Background: AQIP is a voluntary mobile source incentive program administered by ARB providing about $25 million per year through 2023. ARB focuses AQIP investments on technology advancing projects that support California’s long-term air quality and climate change goals in addition to providing immediate emission benefits. Each year, the Board approves the AQIP Funding Plan, which serves as the blueprint for expending AQIP funds. Cap-and-Trade auction proceeds provide an additional funding source for ARB’s advanced technology clean transportation incentive programs, expanding the types of projects ARB has funded through AQIP. The Governor’s proposed budget for FY 2015-16 would appropriate $200 million from GGRF to ARB for Low Carbon Transportation projects to reduce greenhouse gas emissions with an emphasis on low carbon freight and passenger transportation investments that benefit disadvantaged communities. ARB staff is developing a joint Funding Plan for the AQIP and GGRF funding sources for the FY 2015-16 funding cycle. ARB staff anticipates releasing the proposed FY 2015-16 Funding Plan in May 2015 with Board consideration in June 2015. California is in a drought emergency. Mail-Out #MSC 15-2 can be found at: http://www.arb.ca.gov/msprog/mailouts/mouts_15.htm. These changes increase funding opportunities by allowing a one-, two-, or three-year surplus period, extending engine model year eligibility to 2006 and older, and simplifying inspection requirements. These changes also address many district concerns expressed during TIMBER Workgroups, clarify eligibility requirements for compliant fleets consistent with Board priorities, and correct minor inconsistencies and typographical errors. These revisions are applicable to TIMBER projects funded after January 1, 2015. The revised supplemental documents are located at: http://www.arb.ca.gov/msprog/moyer/timber/timber.htm. Background: The TIMBER program is a streamlined funding option for on-road heavy-duty log truck replacements consistent with the On-Road Heavy-Duty Vehicles Fleet Modernization chapter of the 2011 Carl Moyer Program guidelines. The goal of the TIMBER program is to provide incentive funding opportunities to encourage early action by fleets utilizing the Truck and Bus Regulation log truck phase-in option. Mail-Out # MSC 15-03 can be found at: http://www.arb.ca.gov/msprog/mailouts/mouts XX.htm ARB’s existing certification and OBD requirements provide a critical and effective mechanism for ensuring a vehicle’s expected emission benefits are achieved and maintained for a vehicle’s useful life. However, ARB’s engine and vehicle approval requirements, geared towards traditional technologies, may deter some manufacturers from developing promising new technologies which are uncertain to achieve market acceptance. The Innovative Technology Regulation is intended to provide defined, near-term ARB certification and aftermarket part approval flexibility to help facilitate market launch of the next generation of truck and bus technologies. This regulation would work synergistically with ongoing and anticipated State and federal truck and bus technology advancing regulations. For example, a more flexible certification pathway could encourage technology diversity and early deployment of technologies used to comply with Phase 1 and Phase 2 greenhouse gas emission standards for medium- and heavy-duty vehicles, or increase manufacturers’ willingness to develop an engine meeting ARB’s optional low NOx emission standards for heavy-duty engines. ARB staff anticipates the regulation could also increase the number and diversity of promising technologies eligible for ARB’s Air Quality Improvement Program, the California Energy Commission’s Alternative and Renewable Fuel and Vehicle Technology Program, and other technology-advancing incentive programs. Cost-effectiveness is a measure of the dollars provided to a project for each ton of covered emissions reduced. To calculate Carl Moyer Program cost-effectiveness, the project grant amount is annualized utilizing a capital recovery factor. Per statute, Air Resources Board (ARB or the Board) updates the cost-effectiveness limit and capital recovery factors annually to account for inflation and recent interest rates. Approved revisions to the 2011 Carl Moyer Program cost-effectiveness limit and capital recovery factors are now available. Mail Out #MSC15-09 announces this change to Appendix G of the Moyer Program Guidelines available at this link: http://www.arb.ca.gov/msprog/mailouts/mouts_15.htm The cost-effectiveness limit is updated to $18,030. The discount rate increases from 1 to 2% with corresponding changes in the capital recovery factors. These capital recovery factors and the updated cost effectiveness limit can be used by air districts for contracts executed beginning April 1, 2015, and must be used for any contracts executed beginning July 1, 2015. All approved revisions are incorporated into the latest 2011 Carl Moyer Program Guidelines and can be found at: http://www.arb.ca.gov/msprog/moyer/guidelines/current.htm If you have questions regarding these changes, please contact Nancy Noble, Air Pollution Specialist, at (626) 459-4495 or nancy.noble@arb.ca.gov. This document provides an overview and status update on the heavy duty technology and fuels available. To view or submit comments on the Draft Overview please go to: