Small facilities are not required to file an Annual Report or pay the Annual Implementation Fee. Facilities with large and medium refrigeration systems, those with 200 pounds of refrigerant or more, submit their next Annual Report by March 1, 2016 for their 2015 calendar year refrigeration system leak inspections, leak repairs, and other system servicing. The payment of the Annual Implementation Fee is also due by March 1 for both the large and medium facilities. Refrigerant distributors, wholesalers, and reclaimers are also required to submit an Annual Report by March 1, 2016 for their 2015 statewide aggregated annual refrigerant sales, transactions, and disposal. This workshop will support the process to update the AB 32 Scoping Plan to reflect California’s goal to reduce statewide greenhouse gas emissions 40 percent below 1990 levels by 2030, as directed in Executive Order B-30-15. Prior to the jointly hosted Natural and Working Lands sector public workshop, the Forest Climate Action Team (FCAT) will also hold a separate public workshop to discuss recent progress towards development of the Forest Carbon Plan. Background This Natural and Working Lands sector workshop is part of the public process to update the Scoping Plan to reflect the Governor’s Executive Order B-30-15, which establishes a mid-term GHG reduction target for California of 40 percent below 1990 levels by 2030. All state agencies with jurisdiction over sources of GHG emissions were directed to implement measures to achieve reductions of GHG emissions to meet the 2030 and 2050 targets. ARB was directed to update the AB 32 Scoping Plan to reflect the 2030 target, and therefore, is moving forward with the update process. The mid-term target is critical to help frame the suite of policy measures, regulations, planning efforts, and investments in clean technologies and infrastructure needed to continue driving down emissions. In an effort to further the vision of AB 32, Governor Brown identified key climate change strategy pillars in his January 2015 inaugural address. The pillars recognize that several major areas of the California economy will need to reduce emissions to meet the 2030 greenhouse gas emissions target. One of the key pillars identified by Governor Brown was to ensure that State agencies are managing farm and rangelands, forests and wetlands so they can store carbon. Environmental Analysis This workshop will serve as a scoping meeting as required by the California Environmental Quality Act (CEQA). Pursuant to CEQA and ARB’s Certified Regulatory Program (Cal. Code Regs., tit. 14, §15251(d); Cal. Code Regs., tit. 17, §§ 60000–60008), staff is reviewing the Proposed 2030 Target Scoping Plan Update to determine if the proposed project will result in any potentially significant adverse environmental impacts. Staff will provide an overview of ARB’s process for preparing the environmental analysis (EA) and its content. Staff welcomes public input at the workshop on the appropriate scope and content of the EA at the beginning of our process, including the reasonably foreseeable methods of compliance with the Proposed 2030 Target Scoping Plan Update, the potential significant adverse impacts associated with the methods of compliance, potential feasible mitigation measures, and feasible alternatives to the proposal that could reduce or eliminate any significant adverse impacts. A Draft EA will be released for a 45-day public review and comment period with the proposed Draft 2030 Target Scoping Plan Update in early Fall of 2016. It applies to Class 2b through Class 8 heavy-duty vehicles with greater than 8,500 pounds gross vehicle weight rating. It presents a description of the truck and bus sector including truck types, vocations, emissions, and economics of the trucking and truck and engine manufacturing industries. These goals include: •Meeting 2023 and 2031 ambient ozone air quality standards, which staff estimates will require an overall 80 percent reduction in NOx emissions below today’s levels in the South Coast air basin, with substantial reductions needed in the San Joaquin Valley and other non-attainment areas of the state as well; •Meeting the newly proposed federal ozone standard; •Reducing greenhouse gas (GHG) emissions to 1990 levels by 2020; •Achieving a 40 percent reduction in GHG emissions from 1990 levels by 2030; •Achieving an 80 percent reduction in GHG emissions from 1990 levels by 2050; •Reducing petroleum use in cars and trucks by up to 50 percent by 2030; and •Producing at least 50 percent of electricity from renewable sources by 2030. Heavy-duty vehicles greater than 8,500 pounds emit about one-fifth of the total GHG emissions associated with transportation sources in the State, which is about eight percent of the statewide total. In addition, these vehicles account for 33 percent of NOx emissions from all statewide sources. Because trucking emissions are such a significant source of GHG and criteria pollutant emissions, achieving reductions within the trucking sector is a key component in the