Significant improvements in efficiency and the use of renewable fuels are also needed to meet the Governor’s 50 percent petroleum reduction target by 2030, and continued reductions in diesel PM and air toxics are necessary to protect public health. Achieving each of these goals will require a transition to zero and near-zero emission technologies in all mobile sources. The Draft Overview highlights technology and fuels that could help us achieve those goals, and covers several heavy-duty technology sectors, including: • trucks and buses • transport refrigeration units • locomotives • fuels – both conventional and alternative fuels • ocean-going vessels • commercial harbor craft (SCAQMD lead) • cargo handling equipment, and • aviation – including aircraft and ground support equipment This technology assessment is on-going and focuses not only on zero and near-zero emission technologies that will ultimately be necessary to meet long-term air quality and climate goals, but also on improvements to conventional technologies and gains in vehicle and freight system operational efficiency that could provide substantial near-term emissions reductions and help facilitate the transition to zero and near-zero emission technologies. The Draft Overview is now posted. More detailed draft assessments for each of the sectors listed above will be posted in 2015, as the drafts are completed. The draft sector reports will evaluate how each technology works, the fuels necessary to power each technology, as well as its state of market readiness, costs, environmental benefits, technology performance, and current deployment challenges. The Emerging Opportunities funding allocation was established to allow for greater flexibility regarding project types and funding timelines by establishing a reserve fund that could be used by the Energy Commission to co-fund the "state match" portion of projects receiving federal awards, or to fund projects using technologies that do not readily fit into current investment plan categories. This document contains the new risk assessment methodology that addresses the latest scientific information on childhood sensitivities and the most recent data on childhood and adult exposure to air toxics. It represents an accumulation of data since the passage of the Children’s Health Protection Act of 1999 (SB 25, Stats. 1999) which required OEHHA to ensure infants and children are explicitly addressed in assessing risk. The use of the new risk assessment methodology may result in higher estimated cancer risk than what would have been calculated using the previous 2003 OEHHA risk assessment methodology for the same level of emissions and conditions. In general, the higher estimated risks mean that new or modified sources of toxics may need additional emissions control. ARB and Districts are reevaluating their programs to determine if adjustments need to be made to permitting, source specific regulations, or Hot Spot programs. Background To achieve its healthy air quality, climate, and sustainability goals, California must take effective, well-coordinated actions to transition to a zero emission transportation system for both passengers and freight. The freight transport system is a major economic engine for California, but also accounts for about half of toxic diesel particulate matter, 45 percent of the emissions of nitrogen oxides (NOx) that form ozone and fine particulate matter in the atmosphere, and 6 percent of the greenhouse gas emissions in California. These statistics include emissions from trucks, ships, locomotives, aircraft, harbor craft, and all types of equipment used to move freight at seaports, airports, rail yards, warehouses and distribution centers. Proposed amendments to the LSI Fleet Regulation are identified in the Sustainable Freight Strategy as a Near-Term ARB Measure. In 1998, ARB first adopted emission standards for new spark-ignited engines used in propane forklifts and other similar industrial equipment. These engines are referred to as LSI engines. In addition to forklifts, the LSI category includes airport ground support equipment (GSE), sweepers and scrubbers, generator sets, small irrigation pumps, and a variety of other similar equipment. The LSI Fleet Regulation applies to operators of forklifts, sweeper/scrubbers, industrial tow tractors, and airport GSE. These vehicles are found in approximately 2,000 LSI fleets in California in industries as diverse as manufacturing, wholesale, transportation and utilities, retail, services, and construction, as well as public agencies. The 2006 LSI rulemaking and 2010 amendments required operators of in-use fleets to achieve specific hydrocarbon + NOx fleet average emission level (FAEL) standards that became more stringent over time, the lowest FAEL for large and medium fleets was to be achieved in 2013. The standards are also more stringent for forklifts than they are for non-forklift LSI equipment. The stringency of the standards reflects the differences in availability of retrofit devices for the four categories of in-use LSI equipment as well as the greater ability of large fleets to incorporate zero and near zero-emission equipment into their operations. Since 2007, fleet operators are required to keep updated fleet records at their facilities until June 30, 2016. Small fleets and in-field equipment are exempt from the LSI Fleet Regulation. The current LSI Fleet Regulation focuses on reducing emissions and keeping records for equipment types such as, most forklifts, sweepers/scrubbers, industrial tow tractors, and airport ground support equipment. In-field agricultural equipment are exempt. At the workshop, ARB staff will present initial near- and long-term concepts to amend the LSI Fleet Regulation. Near term, this includes aligning with the reporting and labeling requirements similar to the existing In-Use Off-Road Diesel-Fueled Fleets Regulation to both better characterize the existing California LSI fleet, and to ensure compliance with the existing LSI regulation. Staff is also interested in hearing from affected stakeholders on alternatives to achieving these same objectives. Key elements of the near-term LSI Fleet Regulation amendments under consideration that will be discussed at these workshops include: •Propose reporting requirements for all