http://www.arb.ca.gov/msprog/tech/techreport/comments.htm Contact: Renee Littaua (916) 324-6429 or rlittaua@arb.ca.gov Background Overview California needs a 90 percent reduction in NOx emissions by 2031, and an 80 percent reduction in GHG emissions below 1990 levels by 2050 to meet air quality and climate targets. Significant improvements in efficiency and the use of renewable fuels are also needed to meet the Governor’s 50 percent petroleum reduction target by 2030, and continued reductions in diesel PM and air toxics are necessary to protect public health. Achieving each of these goals will require a transition to zero and near-zero emission technologies in all mobile sources. The Draft Overview highlights technology and fuels that could help us achieve those goals, and covers several heavy-duty technology sectors, including: • trucks and buses • transport refrigeration units • locomotives • fuels – both conventional and alternative fuels • ocean-going vessels • commercial harbor craft (SCAQMD lead) • cargo handling equipment, and • aviation – including aircraft and ground support equipment This technology assessment is on-going and focuses not only on zero and near-zero emission technologies that will ultimately be necessary to meet long-term air quality and climate goals, but also on improvements to conventional technologies and gains in vehicle and freight system operational efficiency that could provide substantial near-term emissions reductions and help facilitate the transition to zero and near-zero emission technologies. The Draft Overview is now posted. More detailed draft assessments for each of the sectors listed above will be posted in 2015, as the drafts are completed. The draft sector reports will evaluate how each technology works, the fuels necessary to power each technology, as well as its state of market readiness, costs, environmental benefits, technology performance, and current deployment challenges. Additional background information on the Heavy Duty Technology and Fuels Assessment effort can be found here: http://www.arb.ca.gov/msprog/tech/tech.htm Related Work The technology and fuels assessment draft overview and draft sector reports will help inform a number of on-going state efforts, including ARB’s Sustainable Freight Strategy. BACKGROUND: Since 1998, the Carl Moyer Program has filled a critical niche in California’s strategy to achieve clean air. The Carl Moyer Program provides grant funding for the incremental cost of cleaner-than-required engines, equipment, and emission reduction technologies. The Carl Moyer Program complements California’s regulatory program by funding emission reductions that are surplus (i.e., early and/or in excess of what is required by regulation). Background: The Governor’s proposed FY 2015-16 State Budget includes $350 million to ARB from the Greenhouse Gas Reduction Fund for Low Carbon Transportation investments. This funding would reduce greenhouse gas (GHG) emissions with a priority on benefiting disadvantaged communities. The Governor’s proposed State Budget also includes $23 million to ARB for the Air Quality Improvement Program (AQIP) which provides mobile source incentives to reduce criteria pollutant, air toxic, and GHG emissions. The Low Carbon Transportation investments build upon and greatly expand the technology advancing projects ARB has funded through AQIP since 2009. The proposed FY 2015-16 Funding Plan describes how these combined funds will be spent. The plan describes ARB’s policy drivers and vision for advanced technology mobile source investments, eligible project categories and criteria, project funding allocations, and program implementation details. ARB staff has developed a joint plan for both funding sources to ensure synergistic investments between the programs while also ensuring that statutory requirements applicable to each are met. The investments proposed in this Funding Plan are predicated on the approval of the proposed FY 2015-16 State Budget. California faces ambitious goals to reduce GHG emissions, improve air quality, deploy zero-emission vehicles, and reduce petroleum dependency. The investments identified in the proposed FY 2015-16 Funding Plan are pivotal to meeting these goals by accelerating the development and deployment of advanced mobile source technologies. The technologies summarized in the draft assessment are separated into two categories: 1) engine/powerplant and drivetrain optimization technologies, and 2) vehicle and trailer efficiency technologies. The draft technology assessment can be viewed and downloaded from the ARB’s technology and fuels assessment webpage at: http://www.arb.ca.gov/msprog/tech/tech.htm We encourage interested parties to submit comments on the draft technology assessment through the technology and fuels assessment web page for public comments at: http://www.arb.ca.gov/msprog/tech/techreport/comments.htm. We request to receive comments within 30 days of the posting of this draft assessment, if possible. If you have questions regarding the draft technology assessment, please contact Mr. Alex Santos, Staff Air Pollution Specialist, at 626-575-6682, or at Alexander.Santos@arb.ca.gov. On April 22, 2015, ARB held a symposium on California's development of its Phase 2 GHG emission standards for on-road medium- and heavy-duty vehicles, which included discussion of the draft technology assessment. Representatives