Background

Overview
California needs a 90 percent reduction in NOx emissions by 2031,
and an 80 percent reduction in GHG emissions below 1990 levels by
2050 to meet air quality and climate targets.  Significant
improvements in efficiency and the use of renewable fuels are
also needed to meet the Governor’s 50 percent petroleum reduction
target by 2030, and continued reductions in diesel PM and air
toxics are necessary to protect public health.  Achieving each of
these goals will require a transition to zero and near-zero
emission technologies in all mobile sources.  

The Draft Overview highlights technology and fuels that could
help us achieve those goals, and covers several heavy-duty
technology sectors, including: 
• trucks and buses
• transport refrigeration units
• locomotives 
• fuels – both conventional and alternative fuels 
• ocean-going vessels 
• commercial harbor craft (SCAQMD lead)
• cargo handling equipment, and
• aviation – including aircraft and ground support equipment

This technology assessment is on-going and focuses not only on
zero and near-zero emission technologies that will ultimately be
necessary to meet long-term air quality and climate goals, but
also on improvements to conventional technologies and gains in
vehicle and freight system operational efficiency that could
provide substantial near-term emissions reductions and help
facilitate the transition to zero and near-zero emission
technologies.

The Draft Overview is now posted.  More detailed draft
assessments for each of the sectors listed above will be posted
in 2015, as the drafts are completed.  The draft sector reports
will evaluate how each technology works, the fuels necessary to
power each technology, as well as its state of market readiness,
costs, environmental benefits, technology performance, and
current deployment challenges.  Additional background information

The California Air Resources Board (ARB) invites you to

the Carl Moyer Memorial Air Quality Standards Attainment (Carl
Moyer) Program Guidelines and Carl Moyer Program On-Road
Heavy-Duty Vehicles Voucher Incentive Program (On-Road VIP)

Guidelines.   The proposed changes would expand fleet size
eligibility up to 10 vehicles or less, clarify appropriate
funding amounts for vehicles under limited usage compliance
options, clarify mileage emission factors used for
cost-effectiveness calculations, and include a minimum 51 percent
California usage as approved by the Board.  The proposed language

BACKGROUND: Since 1998, the Carl Moyer Program has filled a
critical niche in California’s strategy to achieve clean air. 
The Carl Moyer Program provides grant funding for the incremental
cost of cleaner-than-required engines, equipment, and emission
reduction technologies.  The Carl Moyer Program complements
California’s regulatory program by funding emission reductions
that are surplus (i.e., early and/or in excess of what is
required by regulation).  State law authorizes ARB to revise the
Carl Moyer Program Guidelines when necessary to improve the
ability of the program to achieve its goals.

Emerging Opportunities Solicitation Development
May 12, 2015

Purpose of Request:

The purpose of this Request for Information is to determine if
there are areas in need of funding which have not been addressed
by the Alternative and Renewable Fuel and Vehicle Technology
Program (ARFVTP).  Responses received from this Request for
Information, as well as staff research and public comments from
the ARFVTP Investment Plan Advisory Committee workshops, will
guide the development of the next solicitation that will utilize
the Emerging Opportunities funding allocation.

Background:

The ARFVTP was created by Assembly Bill 118 (Núñez, 750, Statutes
of 2007), which authorized the California Energy Commission "to
develop and deploy technology and alternative and renewable fuels
in the marketplace, without adopting any one preferred fuel or
technology." The ARFVTP has an annual budget of approximately
$100 million for projects that:

- Reduce California's use and dependence on petroleum
transportation fuels and increase the use of alternative and
renewable fuels and advanced vehicle technologies.

- Produce sustainable alternative and renewable low-carbon fuels
in California.

- Expand alternative fueling infrastructure and fueling
stations.

- Improve the efficiency, performance, and market viability of
alternative light-, medium-, and heavy-duty vehicle
technologies.

- Retrofit medium- and heavy-duty on-road and non-road vehicle
fleets to alternative technologies or fuel use.

- Expand the alternative fueling infrastructure available to
existing fleets, public transit, and transportation corridors.

- Establish workforce training programs and conduct public
outreach on the benefits of alternative transportation fuels and
vehicle technologies.