LSI fleets •Propose equipment labeling requirements •Clarify regulatory language Zero emission technologies are commercially available, already in use in many LSI fleets, while other LSI equipment operate in duty cycles where zero emission technologies may be viable. Longer term, a combination of incentives and regulatory approaches are under consideration to expand the deployment of zero emission technologies in the off-road sector. This material is available at: http://www.arb.ca.gov/toxics/rma/rmaworkshops.htm Background On March 6, 2015, OEHHA released the Air Toxics Hot Spots Program Risk Assessment Guidelines: Guidance Manual for the Preparation of Health Risk Assessments. This document contains the new risk assessment methodology that addresses the latest scientific information on childhood sensitivities and the most recent data on childhood and adult exposure to air toxics. It represents an accumulation of data since the passage of the Children’s Health Protection Act of 1999 (SB 25, Stats. 1999) which required OEHHA to ensure infants and children are explicitly addressed in assessing risk. The use of the new risk assessment methodology may result in higher estimated cancer risk than what would have been calculated using the previous 2003 OEHHA risk assessment methodology for the same level of emissions and conditions. More information on the new OEHHA methodology can be found at: http://oehha.ca.gov/air/hot_spots/hotspots2015.html. In general, the higher estimated risks mean that new or modified sources of toxics may need additional emissions control. For existing sources, even though they meet existing rules and regulations, additional emissions control may be needed since the higher estimated risk might now exceed the District’s risk reduction levels for Hot Spots requirements. ARB and Districts are reevaluating their programs to determine if adjustments need to be made to permitting, source specific regulations, or Hot Spot programs. The “Risk Management Guidance for Stationary Sources of Air Toxics” is intended to help Districts with their reevaluation process and to communicate ARB and Districts’ plans, priorities, and policies regarding implementation of the new OEHHA risk assessment methodology. When approved, this document will supersede ARB’s Risk Management Guidelines for New and Modified Sources of Toxic Air Pollutants (1993). In addition, this document conveys ARB’s work plan for evaluating the Board’s Air Toxics Program and provides the updated Risk Management Policy for Inhalation Risk Assessments which replaces the ARB’s Interim Risk Management Policy for Inhalation based Residential Cancer Risk (2003). This aligns with Executive Order 13650 entitled Improving Chemical Facility Safety and Security (EO 13650) that President Obama signed on August 1, 2013. EO 13650 directs the federal government to carry out a number of tasks whose overall aim is to prevent chemical accidents. These tasks include: improving operational coordination with state and local partners; enhancing Federal agency coordination and information sharing; modernizing policies, regulations and standards; and working with stakeholders to identify best practices. The panel will include federal representatives from the Small Business Administration (SBA), the Office of Management and Budget (OMB), and EPA. The panel members ask a selected group of SERs to provide advice and recommendations on behalf of their company, community, or organization to inform the panel members about the potential impacts of the proposed rule on small entities. The California Air Resources Board (ARB/Board) announces the release of the draft document “Technology Assessment: Transport Refrigerators.” This draft technology assessment examines technologies projected for development over the next five to ten years that can be applied to transport refrigeration systems and insulated cargo vans to reduce fuel consumption, greenhouse gases (GHG) and criteria pollutant emissions (e.g. nitrogen oxides and particulate matter). Such technologies support ARB's long term objective of transforming the on- and off-road mobile source fleet into one utilizing zero and near-zero emission technologies to meet air quality and climate change goals. Sources of information used in the draft assessment include an extensive list of published reports, research papers, and documented conversations with technology experts. The draft assessment discusses each technology by providing a basic description, the current state of development or commercial readiness, economics, potential emission reductions, advantages, and key performance parameter issues and deployment challenges. The deadline for submitting 2016 Annual Reports summarizing 2015 calendar year for facilities with large and medium refrigeration systems, refrigerant distributors, and refrigerant reclaimers subject to California Air Resources Board’s Refrigerant Management Program (RMP) is March 1st, 2016. Facilities whose largest refrigeration system is a Small system, those containing more than 50 lbs., but less than 200 lbs. are also required to register by March 1, 2016. Operators of Small facilities are encouraged to participate in the webinar to become familiar with the registration procedures and requirements. The Action Plan will include specific recommendations, actions, investments, and milestones agencies can consider developing and build a sustainable freight transportation system that will demonstrate California’s private and public leadership in advancing statewide and national freight priorities, objectives, and goals, and accomplishing statewide goals, such as the targets identified in the Executive Order. The State will establish clear targets for improving freight efficiency and transitioning to zero-emission technologies in the freight transport system, while continuing to support California’s economy. The Action Plan will identify State policies, programs, and investments that can achieve those targets. The State will also initiate work on identifying corridor level freight pilot projects within the State’s primary trade corridors that achieve the targets set by the Executive Order by integrating advanced technologies, alternative fuels, freight and fuel infrastructure, and local economic development opportunities.