from government agencies, engine and vehicle manufacturers, component suppliers, environmental policy and technical research organizations, and trucking fleets discussed strategies and technologies available to reduce GHG emissions. A summary of the symposium is now available at: http://www.arb.ca.gov/msprog/onroad/caphase2ghg/caphase2ghg.htm. Background: As a leader in climate action, California is committed to reducing GHG emissions, and has in place a unique set of climate goals to ensure measurable progress: • Reduce GHG emissions to 1990 levels by 2020 • Achieve a 40 percent reduction in GHG emissions from 1990 levels by 2030 • Achieve an 80 percent reduction in GHG emissions from 1990 levels by 2050 • Reduce petroleum use in cars and trucks by up to 50 percent by 2030 • Produce at least 50 percent of electricity from renewable sources by 2030 Heavy-duty vehicles greater than 8,500 pounds emit about a fifth of the total GHG emissions associated with transportation sources in the State, which is about 8 percent of the statewide total. Because trucking emissions are such a significant source of GHG emissions, achieving reductions within the trucking sector is a key component in the strategy to meet California’s climate goals. At the national level, the U.S. Environmental Protection Agency (U.S. EPA) and U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA) jointly adopted GHG emission standards and fuel economy standards for medium- and heavy-duty engines and vehicles in 2011. Informally known as the “Phase 1” GHG regulations, these regulations established national GHG emission standards for heavy-duty on-road trucks. These regulations phase in between 2014 and 2019. In 2013, ARB approved California regulations nearly identical to the federal Phase 1 regulations. This action provided California with the ability to certify engines and vehicles to the new standards, as well as to enforce them. ARB has closely coordinated with U.S. EPA and NHTSA to develop the technical analyses that inform the stringency of the next round of heavy-duty GHG regulations, known as “Phase 2.” Phase 2 GHG regulations will establish post- 2018 GHG emission standards based on the implementation of new and advanced cost-effective control technologies. U.S. EPA and NHTSA are expected to release the federal Notice of Proposed Rulemaking for the Phase 2 GHG standards later this June. Upon federal adoption of the Phase 2 standards, ARB staff plans to present a proposed California Phase 2 program to the Board, most likely in late 2016 or early 2017. After staff has had the opportunity to conduct a thorough evaluation of the federal Notice of Proposed Rulemaking for the Phase 2 GHG standards, ARB will determine if California’s proposal will need to include provisions that go further than the federal program in order to meet California’s unique climate and air quality goals. The draft technology assessment evaluates the fuel consumption reduction potential of various technologies that can be installed on heavy-duty trucks to improve fuel efficiency and are the same technologies evaluated by U.S. EPA and NHTSA as part of the federal Phase 2 regulatory development process. The technology assessments were prepared by staff from ARB, along with the South Coast Air Quality Management District (SCAQMD) staff. They were discussed at workshops in September 2014 and at the December 2014 ARB board meeting. More information on the assessments is available at ARB’s website at http://www.arb.ca.gov/msprog/tech/tech.htm . An overview of the technology assessments was released in April 2014 and is available on ARB’s website at http://www.arb.ca.gov/msprog/tech/report.htm. Air Resources Board (ARB or Board) has made significant modifications to the draft procedure for approving aftermarket diesel particulate filters for 2007-2009 on-road heavy-duty diesel engines. The mailout which describes the proposed changes to the procedure may be found on ARB mailout page here: http://www.arb.ca.gov/msprog/mailouts/ecars1506/ecars1506.pdf Additional information relating to the modified part procedure will be made available on the following ARB website: http://www.arb.ca.gov/diesel/mod-part/mod-part.htm. If you have any questions about this process or the proposed procedure, please contact Shawn Daley, Manager, at (626) 575-6972 or by email at shawn.daley@arb.ca.gov. BACKGROUND: On December 4, 2014 and April 7, 2015 ARB staff held two public workshops relating to a draft procedure for approving aftermarket DPFs for 2007-2009 on-road heavy-duty diesel engines. An aftermarket DPF approval program would allow for additional options in the market place for the end-user. Currently, original equipment manufacturer (OEM) filters are the only option available to replace DPFs after expiration of the warranty period. The procedure will allow ARB to evaluate non-OEM aftermarket parts for DPFs for 2007-2009 model year heavy-duty diesel engines to determine if they can be used in place of OEM devices. Background: The Advanced Technology Freight Demonstration Projects under the Low Carbon Transportation Greenhouse Gas Reduction Fund Investments accelerate the introduction of advanced emission reducing technologies that are on the cusp of commercialization into the California marketplace. A public investment in these technologies helps to achieve significant emission reductions