The Emerging Opportunities funding allocation was established to
allow for greater flexibility regarding project types and funding
timelines by establishing a reserve fund that could be used by
the Energy Commission to co-fund the "state match" portion of
projects receiving federal awards, or to fund projects using
technologies that do not readily fit into current investment plan
categories. The previous "emerging opportunities" solicitation,
Federal Cost-Share for Emerging Technologies (PON-13-604), was
limited to ARFVTP-eligible projects receiving federal awards.

Requested Information:

The Energy Commission is accepting public comments under this
Request for Information to help guide the development of the next
Emerging Opportunities solicitation. Comments should address one
or more of the following concepts:

- New funding areas that target projects which do not readily fit
into current investment plan categories (with the exception of
the Emerging Opportunities funding category).

- A new federal cost-share solicitation similar to PON-13-604.

- A solicitation limited to small grants of $150,000 or less.

All comments should contain clear and substantiated reasoning and
include the following:

1.	Identification and explanation of the funding area.

2.	The known project opportunities falling within the funding
area.

3.	A discussion of the benefits which may be realized from
support and development of the funding area.

4.	A discussion on why ARFVTP funding is necessary for the
funding area.

5.	Web links or references to documentation supporting the need
for funding or opportunities available, including publications,
other funding solicitations, and other relevant documentation.

Respondents to this Request for Information should not include
any proprietary or confidential information.

Suggested funding areas should not duplicate or overlap with any
existing or previous ARFVTP funding area. Suggested funding areas
must be eligible for ARFVTP funding. A description of project
types for which the Energy Commission may provide funding can be

Background:  The Governor’s proposed FY 2015-16 State Budget
includes $350 million to ARB from the Greenhouse Gas Reduction
Fund for Low Carbon Transportation investments.  This funding
would reduce greenhouse gas (GHG) emissions with a priority on
benefiting disadvantaged communities.  The Governor’s proposed
State Budget also includes $23 million to ARB for the Air Quality
Improvement Program (AQIP) which provides mobile source
incentives to reduce criteria pollutant, air toxic, and GHG
emissions.  The Low Carbon Transportation investments build upon
and greatly expand the technology advancing projects ARB has
funded through AQIP since 2009.  

The proposed FY 2015-16 Funding Plan describes how these combined
funds will be spent.  The plan describes ARB’s policy drivers and
vision for advanced technology mobile source investments,
eligible project categories and criteria, project funding
allocations, and program implementation details.  ARB staff has
developed a joint plan for both funding sources to ensure
synergistic investments between the programs while also ensuring
that statutory requirements applicable to each are met.  The
investments proposed in this Funding Plan are predicated on the
approval of the proposed FY 2015-16 State Budget.

California faces ambitious goals to reduce GHG emissions, improve
air quality, deploy zero-emission vehicles, and reduce petroleum
dependency.  The investments identified in the proposed FY
2015-16 Funding Plan are pivotal to meeting these goals by
accelerating the development and deployment of advanced mobile
source technologies.

Management Guidance for Stationary Sources of Air Toxics.”  This
draft document is a discussion draft of guidance that
California’s 35 local Air Pollution Control Districts and Air
Quality Management Districts (Districts) may elect to use for
incorporating the Office of Environmental Health Hazard
Assessment’s (OEHHA) new health risk assessment methodology into
their stationary source permitting and Assembly Bill (AB) 2588
(Stats. 1987) Air Toxics Hot Spots programs.  This document will
be available for public comment beginning on May 27, 2015, and
will be posted at

Background

On March 6, 2015, OEHHA released the Air Toxics Hot Spots Program
Risk Assessment Guidelines: Guidance Manual for the Preparation
of Health Risk Assessments.  This document contains the new risk
assessment methodology that addresses the latest scientific
information on childhood sensitivities and the most recent data
on childhood and adult exposure to air toxics.  It represents an
accumulation of data since the passage of the Children’s Health
Protection Act of 1999 (SB 25, Stats. 1999) which required OEHHA
to ensure infants and children are explicitly addressed in
assessing risk.  The use of the new risk assessment methodology
may result in higher estimated cancer risk than what would have
been calculated using the previous 2003 OEHHA risk assessment
methodology for the same level of emissions and conditions.  More
information on the new OEHHA methodology can be found at:

In general, the higher estimated risks mean that new or modified
sources of toxics may need additional emissions control.  For
existing sources, even though they meet existing rules and
regulations, additional emissions control may be needed since the
higher estimated risk might now exceed the District’s risk
reduction levels for Hot Spots requirements.  ARB and Districts
are reevaluating their programs to determine if adjustments need
to be made to permitting, source specific regulations, or Hot
Spot programs.  The “Risk Management Guidance for Stationary
Sources of Air Toxics” is intended to help Districts with their
reevaluation process and to communicate ARB and Districts’ plans,
priorities, and policies regarding implementation of the new
OEHHA risk assessment methodology.  When approved, this document
will supersede ARB’s Risk Management Guidelines for New and
Modified Sources of Toxic Air Pollutants (1993).  In addition,
this document conveys ARB’s work plan for evaluating the Board’s
Air Toxics Program and provides the updated Risk Management
Policy for Inhalation Risk Assessments which replaces the ARB’s
Interim Risk Management Policy for Inhalation based Residential
Cancer Risk (2003).

Spark-Ignition Engine Fleet Regulation (LSI Fleet Regulation) on

Background
To achieve its healthy air quality, climate, and sustainability
goals, California must take effective, well-coordinated actions
to transition to a zero emission transportation system for both
passengers and freight.  The freight transport system is a major
economic engine for California, but also accounts for about half
of toxic diesel particulate matter, 45 percent of the emissions
of nitrogen oxides (NOx) that form ozone and fine particulate
matter in the atmosphere, and 6 percent of the greenhouse gas
emissions in California.  These statistics include emissions from
trucks, ships, locomotives, aircraft, harbor craft, and all types
of equipment used to move freight at seaports, airports, rail
yards, warehouses and distribution centers.  Proposed amendments
to the LSI Fleet Regulation are identified in the Sustainable
Freight Strategy as a Near-Term ARB Measure.  

In 1998, ARB first adopted emission standards for new
spark-ignited engines used in propane forklifts and other similar
industrial equipment.  These engines are referred to as LSI
engines.  In addition to forklifts, the LSI category includes
airport ground support equipment (GSE), sweepers and scrubbers,
generator sets, small irrigation pumps, and a variety of other
similar equipment.  

The LSI Fleet Regulation applies to operators of forklifts,
sweeper/scrubbers, industrial tow tractors, and airport GSE. 
These vehicles are found in approximately 2,000 LSI fleets in
California in industries as diverse as manufacturing, wholesale,
transportation and utilities, retail, services, and construction,
as well as public agencies.  The 2006 LSI rulemaking and 2010
amendments required operators of in-use fleets to achieve
specific hydrocarbon + NOx fleet average emission level (FAEL)
standards that became more stringent over time, the lowest FAEL
for large and medium fleets was to be achieved in 2013.  The
standards are also more stringent for forklifts than they are for
non-forklift LSI equipment.  The stringency of the standards
reflects the differences in availability of retrofit devices for
the four categories of in-use LSI equipment as well as the
greater ability of large fleets to incorporate zero and near
zero-emission equipment into their operations.  Since 2007, fleet
operators are required to keep updated fleet records at their
facilities until June 30, 2016.  Small fleets and in-field
equipment are exempt from the LSI Fleet Regulation.

Air Resources Board (ARB) staff invites you to participate in
the
first set of public workshops to discuss proposed amendments for
the Off-Road Large Spark-Ignition Engine Fleet Requirements (LSI
Fleet Regulation).  The current LSI Fleet Regulation focuses on
reducing emissions
and keeping records for equipment types such as, most forklifts,
sweepers/scrubbers, industrial tow tractors, and airport ground
support equipment.  In-field agricultural equipment are exempt.
  
At the workshop, ARB staff will present initial near- and
long-term concepts to amend the LSI Fleet Regulation.  Near
term,
this includes aligning with the reporting and labeling
requirements similar to the existing In-Use Off-Road
Diesel-Fueled Fleets Regulation to both better characterize the
existing California LSI fleet, and to ensure compliance with the
existing LSI regulation.  Staff is also interested in hearing
from affected stakeholders on alternatives to achieving these
same objectives.
  
Key elements of the near-term LSI Fleet Regulation amendments
under consideration that will be discussed at these workshops
include:
 
•Propose reporting requirements for all LSI fleets     
•Propose equipment labeling requirements 
•Clarify regulatory language

Zero emission technologies are commercially available, already
in
use in many LSI fleets, while other LSI equipment operate in
duty
cycles where zero emission technologies may be viable.  Longer
term, a combination of incentives and regulatory 
approaches are under consideration to expand the deployment of
zero emission technologies in the off-road sector.

