Applications will be accepted from January 3 to February 29, 2012. These awards recognize small businesses in California that took action during 2011 to reduce their greenhouse gas emissions, promote climate friendly practices, and integrate the tools on CoolCalifornia.org into their business operations. There are two categories of CoolCalifornia Small Business Awards: • Small Business of the Year Award: Awarded to small businesses in California that took significant actions to reduce their environmental impacts. Winners will have demonstrated measurable reductions of their greenhouse gas emissions and documented the costs and benefits of their actions (energy/water savings; investments in clean/renewable energy; major process/operational improvements; environmentally preferable product purchasing; electric/hybrid vehicle use, etc.). • Climate Leader Award: Awarded to small businesses in California that were proactive in reducing their environmental impacts. Supplier Connection, created by the IBM Foundation, is part of the Obama Administration’s American Supplier Initiative and is designed to help bridge the gap between small, nimble businesses looking for new opportunities and large corporations looking for innovative new ideas and diversity in their supply chains. “The American Supplier Initiative is part of a comprehensive solution to grow small businesses, create jobs and to ensure that America has a strong, deep and diverse supply chain,” said SBA Administrator Karen Mills. “While it is clear that becoming a corporate supplier can lead to business growth, breaking in can be a challenge for small businesses. The Supplier Connection will be one tool to help small businesses connect with corporate buyers. Tools like this help to ensure that more small businesses are part of commercial supply chains, which adds additional revenue streams. This is a proven formula for job creation.” Mills today sent letters about Supplier Connection, a new tool to help small businesses access private sector supply chains, to more than 50,000 small businesses that currently participate in small business federal procurement programs. Studies have shown that small businesses that are part of large corporations’ supply chains experience increased revenues and employment. SBA is committed to helping small businesses identify new tools and resources to become part of these supply chains. Supplier Connection is a free, online portal created by the IBM Foundation that allows small businesses to send information about their products and services to 15 large private sector companies. The 15 companies participating in Supplier Connection are: AMD, AT&T, Bank of America, Caterpillar, Citi Group, Dell, Facebook, IBM, JP Morgan Chase, John Deere, Kellogg’s, Office Depot, Pfizer, UPS and Wells Fargo. Operation Boots to Business: From Service to Startup to Help Them Start Businesses and Create Jobs WASHINGTON – The U.S. Small Business Administration (SBA) has joined with the Department of Veterans Affairs (VA) and the Department of Defense (DoD) to launch a training program for transitioning service members and veterans to help them become entrepreneurs and create jobs. Operation Boots to Business: From Service to Startup is a national initiative that will be piloted with the U.S. Marine Corps. The announcement was made today by U.S. Small Business Administrator Karen Mills and U.S. Marine Corps representatives at Quantico, VA. “Our service men and women have made incalculable contributions and sacrifices for our country, and supporting them as they pursue their dreams to start or grow their own business is one of our highest priorities,” SBA Administrator Karen Mills said. “Through this partnership, we stand ready with support, entrepreneurial training, and resources that are critical tools to help them start businesses, drive economic growth and create jobs for themselves and their communities.” Entrepreneurship and small business ownership are valuable opportunities for transitioning service members and veterans. Each year, more than 250,000 service members transition out of the military. Transitioning veterans are natural entrepreneurs who possess the skills, experience and leadership to start businesses and create jobs. Veterans make up a large number of successful small business owners. Nine percent of small businesses are veteran-owned. These 2.45 million veteran-owned businesses employ more than 5 million individuals. In the private sector workforce, veterans are more likely than those with no active-duty military experience to be self-employed. Operation Boots to Business: From Service to Startup will help support veterans as they grow businesses and create jobs by building on SBA’s role as a leader in entrepreneurship training. SBA will help connect veterans with its resource partner network – Small Business Development Centers (SBDCs), Women’s Business Centers (WBCs), SCORE, and Veterans Business Opportunity Centers (VBOCs) – for support throughout the life-cycle of their new businesses. The loan must be completed and executed by August 31, 2012 The American Recovery and Reinvestment Act award provided $5 million to the loan assistance program to reduce harmful diesel emissions by helping owners upgrade or replace their older vehicles, equipment, or engines. This joint program between the ARB and the California Pollution Control Financing Authority (CPCFA) provides competitive-rate loan opportunities in the current tight credit market to small businesses. The CPCFA will process the loans through its existing California Capital Access Program (CalCAP). Interested borrowers can apply for a loan by completing application at a participating CalCAP lender. The lenders determine the applicant’s eligibility for a loan. Transport Refrigeration Units (TRUs) are diesel powered internal combustion engine refrigeration systems designed to heat or refrigerate perishable products that are transported