in greenhouse gases, criteria pollutants and toxic air contaminants, sooner than would be possible otherwise. This commitment from the State encourages industry to expeditiously invent, develop, test, and introduce cutting edge emission reducing technologies. Finally, Advanced Technology Freight Demonstration Projects leverage public investment with private capital and ingenuity to go beyond what is currently at the technological forefront. This project will provide greenhouse gas, criteria pollutant, and toxic air contaminant emission reduction benefits to specific disadvantaged communities. Eligible disadvantaged communities are identified by the California Environmental Protection Agency’s California Communities Environmental Health Environmental Health Screening Tool (CalEnviroScreen 2.0) that assesses all census tracts in the State to identify areas disproportionately burdened by and vulnerable to multiple sources of pollution. These changes include expanding eligible fleet sizes to 10 vehicles or less (while also preserving a reserve fund for small fleets with three vehicles or less), clarifying appropriate funding amounts for limited-use vehicles under the Truck and Bus Regulation, and emission factors for engines certified to 0.5 grams per brake horsepower-hour oxides of nitrogen standards. Mail-Out #MSC 15-18 describes the most recent approved revisions to Chapters 4, 5, and 6 and Appendix D of the Carl Moyer Memorial Air Quality Standards Attainment (Carl Moyer) Program Guidelines and the Voucher Incentive Program Guidelines, herein referred to as the Guidelines. Mail-Out #MSC 15-18 can be found at: http://www.arb.ca.gov/msprog/mailouts/mouts_15.htm. All approved revisions are currently effective and incorporated into the current Guidelines located at: http://www.arb.ca.gov/msprog/moyer/guidelines/current.htm. Background: Since 1998, the Carl Moyer Program has filled a critical niche in California’s strategy to achieve clean air. The Carl Moyer Program provides grant funding for the incremental cost of cleaner-than-required engines, equipment, and emission reduction technologies. The Carl Moyer Program complements California’s regulatory program by funding emission reductions that are surplus, i.e., early and/or in excess of what is required by regulation. State law (Health & Safety Code Section 44287) authorizes the Air Resources Board to revise the Guidelines when necessary to improve the ability of the program to achieve its goals. The draft technology assessments apply to Class 2b through Class 8 heavy-duty vehicles (gross vehicle weight of 8,501 pounds and up). They present comprehensive assessments of the current state and projected technology development necessary to further reduce oxides of nitrogen (NOx) emissions from on-road heavy-duty diesel and natural gas engines over the next 5 to 15 years, and staff's proposed next steps to support the commercialization of these technologies. Sources of information used in the draft assessment included an extensive list of published reports, research papers, and documented conversations with technology experts. The draft technology assessment can be viewed and downloaded from the ARB’s technology and fuels assessment webpage at: http://www.arb.ca.gov/msprog/tech/tech.htm. We encourage interested parties to submit comments on the draft technology assessments through the technology and fuels assessment web page for public comments at: http://www.arb.ca.gov/msprog/tech/techreport/comments.htm. We prefer to receive comments within 30 days of the posting of these draft assessments, if possible. If you have questions regarding the draft technology assessment, please contact the following: Mr. Daniel Hawelti, Air Resources Engineer, at 626-450-6149, or at Daniel.Hawelti@arb.ca.gov Background: California has made substantial progress in reducing emissions from mobile sources, but further reductions are needed to meet California’s air quality and climate goals. These goals include: •Meeting 2023 and 2032 ambient ozone air quality standards, which staff estimates will require a 90 percent reduction in NOx emissions below the 2010 baseline emission inventory in the South Coast air basin, with substantial reductions needed in the San Joaquin Valley and other non-attainment areas of the state as well; •Meeting the newly proposed federal ozone standard, which staff estimates will be even more challenging to attain than the 2032 standard; •Reduce greenhouse gas (GHG) emissions to 1990 levels by 2020; •Achieve a 40 percent reduction in GHG emissions from 1990 levels by 2030; •Achieving an 80 percent reduction in GHG emissions from 1990 levels by 2050; •Reduce petroleum use in cars and trucks by up to 50 percent by 2030; and •Produce at least 50 percent of electricity from renewable sources by 2030. To meet these goals, a long-term transformation of the mobile source fleet into one utilizing zero and near-zero emission technologies is needed. Heavy-duty vehicles greater than 8,500 pounds emit about a fifth of the total GHG emissions associated with transportation sources in the State, which is about eight percent of the statewide total. In addition, these vehicles account for 33% of NOx emissions from all statewide sources. Because trucking emissions are such a significant source of GHG and criteria pollutant emissions, achieving reductions within the trucking sector is a key