Background

On March 6, 2015, OEHHA released the Air Toxics Hot Spots Program
Risk Assessment Guidelines: Guidance Manual for the Preparation
of Health Risk Assessments.  This document contains the new risk
assessment methodology that addresses the latest scientific
information on childhood sensitivities and the most recent data
on childhood and adult exposure to air toxics.  It represents an
accumulation of data since the passage of the Children’s Health
Protection Act of 1999 (SB 25, Stats. 1999) which required OEHHA
to ensure infants and children are explicitly addressed in
assessing risk.  The use of the new risk assessment methodology
may result in higher estimated cancer risk than what would have
been calculated using the previous 2003 OEHHA risk assessment
methodology for the same level of emissions and conditions.  More
information on the new OEHHA methodology can be found at:

In general, the higher estimated risks mean that new or modified
sources of toxics may need additional emissions control.  For
existing sources, even though they meet existing rules and
regulations, additional emissions control may be needed since the
higher estimated risk might now exceed the District’s risk
reduction levels for Hot Spots requirements.  ARB and Districts
are reevaluating their programs to determine if adjustments need
to be made to permitting, source specific regulations, or Hot
Spot programs.  The “Risk Management Guidance for Stationary
Sources of Air Toxics” is intended to help Districts with their
reevaluation process and to communicate ARB and Districts’ plans,
priorities, and policies regarding implementation of the new
OEHHA risk assessment methodology.  When approved, this document
will supersede ARB’s Risk Management Guidelines for New and
Modified Sources of Toxic Air Pollutants (1993).  In addition,
this document conveys ARB’s work plan for evaluating the Board’s
Air Toxics Program and provides the updated Risk Management
Policy for Inhalation Risk Assessments which replaces the ARB’s
Interim Risk Management Policy for Inhalation based Residential
Cancer Risk (2003).

Air Resources Board (ARB) staff invites you to participate in one
of a series of public forums soliciting stakeholder input on the
key climate change strategy pillars that Governor Brown
identified in his January 2015 inaugural address. This
transportation-focused symposium will discuss ideas for
implementing the State’s commitment to reduce petroleum use by
vehicles by up to 50 percent by 2030.  This reduction in
petroleum use supports the target set forth by the Governor in
Executive Order B-30-15, which calls for a 40 percent reduction
in overall greenhouse gas emissions below 1990 levels by 2030.

prior to the symposium.

EPA Seeks Input on Modernizing the Risk Management Plan (RMP)
Rule

WASHINGTON – The U.S. Environmental Protection Agency (EPA)
invites small businesses, governments, and not-for-profit
organizations to participate as Small Entity Representatives
(SERs) for a Small Business Advocacy Review (SBAR) Panel. This
panel will focus on the Agency’s development of a rule that
proposes to modify the current Risk Management Plan (RMP)
regulation to reduce the likelihood of accidental releases of
toxic and flammable substances at chemical facilities, and
improve emergency response when those releases occur. This aligns
with Executive Order 13650 entitled Improving Chemical Facility
Safety and Security (EO 13650) that President Obama signed on
August 1, 2013. EO 13650 directs the federal government to carry
out a number of tasks whose overall aim is to prevent chemical
accidents. These tasks include: improving operational
coordination with state and local partners; enhancing Federal
agency coordination and information sharing; modernizing
policies, regulations and standards; and working with
stakeholders to identify best practices.

The panel will include federal representatives from the Small
Business Administration (SBA), the Office of Management and
Budget (OMB), and EPA. The panel members ask a selected group of
SERs to provide advice and recommendations on behalf of their
company, community, or organization to inform the panel members
about the potential impacts of the proposed rule on small
entities.

EPA seeks self-nominations directly from the small entities that
may be subject to the rule requirements. Other representatives,
such as trade associations that exclusively or at least primarily
represent potentially regulated small entities, may also serve as
SERs.

chemistry at the University of California Irvine, has carried out

organic compounds that have provided critical insights into their
roles in air pollution and climate change. Learn about his
research showing how elevated air pollution in some cities, such
as Mexico City, can be attributed to propane use and cooking
emissions rather than traffic pollution.

