As a diesel engine owner or user, you may choose to comply with Air Resources Board (ARB or Board) in-use diesel regulations by installing a retrofit PM filter. On August 23, 2012, the Board approved amendments to the Verification Procedure, Warranty, and In-Use Compliance Requirements for In-Use Strategies to Control Emissions from Diesel Engines in Title13, California Code of Regulations, Sections 2700 through 2711. The Air Resources Board (ARB or the Board) held a public workshop on December 3, 2013, in Oakland, California, to discuss next steps and take input from stakeholders on potential amendments to the Zero Emission Bus (ZBus) regulation and the status, and developments of ZBus technology and related systems. At the workshop, staff summarized the four panels (fuel cell electric bus, battery electric bus, ZBus infrastructure, and transit fleets operating ZBuses) from the first workshop and the common themes expressed during the individual stakeholder meetings. The workshop focused on regulatory concepts, and regulatory amendments. The concept that a broader assessment of the transit fleet rule will occur next year was introduced. Based on feedback from this workshop, additional workshops will be scheduled to discuss specific regulatory language and to take further comments. The regulation required a demonstration for diesel path transit agencies and 15 percent of new buses purchased to be zero emission beginning in 2008 for diesel path transit agencies, and 2010 for alternative path transit agencies. The ZBus regulation was amended in 2006, to include an advanced demonstration from the diesel path transit agencies. The Board postponed the purchase requirement to 2011 for diesel path transit agencies, and 2012 for alternative path transit agencies. The Board directed the Executive Officer to delay the ZBus purchase requirement through Resolution 09-49 at the July 2009 Board Meeting. In January 2010 “Mail-Out #MSC 10-04” notified all affected transit agencies of the ZBus purchase requirement suspension. Staff will be providing a ZBus status update to the Board in May 2014 and proposed amendments in December 2014. Due to the growing success of CVRP in bringing advanced clean cars to California, rebate demand has exceeded available funding. CVRP saw a rapid rise in rebates between July and December of 2013 with December reaching a new record with over 3,700 rebates reserved (approximately $7.6 million). Several market factors such as price reductions, attractive lease options, and the introduction of new models caused a significant and greater than anticipated increase in demand. Cost-effectiveness is a measure of the dollars provided to a project for each ton of covered emissions reduced. To calculate Carl Moyer Program cost-effectiveness, the project grant amount is annualized utilizing a capital recovery factor. Per statute, Air Resources Board (ARB or the Board) updates the cost-effectiveness limit and capital recovery factors annually in the Moyer Program Guidelines to account for inflation and recent interest rates. An update to the 2011 Carl Moyer Program cost-effectiveness limit and capital recovery factors is now available. ESW CleanTech acquired the Cleaire product line on April 18, 2013, completed all the verification transfer requirements specified in the Verification Procedure, Warranty, and In-use Compliance Requirements for In-Use Strategies to Control Emissions from Diesel Engines, Title 13, California Code of Regulations, and will sell new systems as well as provide support for existing Cleaire customers. The Skyline system reduces emissions of diesel particulate matter by at least 85 percent and is designated as a Level 3 Plus system. Carrier Transicold has completed all of the remaining requirements to be fully verified, including the remaining field demonstrations under worst-case conditions, showing reliable backpressure control with older, dirtier engines operating in cold weather at higher elevations. The Carrier Transicold EES is a Level 3 Plus diesel emission control strategy that reduces particulate matter (PM) emissions by at least 85 percent without increasing nitrogen dioxide emissions more than 20 percent of total nitrogen oxides. The Carrier EES is fully verified for use on Carrier X4 7300 and X4 7500 TRUs, Vector 8500 and 8600MT TRUs, and Carrier UG and RG TRU gen sets equipped with model year 2012 through 2015 Kubota model V2203L-DI-EF01e engines rated at less than 25 horsepower. There is no limit on engine operation at time of installation. The Carrier EES uses an automatic filter regeneration system to oxidize the collected diesel soot and control engine backpressure to within the engine manufacture’s specifications. The regeneration system uses an engine intake air control valve, a diesel fuel doser, a flameless diesel oxidation catalyst, and a catalyzed silicon carbide wall-flow filter with an electronic control unit to achieve reliable backpressure control. Double-wall insulation is used to reduce exhaust system component surface temperatures, providing operator and equipment safety. The EES uses commercially available fuel that meets the federal and California sulfur limits – the same fuel available at all trucks stops in the U.S. The terms and conditions for which the Carrier EES has been approved may be found in ARB’s Executive Order at ARB's Verification Procedure Website for the Carrier EES at: http://www.arb.ca.gov/diesel/verdev/companies/carrier/carrier_ees.htm. Verified Level 3 DECS meet the TRU Regulation’s Ultra-Low-Emission TRU (ULETRU) in-use performance standard. The compliance deadline for the ULETRU in-use standard for model year (MY) 2006 TRUs and TRU gen set engines was December 31, 2013. MY 2007 TRU engines must meet ULETRU by the end of 2014 and MY 2008 engines, by the end of 2015. Engine repowering will no longer be a compliance option for MY 2008 engines because replacement engines that fit and perform are no cleaner than the old in-use engines being replaced. Retrofitting with a Level 3 VDECS is a compliance