strategy to meet California’s climate and air quality goals. The technology assessments were prepared by staff from ARB, along with the South Coast Air Quality Management District staff. They were discussed at workshops in September 2014 and at the December 2014 ARB board meeting. Farm Service Agency (FSA) Administrator Val Dolcini and Agricultural Marketing Service (AMS) Administrator Elanor Starmer announced changes to the Farm Storage Facility Loan (FSFL) program today during a local and regional food roundtable in Columbus, Ohio. The loans, which now include a smaller microloan option with lower down payments, are designed to help producers, including new, small and mid-sized producers, grow their businesses and markets. “As more communities reconnect with agriculture, consumer demand is increasing for food produced locally or regionally,” said Dolcini. “Portable handling and storage equipment is vital to helping farmers get their products to market more quickly and better maintain product quality, bringing them greater returns. That’s why we’ve added this type of equipment as a new category for our Farm Storage Facility Loan program.” The program also offers a new “microloan” option, which allows applicants seeking less than $50,000 to qualify for a reduced down payment of five percent and no requirement to provide three years of production history. Farms and ranches of all sizes are eligible. The microloan option is expected to be of particular benefit to smaller farms and ranches, and specialty crop producers who may not have access to commercial storage or on-farm storage after harvest. These producers can invest in equipment like conveyers, scales or refrigeration units and trucks that can store commodities before delivering them to markets. Producers do not need to demonstrate the lack of commercial credit availability to apply. “Growing high-value crops for local and regional markets is a common entry point for new farmers,” said Starmer. “Since they often rent land and have to transport perishable commodities, a loan that can cover mobile coolers or even refrigerated trucks fills an important gap. These producers in turn supply the growing number of food hubs, farmers markets or stores and restaurants interested in sourcing local food.” Earlier this year, FSA significantly expanded the list of commodities eligible for Farm Storage Facility Loan. Eligible commodities now include aquaculture; floriculture; fruits (including nuts) and vegetables; corn, grain sorghum, rice, oilseeds, oats, wheat, triticale, spelt, buckwheat, lentils, chickpeas, dry peas sugar, peanuts, barley, rye, hay, honey, hops, maple sap, unprocessed meat and poultry, eggs, milk, cheese, butter, yogurt and renewable biomass. FSFL microloans can also be used to finance wash and pack equipment used post-harvest, before a commodity is placed in cold storage. AMS helps thousands of agricultural food producers and businesses enhance their marketing efforts through a combination of research, technical services and grants. The agency works to improve marketing opportunities for U.S. growers and producers, including those involved in specialty crop production and in the local and regional food systems. GO-Biz Hosting Over 30 Workshops for Businesses Interested in Applying for $75 Million in Tax Credits Sacramento, Calif. – The Governor’s Office of Business and Economic Development (GO-Biz) today announced a series of workshops across California designed to help businesses apply for the California Competes Tax Credit (CCTC). “The California Competes tax credit has encouraged hundreds of companies to expand in California and add valuable jobs in the state,” said GO-Biz deputy director Kristen Kane. “Our conitnued goal for these workshops is to reach new businesses in diverse communities that would benefit from more state resources.” GO-Biz is awarding a total of $243.3 million in tax credits in fiscal year 2016-17. The next CCTC application period starts July 25, 2016, with $75 million in tax credits available. Businesses interested in applying can register to attend any of the workshops and receive valuable information from GO-Biz staff. GO-Biz has also partnered with several organizations to help promote the workshops and encourage local businesses to attend the events. This program is open to any business planning to create new full-time jobs in the state, regardless of size or location. Since 2014, GO-Biz has awarded $340 Million to 500 companies projected to create over 55,000 jobs and make $12.9 billion in investments. The deadline to submit applications is August 22, 2016, at 11:59 p.m. (Pacific Time) and the online application website will automatically close once this deadline has passed. The August 31st purchase order deadline is August 31st! From: aleaks@arb.ca.gov Order compliance technology now for your 2009 transport refrigeration units (TRU) to beat the purchase order deadlines. August 31st is the purchase order deadline for new replacement TRUs and TRU generator sets. Order now to avoid penalties due to