Household Air Pollution & Impacts on Women and Children – Kirk R.
Smith, Professor of Global Environmental Health at the University
of California Berkeley, holds visiting professorships in India
and China, where he works to bring clean air to all people,
particularly those who suffer from high exposures to smoke from
traditional cookstoves using biomass and coal fuels. His research
was critical to the development of the global burden of disease
estimate that 4 million people die prematurely from household
fuel combustion each year and in helping trigger the first
recognition of the importance of air pollution within health
ministries.

Advances in Diesel Technologies & Worldwide Implementation – 
John Wall, Vice President and Chief Technical Officer for diesel
engine manufacturer Cummins, Inc., has played a leadership role
in the development and implementation of all the major technology
advancements ultimately leading to the near-zero levels of
emissions of particulate matter and oxides of nitrogen from
engines. He has consistently taken a proactive environmentally
conscious position for the diesel industry throughout his career.

Are you a dry cleaner that is using wet cleaning technology or
are you considering implementing wet cleaning in your shop?  If
the answer is yes, you may be able to take advantage of ARB's
demonstration program. 

The California Air Resources Board (CARB) announces the
Demonstration Program Notice 2015-1: AB 998 Demonstration Program
for the dry cleaning industry. 

In May 2015, ARB announced the revisions to the AB 998
Demonstration Program.  The revisions to the program focus on
ARB’s involvement in providing demonstration grant funds for
those facilities who desire to become demonstration site
facilities and who use approved wet cleaning and CO2 dry cleaning
technologies.   Specifically, ARB is providing demonstration
grant funds to individual dry cleaners to become a demonstration
site facility.  ARB is hopeful that this additional financial
incentive will help move forward the replacement of existing Perc
technologies with approved non-toxic and non-smog forming
alternatives.

will provide further information regarding this newly revised

Subject: arbcombo -- Draft Technology Assessment for Transport Refrigerators Posted

The California Air Resources Board (ARB/Board) announces the
release of the draft document “Technology Assessment: Transport
Refrigerators.” 

This draft technology assessment examines technologies projected
for development over the next five to ten years that can be
applied to transport refrigeration systems and insulated cargo
vans to reduce fuel consumption, greenhouse gases (GHG) and
criteria pollutant emissions (e.g. nitrogen oxides and
particulate matter).  Such technologies support ARB’s long term
objective of transforming the on- and off-road mobile source
fleet into one utilizing zero and near-zero emission technologies
to meet air quality and climate change goals.

Sources of information used in the draft assessment include an
extensive list of published reports, research papers, and
documented conversations with technology experts.  The draft
assessment discusses each technology by providing a basic
description, the current state of development or commercial
readiness, economics, potential emission reductions, advantages,
and key performance parameter issues and deployment challenges.

We encourage interested parties to submit comments on the draft
technology assessment through the technology and fuels assessment

measure is only in the preliminary concepts phase, and workshops
to discuss the concepts with stakeholders will begin fall 2015.

The California Air Resources Board (ARB/Board) announces the
release of the draft document “Technology Assessment: Transport
Refrigerators.” 

The ARB contact's phone number has been corrected in this version
of the notice (see below).

This draft technology assessment examines technologies projected
for development over the next five to ten years that can be
applied to transport refrigeration systems and insulated cargo
vans to reduce fuel consumption, greenhouse gases (GHG) and
criteria pollutant emissions (e.g. nitrogen oxides and
particulate matter).  Such technologies support ARB's long term
objective of transforming the on- and off-road mobile source
fleet into one utilizing zero and near-zero emission technologies
to meet air quality and climate change goals.

Sources of information used in the draft assessment include an
extensive list of published reports, research papers, and
documented conversations with technology experts.  The draft
assessment discusses each technology by providing a basic
description, the current state of development or commercial
readiness, economics, potential emission reductions, advantages,
and key performance parameter issues and deployment challenges. 


The draft technology assessment can be viewed and downloaded from

We encourage interested parties to submit comments on the draft

measure is only in the preliminary concepts phase, and workshops
to discuss the concepts with stakeholders will begin fall 2015.

Air Resources Board (ARB) staff invites you to participate in the
second set of public workshops to discuss proposed amendments for
the Off-Road Large Spark Ignition Engine Fleet Requirements (LSI
Fleet Regulation). The current LSI Fleet Regulation focuses on
reducing emissions and keeping records for equipment types such
as, most forklifts, sweepers/scrubbers, industrial tow tractors,
and airport ground support equipment.  In-field agricultural
equipment are exempt.  

