It can be found at http://www.arb.ca.gov/cc/oil-gas/oil-gas.htm. The protocols have been developed in conjunction with stakeholders and are designed to quantify fugitive and vented carbon dioxide, methane, and VOC emissions from upstream oil & gas operations. Both protocols are currently being field tested and are still under development. We are seeking comments on both draft protocols by February 15, 2011. It can be found at http://www.arb.ca.gov/cc/oil-gas/oil-gas.htm. We are seeking comments on the draft survey report by September 2, 2011. We are especially interested in suggestions concerning how the data could be better summarized or displayed. The California Global Warming Solutions Act of 2006 (AB 32) establishes a comprehensive program of regulatory and market mechanisms to achieve real, cost-effective, quantifiable reductions of greenhouse gases (GHG). AB 32 charges the ARB as the agency responsible for monitoring and regulating many GHG emission sources to reduce California’s GHG emissions to 1990 levels by 2020. Among the measures that the ARB staff is considering to help reach this AB 32 goal is a measure to reduce GHG emissions from crude oil and natural gas production, processing, and storage operations. In order for staff to determine the potential GHG emission reductions, the technical feasibility, and the cost-effectiveness of any potential control measure, the ARB staff conducted a survey of the crude oil and natural gas industry to improve estimates of GHG emissions in California from these operations.
