The appendices to the report, including the Environmental Analysis will be released at a later date. This Proposed First Update is a key step in the implementation of AB 32, the California Global Warming Solutions Act of 2006. AB 32 requires the Scoping Plan to be updated at least every five years. In October 2013, ARB released a discussion draft for stakeholder review and comment. From: jmcphee@arb.ca.gov The Air Resources Board has released the proposed update to the AB 32 Scoping Plan. The Scoping Plan guides development and implementation of California’s groundbreaking greenhouse gas emission reduction programs. The Air Resources Board is required to update the Scoping Plan every five years. The 2013 Scoping Plan update lays out the remaining steps to the 2020 limits set by AB 32. It moves the process forward with an approach which cuts across economic sectors to combine greenhouse gas reductions with reductions of smog-causing pollutants. It also describes the need to extend key reduction programs now underway. The 2013 update lays the scientific and technological foundation to ensure sustainable midterm and long-term emission reductions as well as public health and economic goals. To achieve these goals California will need to continue building on the AB 32 framework over the coming decades. The update also lays out a set of new actions that will move the state farther along the path to a low-carbon, sustainable future. Some of the actions are near-term, while others are focused on longer-term efforts that will provide major benefits well into the future. Every major economic sector in the state must play an increasing role in this cross-cutting effort to reduce greenhouse gases and smog. Success will require the creation of new policies in some sectors, and expanding and refining existing policies in others. The update identifies eight key sectors for ongoing action: • Energy • Transportation, fuels, land use and infrastructure • Agriculture • Water • Waste management • Natural lands • Short-Lived Climate Pollutants (such as methane and black carbon) • Green Buildings The 2013 update incorporates the latest scientific consensus which indicates the need for accelerated emissions reductions in the coming decades to achieve climate stabilization. This update calls for a midterm statewide greenhouse gas reduction target, and specific reduction targets for each of the key sectors to guide California’s path toward an 80 percent reduction by 2050. The 2013 Scoping Plan update includes input from a range of key state agencies. It is also the result of extensive public and stakeholder processes designed to ensure that California’s greenhouse gas and pollution reduction efforts continue to improve public health and drive development of a more sustainable economy. DATE: Friday, June 20, 2014 TIME: 10:00 a.m. to 1:00 p.m. PLACE: California Environmental Protection Agency Air Resources Board Byron Sher Auditorium 1001 I Street Sacramento, California 95814 Staff plans to propose the addition of a new Rice Cultivation Projects Compliance Offset Protocol and updates to existing Compliance Offset Protocols under the Cap-and-Trade Regulation at the September 2014 Board hearing. If adopted, staff anticipates the effective date to be January 1, 2015. When the new and updated Compliance Offset Protocols are proposed, a Notice of Proposed Regulatory Action with the draft new and updated Compliance Offset Protocols will be released for a 45-day public comment period in advance of the Board item. A copy of the presentation for the workshop, the California Environmental Quality Act Notice of Preparation and discussions drafts of the proposed Compliance Offset Protocols will be available Friday morning, June 20, 2014 on ARB’s Cap-and-Trade Workshops and Meetings webpage at: http://www.arb.ca.gov/cc/capandtrade/meetings/meetings.htm All interested stakeholders are invited to attend. At the beginning of each calendar quarter, the California Air Resources Board (ARB) and Québec’s ministère du Développement durable, de l’Environnement et de la Lutte contre les changement climatiques (MDDELCC) publish an updated Compliance Instrument Report summarizing the number of compliance instruments held by entities in the linked California and Québec Cap-and-Trade Programs. This report is updated and published on the second business day of each calendar quarter, and is based on information pulled from the Compliance Instrument Tracking System Service (CITSS) as of noon (Pacific) and 3pm (Eastern) the business day prior to the posting date. With the linked programs, California and Québec must coordinate postings of public information, so posting of the Compliance Instrument Report will occur on the second business day of the calendar quarter taking into account both jurisdictions’ holiday schedules. For Québec, the second business day of January 2015 is January 6, 2015. As such, ARB and MDDELCC will pull data from CITSS on January 5, 2015, and post the updated Compliance Instrument Report on January 6, 2015. For California entities, the report will be available here: http://www.arb.ca.gov/cc/capandtrade/complianceinstrumentreport.xlsx. The report includes previous quarters’ information in separate tabs.