At each workshop, ARB staff will discuss the proposed amendment
language and the corresponding implementation.  Staff has
incorporated stakeholder comments provided since the first round
of workshops.  These comments helped further clarify suggested
amendments and helped to align the reporting and labeling
requirements with those contained in the In-Use Off-Road Diesel
Fueled Fleets Regulation.

Background
Short-lived climate pollutants are powerful climate forcers that
remain in the atmosphere for a much shorter period of time than
major climate pollutants such as carbon dioxide. Their relative
potency in terms of how they heat the atmosphere can be tens to
thousands of times greater than CO2.  Short-lived climate
pollutants include methane, black carbon, and fluorinated gases.

The impacts of short-lived climate pollutants are especially
strong within the near term.  Reducing these emissions can have
an immediate beneficial impact on climate change.  Senate Bill
605 (Lara, Chapter 523, Statutes of 2014) requires ARB, in
coordination with other State agencies and local air districts,
to develop a strategy by the end of 2015, to further reduce
short-lived climate pollutant emissions in California.

If you are business with refrigeration equipment and are

We will be discussing registration, reporting, and fee payment
deadline for the Refrigeration Management Program particularly
since the March 1, 2016 deadline for small systems is fast
approaching. 

The deadline for submitting 2016 Annual Reports summarizing 2015
calendar year for facilities with large and medium refrigeration
systems, refrigerant distributors, and refrigerant reclaimers
subject to California Air Resources Board’s Refrigerant
Management Program (RMP) is March 1st, 2016.  Facilities whose
largest refrigeration system is a Small system, those containing
more than 50 lbs., but less than 200 lbs. are also required to
register by March 1, 2016.  Operators of Small facilities are
encouraged to participate in the webinar to become familiar with
the registration procedures and requirements.   The ARB online
Refrigerant Registration and Reporting tool, known as R3, can be
accessed via: https://ssl.arb.ca.gov/rmp-r3/.

ARB staff will hold a free on-line webinar on Thursday, December
3, 2015 at 9:00 – 11:00 am Pacific Time to review the
requirements of the regulation and the procedures for registering
and filing the Annual Reports and paying the Annual
Implementation Fees using the online R3 tool.  This webinar will
also highlight and demonstrate the recent updates of the R3
tool.

This will be an online GoToWebinar presentation accessible from
anywhere you have a computer and telephone line.  The webinar
will be recorded and posted to the program web page.  The webinar
will be repeated January 20, 2016 at 1:00 pm Pacific Time.

The Refrigerant Management Program requires that all facilities
with large and medium refrigeration systems, those with 200
pounds of refrigerant or more, submit their next Annual Report by
March 1, 2016 for their 2015 calendar year refrigeration system
leak inspections, leak repairs, and other system servicing.  The
payment of the Annual Implementation Fee is also due by March 1
for both the large and medium facilities.  

The Refrigerant Management Program also requires that small
facilities whose largest refrigeration system contains more than
50 lbs. but less than 200 lbs. of refrigerant must register by
March 1, 2016.  Small facilities are not required to file an
Annual Report or pay the Annual Implementation Fee.

Refrigerant distributors, wholesalers, and reclaimers are also
required to submit an Annual Report of their 2015 statewide
aggregated annual refrigerant sales, transactions, and disposal
by the March 1, 2016 due date.

The San Joaquin Valley Air Pollution Control District (District)
is pleased to announce the release of its Request for Proposal
(RFP) to accept proposed projects for alternative fuel
infrastructure under its Public Benefit Grants Program.  

There are two eligible focus areas under the solicitation, new
infrastructure and expansion to existing infrastructure. 
Eligible applicants are public agencies such as cities, counties,
special districts (i.e. water districts, irrigation districts,
etc.) and public educational institutions (i.e. school districts,
community colleges, state universities, etc.) located within the
geographic boundaries of the District.

RFP Opens: Monday, November 23, 2015
RFP Closes: Thursday, February 18, 2016 at 5:00pm PST

The Alternative Fuel Infrastructure RFP is available on the

GO-Biz to Host Series of Workshops for California Businesses
Interested in Applying for $75 Million in Tax Credits

Sacramento, Calif. - The Governor's Office of Business and
Economic Development (GO-Biz) today announced a series of 15
workshops across California designed to help businesses apply for
the California Competes Tax Credit (CCTC).
 