component in the strategy to meet California’s climate and air quality goals. The technology assessments were prepared by staff from ARB, along with the South Coast Air Quality Management District (SCAQMD) staff. They were discussed at workshops in September 2014 and at the December 2014 ARB board meeting. More information on the assessments is available at ARB’s website at http://www.arb.ca.gov/msprog/tech/tech.htm. Short-lived climate pollutants (SLCPs) include methane, black carbon, and fluorinated gases. They are powerful climate forcers that remain in the atmosphere for a much shorter period of time than longer-lived climate pollutants, including carbon dioxide. Their relative potency, when measured in terms of how they heat the atmosphere, can be tens to thousands of times greater than that of carbon dioxide. Senate Bill 605 (Lara, Chapter 523, Statutes of 2014) requires ARB, in coordination with other state agencies and local air districts, to develop a SLCP Strategy by the end of 2015, to reduce SLCP emissions in California. The Draft Strategy describes ongoing and potential new measures to reduce SLCP emissions from major sources in the State, and describes current and future research needs for improving the SLCP emission inventory and better understanding potential mitigation measures. The Draft Strategy will be discussed at public workshops in October. Comments received on the Draft Strategy will inform the development of a Proposed Strategy, which will be will presented to the Board in late 2015. ARB welcomes broad participation of stakeholders, experts, and interested parties throughout this process. The Draft Strategy can be found at ARB's Short-Lived Climate Pollutant website at: http://www.arb.ca.gov/cc/shortlived/shortlived.htm The website also contains a link for submitting written comments on the Draft Strategy. Background Short-lived climate pollutants are powerful climate forcers that remain in the atmosphere for a much shorter period of time than major climate pollutants such as carbon dioxide. Their relative potency in terms of how they heat the atmosphere can be tens to thousands of times greater than CO2. Short-lived climate pollutants include methane, black carbon, and fluorinated gases. The impacts of short-lived climate pollutants are especially strong within the near term. Reducing these emissions can have an immediate beneficial impact on climate change. Senate Bill 605 (Lara, Chapter 523, Statutes of 2014) requires ARB, in coordination with other State agencies and local air districts, to develop a strategy by the end of 2015, to further reduce short-lived climate pollutant emissions in California. The funding opportunity was approved by the Board in the Fiscal Year (FY) 2014-15 and FY 2015-16 Funding Plans for the Assembly Bill 118 Air Quality Improvement Program and Low Carbon Transportation Greenhouse Gas Reduction Fund Investments. Up to $23,658,000 is available for this project from FY 2014-15 funds. Up to an additional $60,000,000 may be available for projects under this Solicitation from future funds appropriated by the California legislature on or before June 30, 2016. This project complements the Zero-Emission Drayage Truck and Multi-Source Facility Demonstration Projects solicitations released in June of this year as part of the $50 million allocation for advanced technology freight demonstrations. Projects funded under this solicitation will help accelerate technology commercialization by placing significant numbers of zero- and near zero-emission emission trucks and buses in clusters, such as transit agencies, school districts and freight hubs. Eligible projects may also include infrastructure necessary to support project vehicles, and the majority of available funding will go towards projects that benefit disadvantaged communities. (see www.calepa.ca.gov/EnvJustice/GHGInvest/) California-based public agencies such as air districts, transit agencies, school districts, ports, or local government entities or agencies and California-based non-profit organizations with expertise implementing zero-emission vehicle deployments may apply for this Solicitation to become pilot project Grantees. If you have questions regarding this Grant Solicitation, please contact Ms. Leslie Goodbody at leslie.goodbody@arb.ca.gov or (916) 323-2961. Background: The Zero-Emission Truck and Bus Pilot Commercial Deployment Projects under the Low Carbon Transportation Greenhouse Gas Reduction Fund Investments will encourage adoption of early commercial zero-emission technologies by placing significant numbers of zero-emission trucks and buses in a handful of strategic “hubs,” and supporting advanced technology clusters with infrastructure, marketing, and workforce training. This technology hub concept can help address many of the deployment challenges by supporting economies of scale in manufacturing, workforce training, vehicle maintenance and repair, and infrastructure issues. A public investment in these deployments helps to achieve significant emission reductions in greenhouse gases, criteria pollutants and toxic air contaminants, sooner than would be possible otherwise. This commitment from the State will identify steps needed to overcome challenges associated with widespread deployments within the pilot project industries, and identify ways to transfer zero-emission technologies to other industry sectors, such