manufacturer or installer delays. Model year 2009 engines/units must meet the TRU Regulation’s in-use performance standards by December 31, 2016. It is probably too late to order refrigerated trailers due to long backlogs at refrigerated trailer manufacturers. The California Air Resources Board (ARB) recommends that TRU and TRU generator set owners take action now to order compliance options to ensure TRU model year 2009 engines (or units manufactured in 2009) comply with in-use performance standards by the end of 2016. Please be aware that replacement engines are no longer a compliance option because replacement engines must be cleaner than the old engine being replaced and there is no replacement engine that fits and functions that is cleaner than an MY 2009 engine (see TRU Advisory 13-18, page 7 for more detailed explanation at: http://www.arb.ca.gov/diesel/tru/advisories.htm). The webinars will discuss the proposed updates, and staff at the regional workshops will share the proposed updates, answer questions, and take public comment. “By identifying communities burdened by pollution and vulnerable to its effects, CalEnviroScreen helps us prioritize our activities and demonstrates our commitment to advancing environmental justice,” said CalEPA Secretary Matthew Rodriquez. “Ensuring all Californians have a voice in public processes is a critical component of environmental justice, and I encourage all interested Californians to participate in these workshops.” The regional workshops will be held in Los Angeles, San Bernardino, San Diego, Calexico, Oakland, Sacramento, and Fresno. The draft CalEnviroScreen 3.0 uses data on 20 indicators of pollution, environmental quality, and socioeconomic and public health conditions to calculate a score for each of the state’s 8,000 census tracts based on their overall pollution burdens and vulnerabilities. The draft update adds newer data for all of the indicators that have become available since the current version of CalEnviroScreen was released in 2014. It also improves the way some of the indicators are calculated. The new draft adds two new indicators, which measure rent-adjusted income and cardiovascular health. The rent-adjusted income indicator shows the median income in each census tract after subtracting costs for rental housing. The cardiovascular health indicator shows the rate of visits to emergency departments for treatment of heart attacks. In addition, the age indicator from earlier versions has been removed based on concerns that its measure of populations of children and the elderly in individual census tracts does not adequately represent these vulnerable populations. The California Air Resources Board (ARB) has updated the list of non perfluorooctane sulfonic acid (PFOS) based chemical fume suppressants for use in specific chrome plate operations. On September 19, 2012, the United States Environmental Protection Agency (U.S. EPA) published final amendments to the National Emission Standards for Hazardous Air Pollutants (NESHAPs) – Hard and Decorative Chromium Electroplating and Chromium Anodizing Tanks. Effective September 21, 2015, the NESHAP bans PFOS based fume suppressants for use in chrome plating operations. However, ARB granted facilities a one year extension from this ban to allow for the time needed to certify new non-PFOS based fume suppressants. Once this extension ends on September 21, 2016, the owner or operator of a hard chrome plating, decorative chrome plating, or chromic acid anodizing tank, including enclosed tanks and trivalent chromium tanks, may not add PFOS based fume suppressants to any electroplating tank. For facilities that are required to use a certified fume suppressant, the list of certified fume suppressants can be found here: https://www.arb.ca.gov/toxics/chrome/cfs.htm. This list will be updated as new products become certified. If you want to qualify for compliance extensions, only two weeks remain before the purchase order deadline for ordering Level 3 verified diesel particulate filters (DPF) for retrofitting your reefer engines. MY 2009 transport refrigeration unit (TRU) and TRU generator set engines must comply with the TRU Regulation’s in-use performance standards by December 31, 2016. Please be aware that replacement engines are no longer a compliance option because replacement engines must be cleaner than the old engine being replaced and there is no replacement engine that fits and functions that is cleaner than an MY 2009 engine (see TRU Advisory 13-18, page 7 for more detailed explanation at: https://www.arb.ca.gov/diesel/tru/advisories.htm). The TRU Regulation does not allow compliance extensions if orders for verified diesel emissions control strategies, such as Level 3 DPFs, are placed after October 31st and installation is not completed by December 31st, 2016. However, if MY 2009 TRU engine owners order verified diesel emissions control strategies (VDECS), such as Level 3 DPFs, by the end of October, installation by the end of 2016 is very likely possible. More importantly, if you order