Background ARB’s 2012 Vision modeling showed that significant reductions in emissions of oxides of nitrogen (NOx) and greenhouse gases (GHGs) are needed to meet 2023 and 2032 air quality standards and 2050 climate goals. To achieve those goals, California must incorporate advanced technology and fuels. These technology assessments are the first step in that process. The technology assessments strive to answer the questions – how mature is the technology or fuel, in which applications does it work, and what might be done to further development and deployment? The technology assessments will evaluate the current state and projected development over the next 5 to 10 years of mobile source technologies and fuels. For each technology, the assessment will include: • a description of the technology • its suitability in different applications • the current state of technology development • current per-vehicle/equipment costs • anticipated costs at widespread deployment • emissions levels The results of the technology assessments will help identify the technology and fuels that could be used in the Sustainable Freight Strategy to move California towards a sustainable freight transport system that is characterized by increased efficiency and zero or near zero emissions. Workshop Information and Background The past several decades have seen dramatic improvements in air quality as a result of regulations that reduced emissions from stationary and mobile sources. However, substantial additional emissions reductions will be necessary to meet more stringent ozone air quality standards and California’s long-term greenhouse gas emissions reduction goals. ARB is expanding mobile source analysis tools to support air quality planning focused on achieving these goals. The EMFAC model is the primary tool that the ARB uses to assess emissions from on-road vehicles including cars, trucks, and buses. This will be the third and final public workshop to discuss the development of latest version of EMFAC. At the workshop staff will provide a description of the updates and present draft results from the model. Staff will also describe the graphical user interface, major functionalities, and output files produced by the model as well as demonstrate how the model works. The draft version of EMFAC2014 is capable of generating emissions estimates using EMFAC default or custom activity data as well as emission rates for project-level assessments. However, since it is an initial public release, please treat outputs as preliminary draft information. Please do not use model results for any purposes other than for model testing because the numbers are still subject to change until the official version of EMFAC2014 is released toward the end of the year. As the latest version of the model, EMFAC2014 represents ARB's current understanding of motor vehicle travel activities and their associated emission levels. Compared to previous versions of EMFAC, there has been a variety of changes to the Graphical User Interface and to the overall flow of using EMFAC. As a result, it is strongly recommended that users thoroughly read the User's Guide before installing and running the model. In addition, ARB will be scheduling training webinars in early 2015 that will provide tutorials on how to use EMFAC2014.
