Mail-Out #MSC 12-01 announces the changes which include an update of the funding tables listed in Appendix O and P for calendar year 2012, establishing that the future funding tables will be updated annually, and a minor correction to Appendix E. BACKGROUND: Since 1998, the Carl Moyer Program has filled a critical niche in California’s strategy to achieve clean air. The Carl Moyer Program complements California’s regulatory program by funding emission reductions that are surplus, i.e., early and/or in excess of what is required by regulation. The Air Resources Board (ARB) has verified the Hug Filtersystems Mobiclean R diesel particulate filter for use with certain on-road diesel vehicles. The Mobiclean R system reduces emissions of diesel particulate matter by at least 85 percent and is designated as a Level 3 Plus system. The primary components of the system include a diesel oxidation catalyst, a catalyzed diesel particulate filter, and a backpressure monitoring and notification system. The Mobiclean R system is compatible with on-road vehicles using diesel fuel that contains up to 20 percent biodiesel. The Air Resources Board (ARB) has approved a one-year conditional verification of the IMPCO Ecotrans CLEARSKY DPF. The system is a Level 3 plus actively regenerated diesel emission control system for use with Comfort Pro auxiliary power units powered by select Kubota Z482 diesel engines with model years between 2005 and 2012. The CLEARSKY DPF uses a wall-flow filter with a heating element for regeneration to achieve an 85 percent reduction in emissions of diesel particulate matter and is compliant with ARB’s 2009 nitrogen dioxide standard. The capital recovery factors remains unchanged based on a discount rate of 2 percent.