a Level 3 DPF before October 31st and delivery or installation is delayed so that you can’t comply by the end of 2016, you may qualify for a compliance extension. To qualify for compliance extension: • Purchase orders for Level 3 DPFs must be placed by October 31st, • The TRU must be registered in ARB’s Equipment Registration (ARBER) system, and • An application for extension must be submitted to ARB with the required documentation by December 31, 2016. Again, MY 2009 TRU engine owners that place orders for Level 3 VDECS after October 31st will NOT qualify for this compliance extension if they discover they cannot comply by December 31st due to delays in delivery or installation. Small businesses in the clean energy sector now have another opportunity to submit requests for assistance (RFAs) from DOE national laboratories. The pilot, part of EERE’s Lab Impact portfolio, aims to help small businesses bring next-generation clean energy technologies to market faster by giving them access to expertise and tools at national laboratories. Technical vouchers are available in nine specific research and development areas, including bioenergy. EERE strongly welcomes the chance to collaborate with small businesses that have little to no experience working with a DOE national laboratory. Individual vouchers range from $50,000 to $300,000 and can be used to perform collaborative research or to access lab instrumentation or facilities. Companies have until November 10, 2016, to submit RFAs. From: zaguiler@arb.ca.gov The California Air Resources Board (ARB) reminds model year (MY) 2009 TRU engine owners:. If you want to qualify for compliance extensions, only one week remains before the purchase order deadline for ordering Level 3 verified diesel particulate filters (DPF) for retrofitting your reefer engines. MY 2009 transport refrigeration unit (TRU) and TRU generator set engines must comply with the TRU Regulation’s in-use performance standards by December 31, 2016. Please be aware that replacement engines are no longer a compliance option because replacement engines must be cleaner than the old engine being replaced and there is no replacement engine that fits and functions that is cleaner than an MY 2009 engine (see TRU Advisory 13-18, page 7 for more detailed explanation at: http://www.arb.ca.gov/diesel/tru/advisories.htm). The TRU Regulation does not allow compliance extensions if orders for verified diesel emissions control strategies, such as Level 3 DPFs, are placed after October 31st and installation is not completed by December 31st, 2016. However, if MY 2009 TRU engine owners order verified diesel emissions control strategies (VDECS), such as Level 3 DPFs, by the end of October, installation by the end of 2016 is very likely possible. More importantly, if you order a Level 3 DPF before October 31st and delivery or installation is delayed so that you can’t comply by the end of 2016, you may qualify for a compliance extension. To qualify for compliance extension: • Purchase orders for Level 3 DPFs must be placed by October 31st, • The TRU must be registered in ARB’s Equipment Registration (ARBER) system, and • An application for extension must be submitted to ARB with the required documentation by December 31, 2016. Again, MY 2009 TRU engine owners that place orders for Level 3 VDECS AFTER October 31st will NOT qualify for this compliance extension if they discover they cannot comply by December 31st due to delays in delivery or installation. Alexis Strauss, EPA's Acting Regional Administrator for the Pacific Southwest, announced the grant at Mandela Foods Cooperative, in West Oakland, one of several local businesses to “go green” with CARB’s assistance. “Pollution prevention efforts can save money by increasing efficiency and lowering utility and waste disposal costs,” said Ms. Strauss. “I encourage all California businesses looking to reduce their environmental footprint and improve their bottom-line to become certified Green Businesses.” CARB will use the funds to improve the technical assistance and training efforts of the California Green Business Network, a non-profit organization that helps businesses adopt green practices. To receive Green Business certification, companies must demonstrate how they conserve resources and prevent pollution, such as using LED lighting and purchasing ENERGY STAR products. “Small business operators are not only real, local, economic assets, they are community role models, daily demonstrating climate leadership one step at a time,” said La Ronda Bowen, CARB’s Ombudsman. The California Green Business Network oversees 25 green business programs operated by chambers of commerce, cities and counties throughout California. To date, 3,396 California Green Business participants have saved more than $41 million through green practices. They have also prevented emissions of more than one million tons of greenhouse gases, diverted more than 1.5 million tons of waste from landfills, and saved more than 754 million gallons of water. EPA’s Pollution Prevention grant