"The California Competes tax credit has encouraged hundreds of
companies to expand in California and add valuable jobs in the
state," said GO-Biz chief deputy director Will Koch. "The on-line
application is simple to navigate and the GO-Biz staff works
directly with applicants to make the process as easy as
possible."
 
This program is open to any business planning to create new
full-time jobs in the state, regardless of size or location.
Since 2014, GO-Biz has awarded $223 Million to 330 companies
projected to create over 42,000 jobs and make $9.6 billion in
investments.
 
GO-Biz will award a total of $200 million in tax credits in
fiscal year 2015-16. The next CCTC application period starts
January 4, 2016, with $75 million in tax credits available. 
Businesses interested in applying can register to attend any of
the workshops and receive valuable information from GO-Biz
staff.

The deadline to submit applications is January 25, 2016, at 11:59
p.m. (Pacific Time) and the online application website will
automatically close once this deadline has passed.  The online
application can be accessed starting January 4, 2016 at 
www.calcompetes.ca.gov.

Initiative (GEDI) which Governor Brown  signed legislation to
enact in 2013 (AB 93 and SB 90). GO-Biz evaluates the most
competitive applications based on the factors required by

are exempted from paying state income taxes in the amount
awarded.

The California Environmental Protection Agency (CalEPA)
Environmental Justice (EJ) Small Grants are available to help
eligible non-profit community groups/organizations and federally
recognized Tribal governments address environmental justice
issues in areas disproportionately affected by environmental
pollution and hazards. The EJ Small Grants will be awarded on a
competitive basis.  Applications accepted through January 22,
2016 

A minimum $1 million in grant funds is available for the 2016
grant cycle. The maximum amount of a grant provided is $50,000.
The grant term will be 12 months. 

Applicants are invited to participate in conference calls with
CalEPA to address questions about the Environmental Justice Small
Grants Program and the 2016 Grant Cycle solicitation. CalEPA
staff will respond to questions from individual applicants
regarding threshold eligibility criteria, administrative issues
related to the submission of the proposal, and requests for
clarification.

3.	Uses its net proceeds to maintain, improve, or expand, or any
combination thereof, its operations. 
4.	Is a tax-exempt organization under federal Internal Revenue
Code Section 501 (c)(3), or is able to provide evidence that the
State of California recognizes the organizations as a non-profit
entity. 

Individuals and organizations that are tax exempt under federal
Internal Revenue Code Section 501(c)(4) are not eligible to apply
for this funding.

Staff from the California Department of Transportation, the
California Air Resources Board, the California Energy Commission,
and the Governor’s Office of Business and Economic Development,
invite you to participate in a workshop and separate webinar on
the development of the California Sustainable Freight Action
Plan.  

During the workshop and separate webinar, interagency staff will
provide an overview of the process for preparing the Action Plan
and its envisioned content, as well as seek public input on what
measures, incentives, and partnerships are needed to develop a
sustainable freight transport system in California.  Each
workshop and webinar will follow the same format and show the
same presentation.  Staff will give a presentation at the Main
location, which will be broadcast to satellite locations.  Staff
will be available at the satellite locations to assist with
questions.  Specific locations and workshop materials, including
an agenda, will be forthcoming.

In July 2015, Governor Brown issued Executive Order B-32-15
directing the Secretaries of Transportation, Environmental
Protection, and Natural Resources to lead other relevant State
departments in the development of an integrated action plan, the
Action Plan.

The Action Plan will include specific recommendations, actions,
investments, and milestones agencies can consider developing and
build a sustainable freight transportation system that will
demonstrate California’s private and public leadership in
advancing statewide and national freight priorities, objectives,
and goals, and accomplishing statewide goals, such as the targets
identified in the Executive Order.

The State will establish clear targets for improving freight
efficiency and transitioning to zero-emission technologies in the
freight transport system, while continuing to support
California’s economy.  The Action Plan will identify State
policies, programs, and investments that can achieve those
targets. The State will also initiate work on identifying
corridor level freight pilot projects within the State’s primary
trade corridors that achieve the targets set by the Executive
Order by integrating advanced technologies, alternative fuels,
freight and fuel infrastructure, and local economic development
opportunities.