as long-haul trucking. This project will provide benefits to disadvantaged communities. Disadvantaged communities are identified by the California Environmental Protection Agency’s California Communities Environmental Health Environmental Health Screening Tool (CalEnviroScreen 2.0) that assesses all census tracts in the State to identify areas disproportionately burdened by and vulnerable to multiple sources of pollution. The comments, along with a letter signed by ARB’s Chair Mary D. Nichols summarizing ARB’s most significant concerns and recommendations for accelerating and strengthening the federal Phase 2 program, are now available at: http://www.arb.ca.gov/msprog/onroad/caphase2ghg/caphase2ghg.htm Overall, ARB believes the proposed federal Phase 2 program is a good next step in supporting California’s actions to achieve unique climate and petroleum reduction goals. However, ARB also believes the proposal misses opportunities to maximize GHG emission reductions and spur development of critical advanced technologies that can provide early climate benefits; these advanced technologies are especially important to California in meeting our 2030 GHG and petroleum use reduction goals. Additionally, the proposal did not include a commitment from U.S. EPA to begin development on lower, mandatory oxides of nitrogen(NOx)emission standards for heavy-duty engines and vehicles, as was expected by ARB. California needs dramatic further reductions in NOx emissions beyond what ARB’s current programs will achieve by 2031 to attain health-based standards for ozone and fine particulate matter. ARB will move forward with its efforts to establish a California-only lower NOx standard if U.S. EPA does not take timely federal action. ARB has also submitted separate comments in response to NHTSA’s Draft Environmental Impact Statement, which analyzes potential environmental impacts of the proposed fuel efficiency standards in the Phase 2 rulemaking and is prepared pursuant to National Environmental Policy Act requirements. This comment letter is also available from the website shown above. For more information on Phase 2 GHG emission standards for on-road heavy-duty vehicles, please go to: http://www.arb.ca.gov/msprog/onroad/caphase2ghg/caphase2ghg.htm. If you have questions regarding this notification, please contact Krista Fregoso at (916) 445-5035 or krista.fregoso@arb.ca.gov. Background: ARB staff has worked jointly with the staff of U.S. EPA and NHTSA on the next phase of GHG emission standards, referred to as Phase 2, for medium- and heavy-duty engines and vehicles. The proposed standards build on the improvements in engine and vehicle efficiency required by the Phase 1 GHG standards, and provide a significant opportunity to achieve further GHG emission reductions from a wide range of on-road vehicles---from semi-trucks and their trailers, large pick-ups and vans, vocational work trucks, and buses. U.S. EPA and NHTSA issued their final joint Notice of Proposed Rulemaking for the Phase 2 GHG and fuel efficiency standards on July 13, 2015. The joint federal proposed rules and related documents are available from both agencies’ websites shown below. http://www3.epa.gov/otaq/climate/regs-heavy-duty.htm http://www.nhtsa.gov/fuel-economy Upon federal adoption of the Phase 2 standards, ARB staff plans to present a proposed California Phase 2 program to the Board tentatively in 2017. DATE: October 22, 2015 TIME: 9:00 a.m. PLACE: South Coast Air Quality Management District Auditorium 21865 E. Copley Drive Diamond Bar, California 91765-4182 Or Via Videoconference: California Environmental Protection Agency Air Resources Board Byron Sher Auditorium, 2nd Floor 1001 I Street Interested members of the public may present comments orally or in writing at the meeting and may provide comments by postal mail or by electronic submittal before the meeting. To be considered by the Board, written comments not physically submitted at the meeting, must be received no later than 5:00 pm, October 19, 2015, and addressed to the following: Postal mail: Clerk of the Board, Air Resources Board 1001 I Street, Sacramento, California 95814 Electronic submittal: http://www.arb.ca.gov/lispub/comm/bclist.php Further inquiries regarding this matter should be directed to Ms. Graciela Garcia, Air Pollution Specialist, at (916) 323 2781, or Mr. Ali Koohestani, Air Resources Technician, at (916) 324 1590. Background: At the June 25, 2015 Board meeting, the Board approved the proposed FY 2015 16 Funding Plan which describes how ARB would spend $350 million in Low Carbon Transportation funding from the Greenhouse Gas Reduction Fund and $23 million for AQIP. At the time of the June 2015 Board action, the Legislature had not yet appropriated the Low Carbon Transportation funds to ARB, so the Funding Plan was contingent on appropriation of these funds. In September 2015, the Legislature appropriated $90 million in Low Carbon Transportation project funding to ARB. This appropriation is intended to provide continued funding for existing projects in order to avoid implementation disruptions while the Legislature considers the rest of the Governor’s Cap-and-Trade auction proceeds budget proposal. Staff proposes to allocate the $90 million to the following three existing vehicle rebate and voucher projects with ongoing consumer demand: the Clean Vehicle Rebate Project; Enhanced Fleet