The Executive Officer of the Air Resources Board (ARB) has evaluated and approved design modifications to the conditionally verified Cleaire Phoenix diesel retrofit system. These modifications include the addition of a heat shield, the ability to regenerate the system on-demand, and changes to the filter body to ensure unidirectionality. The Phoenix system is approved for use with certain off-road vehicles equipped with heavy-duty diesel engines with model years between 1993 and 2010. The Phoenix system reduces emissions of diesel particulate matter by at least 85 percent, is designated as a Level 3 plus system, and is compatible with off-road vehicles using diesel fuel that contains up to 20 percent biodiesel. The Air Resources Board (ARB) has revised the engine family list of ESW Canada’s ThermaCatTM diesel retrofit system for certain on-road vehicles equipped with heavy-duty diesel engines with model years between 1993 and 2006. Approved engines are certified or equivalent to a particulate matter emission level equal to or less than 0.1 grams per brake horsepower-hour, and are not equipped with exhaust gas recirculation systems. The ThermaCatTM system reduces emissions of diesel particulate matter by at least 85 percent and is designated as a Level 3 plus system. The primary components of the actively regenerated ThermaCatTM system include a silicon carbide wall-flow filter, a diesel oxidation catalyst and a system controller. The ThermaCatTM system is compatible with on-road vehicles using diesel fuel that contains up to 20 percent biodiesel. Specific conditions for which the ThermaCatTM system has been approved may be found in the Executive Order DE-09-015-01, posted on the ARB website at: http://www.arb.ca.gov/diesel/verdev/verdev.htm . Using the Verification Procedure, Warranty and In-Use Compliance Requirements for In-Use Strategies to Control Emissions from Diesel Engines, the Air Resources Board (ARB) conditionally verified the Cleaire Advanced Emission Controls (Cleaire) Horizon Electric Particulate Filter (Horizon) for use with off-road diesel engines on January 26, 2007. As stated in the conditional verification letter RAS-07-02, the Horizon system was conditionally verified for a period not to exceed three years from the date of the letter. Because this period of time has elapsed, and Cleaire has not yet satisfied all remaining requirements for obtaining full verification, ARB now therefore suspends the verification of the Horizon system for off-road applications. As of January 27, 2010, the Horizon system may not be sold, installed, or offered for sale as a verified system for any off-road applications until such time as ARB determines that Cleaire has satisfactorily completed all remaining requirements for full verification. The Executive Officer of the Air Resources Board (ARB) has evaluated and conditionally verified the Cleaire Phoenix diesel retrofit system for rubber tired and tracked off-road diesel applications. The Phoenix system is approved for use with off-road vehicles and equipment powered by certain diesel engines with model years between 1996 and 2010. The Phoenix system reduces emissions of diesel particulate matter by at least 85 percent, is designated as a Level 3 plus system, and is compatible with diesel fuel that contains up to 20 percent biodiesel. The Air Resources Board has completed an extension to the verification of the Donaldson Low NOx (LXF) Muffler System for select 2002 through 2006 model year diesel engines used in on-road applications. All of these engines are four-stroke, turbocharged, and have certified oxides of nitrogen emissions less than 3.0 grams per brake horsepower-hour (g/bhp-hr), as well as were certified in California to the 0.1 g/bhp-hr particulate matter (PM) emission standard when new. The LXF System employs a catalyzed pre-filter and a catalyzed diesel particulate filter with a back pressure monitor to achieve an 85 percent reduction in particulate matter emissions, qualifying it for Level 3 plus verification. The Air Resources Board (ARB) has extended the verification for ESW Canada’s ThemaCatTM system to include up to 375 horsepower on-road diesel engines. The ThemaCatTM system is verified as a Level 3 Plus diesel emission control system for use with 5 to 10 liters, 175 to 375 horsepower on-road diesel engines, except for those equipped with exhaust gas recirculation systems. ESW Canada also allows diesel particulate filter swapping and ThermaCatTM system redesignation provided certain conditions are met. The ThermaCatTM system uses a silicon carbide wall-flow filter with a fuel burner for regeneration to achieve an 85 percent reduction in particulate matter emissions. Purifilter Plus uses a catalyzed silicon carbide wall-flow filter for passive regeneration and electric heating elements for active regeneration. It achieves an 85 percent reduction in emissions of diesel particulate matter. Purifilter Plus is compatible with on-road vehicles using diesel fuel that contains up to 20 percent biodiesel. Background: The Carl Moyer Program and Prop. 1B Goods Movement Program play a complementary role to the state’s regulatory emission reduction programs. These two programs provide grants to reduce emissions from various sources such as on-road and off-road motor vehicles operating in California. ARB is hosting a public workshop to discuss proposed changes to ARB’s Carl Moyer Program and recent changes to the Prop. 1B Goods Movement Program. Staff will describe changes to funding opportunities based on amendments to the Truck and Bus, Drayage Truck, and Off-Road In-Use regulations considered by the Board in December 2010. In addition, staff will discuss the proposed surplus methodology change for the Carl Moyer Program. The Carl Moyer Program staff will present this methodology and the proposed changes to funding opportunities at the board hearing in April 2011. The Prop. 1B Goods Movement Program will implement program changes made via executive order following the board meeting. These changes will support the scheduled February – March 2011 solicitation for over $100 million in new truck projects in all four trade corridors. The Air Resources Board has completed an extension to the verification of the Donaldson Low NO2 Filter (LNF) Muffler System for select 1993 through 2006 model year diesel engines used in on-road applications. All approved engines are four-stroke, turbocharged, have certified oxides of nitrogen emissions of 3.0 grams per brake horsepower-hour (g/bhp-hr) or greater, and are certified to the 0.1 g/bhp-hr emission standard for particulate matter (PM). The LNF system employs a catalyzed pre-filter and a catalyzed diesel particulate filter with a backpressure monitor to achieve an 85 percent reduction in PM emissions, qualifying it for Level 3 Plus verification. The Air Resources Board (ARB) has extended the verification for the ESWC ThermaCatTM system to include off-road diesel engines down to 100 horsepower as well as model year 2010 engines. The ThermaCatTM system is verified as a Level 3 Plus diesel emission control system for use with model year 1996 to 2010, 5 to 15.2 liters, 100 to 350 horsepower off-road diesel engines, except for those equipped with exhaust gas recirculation systems. ESWC also allows diesel particulate filter swapping and ThermaCatTM system redesignation provided certain conditions are met. The ThermaCatTM system uses a silicon carbide wall-flow filter with a fuel burner for regeneration to achieve an 85 percent reduction in particulate matter emissions. Specific conditions for which the ThermaCatTM system has been approved may be found in the Executive Order which will be posted within ten days on the ARB website at http://www.arb.ca.gov/diesel/verdev/verdev.htm .