program supports projects that reduce or eliminate pollution from air, water, or land. The Refrigerant Management Program requires that all facilities with large and medium refrigeration systems, those with 200 pounds of refrigerant or more, submit their next Annual Report by March 1, 2017 for their 2016 calendar year refrigeration system leak inspections, leak repairs, and other system servicing for all refrigeration systems containing more than 50 pounds of refrigerant. The payment of the Annual Implementation Fee is also due by March 1 for both the large and medium facilities. The Refrigerant Management Program also requires that small facilities whose largest refrigeration system contains more than 50 lbs. but less than 200 lbs. of refrigerant must maintain their registration as current and accurate, but are not required to file an Annual Report or pay the Annual Implementation Fee. Refrigerant distributors, wholesalers, and reclaimers are also required to submit an Annual Report of their 2016 statewide aggregated annual refrigerant sales, transactions, and disposal by the March 1, 2017 due date. The Air Resources Board (ARB) held a public workshop on November 1, 2016 to discuss strategies to accelerate the market for advanced clean technologies in heavy duty trucks. The workshop topics included three sessions regarding primarily in local truck and last mile delivery applications, truck aerodynamics, and data collection efforts. From: zaguiler@arb.ca.gov Did you order compliance technology for your model year 2009 transport refrigeration unit (TRU) by the purchase order deadline, but delivery or installation will be delayed past the December 31, 2016 deadline?. December 31st is the compliance extension application deadline for TRUs. So, if you qualify for an extension, be sure to submit your application with attached supporting documentation to ARB by the December 31st deadline. To qualify for the compliance extension, you must have purchased compliance technology by the purchase order deadline. The TRU Regulation’s purchase order deadlines are as follows: • For reefer trailer, TRU unit replacements and TRU engine replacements: August 31st -- four months ahead of the compliance deadline; and • For verified diesel particulate filter retrofits: October 31st -- two months ahead of the compliance deadline. For model year 2009 engines/TRUs, owners must make a good-faith effort to comply by the end of 2016. If in-use compliance cannot be achieved by December 31, 2016, due to delays in delivery or installation, owners may apply for a compliance extension. The compliance extension application, with attached supporting documentation showing purchase order date was on or before the above applicable deadlines, must be received at ARB by December 31, 2016. The report may be filed beginning January 1, 2017. The Refrigerant Management Program requires that all facilities with large and medium refrigeration systems, those with 200 pounds of refrigerant or more, submit their next Annual Report by March 1, 2017 for their 2016 calendar year refrigeration system leak inspections, leak repairs, and other system servicing. The payment of the Annual Implementation Fee is also due by March 1 for both the large and medium facilities. The ARB online Refrigerant Registration and Reporting tool, known as R3, can be accessed via: https://ssl.arb.ca.gov/rmp-r3/. The Refrigerant Management Program also requires that small facilities whose largest refrigeration system contains more than 50 lbs. but less than 200 lbs. of refrigerant were required to register by March 1, 2016. If you are a Small facility and have not yet registered, you must register immediately. Small facilities are not required to file an Annual Report or pay the Annual Implementation Fee. Refrigerant distributors, wholesalers, and reclaimers are also required to submit an Annual Report of their 2016 statewide aggregated annual refrigerant sales, transactions, and disposal by the March 1, 2017 due date. To file the Annual Report please begin by updating your records. It is very important that the contact information be kept up to date. Here are the steps to take to file your Annual Report and pay the Implementation Fee: 1. Review and update all registration information currently on the RMP R3 system for: - Company registration information; - Facility registration information; - Refrigeration system registration information; - Automatic Leak Detection (ALD) system registration (if applicable) 2. Enter or review all service records for all refrigeration systems containing more than 50 lbs. of refrigerant; - Quarterly, annual, and other leak inspections; - Leak repairs; - Refrigerant additions and removals; - etc.; 3. Enter or review Automatic Leak Detection system calibrations and audits (if applicable); 4. Enter the refrigerant purchase and use information; 5. Submit the Annual Report online; 6. Create your invoice using the R3 program and make the annual fee payment either online with a credit card or by sending a check to the address on the invoice.