Modernization Program Plus-Up Pilot Project to Benefit Disadvantaged Communities; and the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project. Implementation of the remaining nine projects in the FY 2015-16 Funding Plan would be deferred until additional funds are appropriated by the Legislature. Future regulatory proposals, including the need for more stringent exhaust and evaporative emission standards and increasing availability of zero-emission equipment will also be discussed. The workshop will consist of a presentation by staff lasting approximately 30 minutes, followed by a question and answer session. The workshop will be held at the following locations and times. The information presented at each workshop location will be identical. Date: November 2, 2015 Time: 10:00 a.m. to 12:00 p.m. PST Location: Cal EPA Building Byron Sher Auditorium 1001 I Street Sacramento, California 95814 Date: November 4, 2015 Time: 10:00 a.m. to 12:00 p.m. PST Location: South Coast Air Quality Management District Auditorium 21865 Copley Drive Diamond Bar, California 91765 Background: Small off-road engines are spark-ignited engines rated at 19 kilowatts or less. They are used in applications such as lawn and garden, industrial, construction and mining, logging, airport ground support, commercial utility, and farm equipment, golf carts, and specialty vehicles. Without additional controls, reactive organic gas emissions from SORE are expected to be higher than those for any other mobile source category in California by the mid-2020s. To help meet ozone ambient air quality standard attainment deadlines and climate goals, additional emissions reductions and an increase in the adoption of zero-emission equipment are needed. Participants are encouraged to attend in person. An audio conference line will be set up to accommodate those who are unable to attend in person. The draft technology assessment discusses BEV components such as motors and batteries, charging systems, costs, and benefits, and discusses trucks and buses that are commercially available or in demonstration stages, including transit buses, school buses, medium-duty trucks and shuttle buses and heavy-duty trucks. Sources of information used in the draft assessment include an extensive list of published reports, research papers, and documented conversations with technology experts. ARB staff will provide an informational update to the Board on this draft technology assessment, along with the draft technology assessments for fuel cell and hybrid heavy-duty vehicles, at the November 19, 2015, Board meeting in Sacramento. The public agenda will be available 10 days before the meeting and may be accessed at: http://www.arb.ca.gov/board/meetings.htm If you have questions regarding the draft technology assessment, please contact Dr. Marijke Bekken, Staff Air Pollution Specialist, at 916-322-8987, or at Marijke.Bekken@arb.ca.gov. Background: California has made substantial progress in reducing emissions from mobile sources, but further reductions are needed to meet California’s air quality and climate goals. An overview of the technology assessments was released in April 2014 and is available on ARB’s website at http://www.arb.ca.gov/msprog/tech/report.htm. California is in a drought emergency. This draft technology assessment identifies the status of hybrid vehicle technology for Class 2b through Class 8 vehicles (gross vehicle weight ratings of 8,501 pounds and up). The draft assessment describes the potential for emission reductions, the market penetration of hybrids in medium-duty and heavy-duty trucks and buses, and the next steps for achieving these emission reductions from hybrids in the on-road heavy-duty arena. Sources of information used in the draft assessment include an extensive list of published reports and research papers. The draft technology assessment can be viewed and downloaded from the ARB’s technology and fuels assessment webpage at: http://www.arb.ca.gov/msprog/tech/tech.htm. We encourage interested parties to submit comments on the draft technology assessment through the technology and fuels assessment web page for public comments at: http://www.arb.ca.gov/msprog/tech/techreport/comments.htm. We prefer to receive comments within 30 days of the posting of this draft assessment, if possible. ARB staff will provide an informational update to the Board on this draft technology assessment, along with the draft technology assessments for fuel cell and battery electric heavy-duty vehicles, at the November 19, 2015, Board meeting in Sacramento. The public agenda will be available 10 days before the meeting and may be accessed at: http://www.arb.ca.gov/board/meetings.htm. If you have questions regarding the draft technology assessment, please contact Mr. Bob Nguyen, Staff Air Pollution Specialist, at 916-327-2939, or at rnguyen@arb.ca.gov. Background: California has made substantial progress in reducing emissions from mobile sources, but further reductions are needed to meet California’s air quality and climate goals. These goals include: •Meeting 2023 and 2032 ambient ozone air quality standards, which staff estimates will require a 90 percent reduction in NOx emissions below the 2010 baseline emission inventory in the South Coast air basin, with substantial reductions needed in the San Joaquin Valley and other non-attainment areas of the state as well; •Meeting