in various containers, including semi-trailers, truck vans, shipping containers, and rail cars. The California Air Resources Board (ARB) urges transport refrigeration unit (TRU or reefer) owners to take immediate action to plan and order compliance options for model year (MY) 2005 TRUs. MY 2005 TRUs must comply with in-use performance standards by December 31, 2012. If there is a delay in delivery or installation of compliance technology, you may qualify for a compliance extension, provided you ordered the compliance technology before the purchase order deadline and the TRU is registered in ARBER. Purchase orders must be placed early enough to take into account delivery, installation, holiday, and year-end lead times. The purchase order deadlines are: • For engine repowers and TRU replacements: By the end of August (in less than 10 days!), which is four months ahead of the compliance deadline • For verified diesel particulate filter retrofits: By the end of October, which is two months ahead of the compliance deadline For model year 2005 engines, owners must make a good-faith effort to comply by the end of 2012. If compliance cannot be achieved by December 31, 2012, due to delays in delivery, installation, or financing, reefer owners may apply for a compliance extension. To qualify for a compliance extension, the reefer must be registered in ARBER, purchase orders must be placed by the purchase order deadlines listed above, and a compliance extension application with attached supporting documentation must be received at ARB by December 31, 2012. The letter reminds fleets that heavier vehicles with 2000 to 2004 model year engines that they must have verified soot filters and/or upgrades to newer vehicles by January 1, 2013. Similar requirements for vehicles with 1996 to 1999 model year engines became effective earlier this year. Vehicles may also be eligible for certain flexibility options. The letter can be found at: http://www.arb.ca.gov/msprog/truckstop/pdfs/enf-tb-letter2.pdf ARB intends to promptly enforce the January 1, 2013 requirements. Non-compliant vehicles may not be operated in California and will be assessed penalties that start at a minimum of $1,000 per violation per month and increase significantly over time. Do not delay in taking action to clean up your fleet - the installation of a PM filter may take a month or longer to accomplish; however, you may be able to significantly reduce penalties by taking action now. Between 2012 and 2023, nearly all trucks and buses that operate in California with a manufacturer’s gross vehicle weight rating greater than 14,000 pounds will need to upgrade to reduce exhaust emissions. SACRAMENTO – The Air Resources Board is reminding truck and bus owners to check now to see if their vehicle fleets are among those that will have new rules to follow as of Jan. 1, 2013. Check here: http://www.arb.ca.gov/msprog/truckstop/truckstop.htm As the new year begins, heavy duty trucks and buses (more than 26,000 lbs. gross vehicle weight rating) with 2000 – 2004 model year engines will likely need diesel soot filters as required by the state’s Truck and Bus Regulation. The rule is part of California’s Diesel Risk Reduction Plan, which includes a suite of regulations designed to reduce harmful diesel emissions from a wide variety of sources. In 2011, similar requirements took effect for 1996 – 1999 model year engines. There are exceptions (low-mileage or emergency vehicles, etc.), however, the majority of registered trucks and buses in this vehicle category will need to take steps to comply with the regulation. “Our efforts to reach out to the trucking industry have yielded positive results,” said ARB’s Enforcement Division Chief James Ryden. “We have enforcement and compliance assistance teams all over the state who regularly inspect vehicles and educate owners, and recently, we’ve been pleased to note a compliance rate of more than 80 percent.” Ryden specifically cited “Gear Up for Clean Truck Month” in August 2012, where teams of ARB and California Highway Patrol officers stepped up enforcement efforts and inspected more than 4,000 trucks at 40 different locations, including CHP weigh stations, random roadside areas, distribution centers, fleet facilities, truck stops and other sites where trucks and buses are present. Business owners should note that non-compliant vehicles (including out-of-state vehicles) may not be legally operated in California. Penalties start at a minimum of $1,000 per violation per month and will increase significantly over time. In addition, non-compliance can result in a Department of Motor Vehicle registration block on your truck or bus, and/or having your vehicle impounded by CHP until it is in compliance. Vehicle owners may want to take note of this information in order to place equipment orders and prepare for compliance. Deadlines coming up quickly for diesel vehicles include: December 31, 2012: • Transport Refrigeration Units with 2005 model year engines must be replaced with Ultra-Low-Emission TRUs. January 1, 2013: • Under the Truck and Bus regulation, diesel truck and bus fleets must either install diesel soot filters (or upgrade equipment) on trucks with 2002 – 2004 model year engines or meet phase-in option requirements. • For vehicles covered under the Drayage Truck Regulation, 2005 – 2006 engine model year trucks greater than 33,000 lbs. gross vehicle weight rating must have diesel soot filters. • Tractor-Trailer Greenhouse Gas regulation: - Owners of fleets with 20 or fewer affected trailers must register if they want to use a compliance option that will allow them up to four additional years to participate in the Small Fleet Compliance Plan. - Low-rolling resistance tires are required for 2010 model year and older tractors that pull 53 foot-long box-type trailers. - SmartWay aerodynamic requirements must be met by all 53-foot or longer box-type trailers not using a phase-in option.