option that is less costly than replacing the entire unit. Background: The Air Quality Improvement Program (AQIP) is designed to support development and commercialization of advanced technologies that are necessary to meet California’s air quality and climate goals. Established through the Alternative and Renewable Fuel, Vehicle Technology, Clean Air, and Carbon Reduction Act of 2007 (AB 118; Núñez, Chapter 750, Statutes of 2007), the program focuses on reducing criteria pollutant and diesel particulate pollution with concurrent reductions in greenhouse gas (GHG) emissions. The AQIP program is expanding. Originally funded at around $30 million dollars per year, the program almost tripled in funding last year to about $90 million dollars, primarily to support the Clean Vehicle Rebate Project (CVRP), which provides incentives for the purchases of zero and near-zero emissions passenger vehicles. The ARB and manufacturers have worked closely for several years to craft E-Cert to provide manufacturers a reasonable format needed for California certification. Light-duty E-Cert applies to passenger cars (PCs), light-duty trucks (LDTs), and chassis-certified medium-duty vehicles (MDVs). The Light-Duty Vehicle (LDV) module of the E-Cert system went into production on October 14th, 2013. Several manufacturers have been submitting certification applications for processing through E-Cert. Based on feedback from manufacturers; ARB has made some minor updates to the data requirements, business rules, XML schema, InfoPath form and user guides. This notice serves as an announcement that these documents will be posted on the E-Cert website on May 27th, 2014. Manufacturers will have two months to implement these changes to their systems. The E-Cert system will begin accepting and processing LDV certification applications that meet the new requirements on August 4th, 2014. CVRP and the Public Fleet Pilot Project were approved by the Board as part of the Fiscal Year 2014-15 Funding Plan for the Air Quality Improvement Program and Low Carbon Transportation Greenhouse Gas Reduction Fund Investments. CVRP provides rebates for California purchasers and lessees of up to $5,000 for fuel cell electric vehicles (FCEVs), up to $2,500 for battery electric vehicles (BEVs), up to $1,500 for plug-in hybrid electric vehicles (PHEVs), and up to $900 for neighborhood electric vehicles (NEVs) and zero-emission motorcycles (ZEMs) on a first-come, first-served basis. In addition, the Public Fleet Pilot Project provides increased incentives for public fleets located in or serving disadvantaged communities. California Air Resources Board (ARB) has introduced the Light-Duty Vehicle module of the Electronic Certification (E-Cert) system. E-Cert is the electronic certification application submittal system which loads the data portion of manufacturer’s certification applications and allows for staff review. Since October 14th, 2013, ARB has been accepting, on a voluntary basis, the light-duty vehicle applications through E-Cert. Recent feedback from one manufacturer required a minor change to the data requirements, XML schema and InfoPath form. Specifically, in CSI 5B, the “Durability Group Fuel Metering” is now a required field and can accept multiple fuel metering systems from a test vehicle. For example, a test vehicle with a dual SFI and MFI fuel metering system can now be accepted (previously, only one fuel system could be entered). Carrier Transicold has completed all of the requirements to be fully verified, including extensive field demonstrations under worst-case conditions, showing reliable backpressure control with older, dirtier engines operating in cold weather at higher elevations. The Carrier Legacy EES is a Level 3 Plus diesel emission control strategy that reduces particulate matter (PM) emissions by at least 85 percent without increasing nitrogen dioxide emissions more than 20 percent of total nitrogen oxides. The Carrier Legacy EES is fully verified for use on Carrier X2-Series, XT-Series, XTC-series, Genesis TM900, Genesis TM1000, Ultra XL (with and without standby), Vector 6500, and Vector 6600MT TRUs equipped with model year 2004 through 2012 Kubota engines, as listed on the Engine Family List for the Carrier Legacy EES at ARB's Verification Procedure Website for the Carrier Legacy EES at: http://www.arb.ca.gov/diesel/verdev/companies/carrier/carrier_legacy-ees.htm. There is no limit on engine operation at time of installation; but engines must be maintained in accordance with the engine and original equipment manufacturers’ specifications and meet all of the pre-installation compatibility assessment criteria established for the Carrier Legacy EES. The Carrier Legacy EES uses an automatic filter regeneration system to oxidize the collected diesel soot and control engine backpressure to within the engine manufacture’s specifications. The regeneration system uses an engine intake air control valve, a diesel fuel doser, a flameless diesel oxidation catalyst, and a catalyzed silicon carbide wall-flow filter with an electronic control unit to achieve reliable backpressure control. Double-wall insulation is used to reduce exhaust system component surface temperatures, providing operator and equipment safety. All approved updates are incorporated into the latest 2011 Carl Moyer Program Guidelines and can be found at: http://www.arb.ca.gov/msprog/moyer/guidelines/current.htm. Background: Since 1998, the Carl Moyer Program has filled a critical niche in California’s strategy to achieve clean air. The Carl Moyer Program provides grant funding for the incremental cost of cleaner-than-required engines, equipment, and emission reduction technologies. The Carl Moyer Program complements California’s regulatory program by funding emission reductions that are surplus, i.e., early and/or in excess of what is required by regulation. State law (Health & Safety Code Section 44287) authorizes the Air Resources Board to revise the Guidelines when necessary to improve the ability of the program to achieve its goals.