the newly proposed federal ozone standard, which staff estimates will be even more challenging to attain than the 2032 standard; •Reducing greenhouse gas (GHG) emissions to 1990 levels by 2020; •Achieving a 40 percent reduction in GHG emissions from 1990 levels by 2030; •Achieving an 80 percent reduction in GHG emissions from 1990 levels by 2050; •Reducing petroleum use in cars and trucks by up to 50 percent by 2030; and •Producing at least 50 percent of electricity from renewable sources by 2030. Heavy-duty vehicles greater than 8,500 pounds emit about one-fifth of the total GHG emissions associated with transportation sources in the State, which is about eight percent of the statewide total. In addition, these vehicles account for 33 percent of NOx emissions from all statewide sources. Because trucking emissions are such a significant source of GHG and criteria pollutant emissions, achieving reductions within the trucking sector is a key component in the strategy to meet California’s climate and air quality goals. The technology assessments were prepared by staff from ARB, along with staff from the South Coast Air Quality Management District. They were discussed at workshops in September 2014, and at the December 2014 ARB board meeting. More information on the assessments is available at ARB’s website at http://www.arb.ca.gov/msprog/tech/tech.htm. An overview of the technology assessments was released in April 2014 and is available on ARB’s website at http://www.arb.ca.gov/msprog/tech/report.htm California is in a drought emergency. The public agenda can be accessed at: http://www.arb.ca.gov/board/meetings.htm. If you have questions regarding the draft technology assessment, please contact Dr. These goals include: •Meeting 2023 and 2031 ambient ozone air quality standards, which staff estimates will require an overall 80 percent reduction in NOx emissions below today’s levels in the South Coast air basin, with substantial reductions needed in the San Joaquin Valley and other non-attainment areas of the state as well; •Meeting the newly proposed federal ozone standard; •Reducing greenhouse gas (GHG) emissions to 1990 levels by 2020; •Achieving a 40 percent reduction in GHG emissions from 1990 levels by 2030; •Achieving an 80 percent reduction in GHG emissions from 1990 levels by 2050; •Reducing petroleum use in cars and trucks by up to 50 percent by 2030; and •Producing at least 50 percent of electricity from renewable sources by 2030. An overview of the technology assessments was released in April 2014 and is available on ARB’s website at http://www.arb.ca.gov/msprog/tech/report.htm. California is in a drought emergency. Mail-Out #MSC 15-28 includes the updated tables which will be effective January 1, 2016. Filtered vehicles with gross vehicle weight ratings over 26,000 pounds that are equipped with 2006 and older engines and following the Engine Model Year Schedule of the Truck and Bus Regulation are eligible for VIP funding of cleaner replacements. Mail-Out #MSC 15-28 can be found at: http://www.arb.ca.gov/msprog/mailouts/mouts_14.htm. All approved updates are incorporated into the latest 2011 Carl Moyer Program Guidelines and can be found at: http://www.arb.ca.gov/msprog/moyer/guidelines/current.htm. VIP Guidelines require that Funding Tables Appendix O for retrofits and Appendix P for replacements be updated annually. California is in a drought emergency. ARB staff will seek input on existing project categories being funded through these programs, potential new project categories, and a statutorily required long-term plan for light-duty vehicle incentives. The workshop will be held at the following time and place: Date: Wednesday, January 27, 2016 Time: 9:30 a.m. to 1:00 p.m. Place: Cal/EPA Headquarters Building Coastal Hearing Room, 2nd Floor 1001 I Street Sacramento, California 95814 This workshop will also be webcast for participants unable to attend in person. Directions to Cal/EPA headquarters and public transit can be found at: http://www.calepa.ca.gov/EPAbldg/location.htm. A meeting notice for the workshop is posted at: http://www.arb.ca.gov/msprog/aqip/meetings/meetings.htm. For more information about the ARB’s Low Carbon Transportation Investments and AQIP, please go to: http://www.arb.ca.gov/aqip/. If you have questions regarding the workshop, please contact Andrew Panson at (916) 323-2809 or andrew.panson@arb.ca.gov. Background: Cap-and-Trade auction proceeds provide funding for ARB’s advanced technology, clean transportation incentive programs to reduce greenhouse gas emissions, expanding the types of projects ARB has funded through AQIP. These investments accelerate the transition to low carbon freight and passenger transportation, with an emphasis on low carbon freight and passenger transportation investments that benefit disadvantaged communities. The FY 2014-15 State budget appropriated $200 million to ARB for Low Carbon Transportation projects, and the FY 2015-16 State budget appropriated $95 million to ARB with additional funding still pending before the Legislature. ARB expects to receive another appropriation for Low Carbon Transportation investments from the Greenhouse Gas Reduction Fund the FY 2016-17 State Budget. Hence, ARB staff intends to develop a joint Funding Plan for the Low Carbon Transportation and AQIP for the FY 2016-17 funding cycle as it has done in the past two budget cycles.
