First Update to the Climate Change Scoping Plan defined ARB’s climate change priorities for the next five years and laid the groundwork to start the transition to the post-2020 goals set forth in Executive Orders S-3-05 and B-16-2012. The 2013 Update also recommended the need for a 2030 mid-term target to establish a continuum of action to reduce emissions, not just for stated limits in 2020 or 2050, but also every year in between. The 40 percent below 1990 levels mid-term target set by Executive Order B-30-15 is critical to help frame the additional suite of policy measures, regulations, planning efforts, and investments in clean technologies and infrastructure needed to continue driving down emissions. The errors resulted in funding amounts that exceeded the cost-effectiveness limit for the minimum required usages. Short-lived climate pollutants (SLCPs) include methane, black carbon, and fluorinated gases. They are powerful climate forcers that remain in the atmosphere for a much shorter period of time than longer-lived climate pollutants, including carbon dioxide. Their relative potency, when measured in terms of how they heat the atmosphere, can be tens to thousands of times greater than that of carbon dioxide. Senate Bill 605 (Lara, Chapter 523, Statutes of 2014) requires ARB, in coordination with other state agencies and local air districts, to develop a SLCP Strategy by the end of 2015, to reduce SLCP emissions in California. These updates and revisions to the VAVR emission tables may be performed via a Mail-Out, as stated in the 2011 Carl Moyer Guidelines, Chapter 13 – Light-Duty Vehicles, Section M, and are effective as of December 24, 2015.
