We appreciate the assistance of the community representatives participating in the Action Plan effort who guided us in scheduling these meetings. We plan to hold additional meetings in other communities and will provide those details when available. Wilmington: February 6, 6:30 – 8:30 p.m. Bannings Landing Community Center 100 East Water Street, Wilmington, CA 90744 Commerce: February 22, 6:30 – 8:30 p.m. Rosewood Park Elementary School 2353 South Commerce Way, Commerce, CA 90040 Oakland: February 27, 6:00 – 8:00 p.m. Joseph P. Bort MetroCenter 101 Eighth Street, Oakland, CA 94607 We are seeking public input on: * concepts to improve and expand the infrastructure (roads, railways, and ports); * strategies to cut air pollution from ports and goods movement; * approaches to mitigate community impacts; and * funding mechanisms to accomplish these goals. The Business, Transportation, and Housing Agency and the California Environmental Protection Agency have been working with stakeholders on Phase II of the Goods Movement Action Plan, focused on defining the infrastructure, mitigation, and funding needs. The Phase II Progress Report: Draft Framework for Action is available at http://www.arb.ca.gov/gmp/gmp.htm. As part of this effort, the staff of the Air Resources Board has released a draft Emission Reduction Plan for Ports and International Goods Movement in California to reduce the health impacts due to air pollution from current operations and future growth. This draft ARB plan is available at http://www.arb.ca.gov/planning/gmerp/gmerp.htm. If you have questions, please contact Cynthia Marvin, Air Resources Board, at (916) 322-5350 or Gwen Strivers, Business, Transportation and Housing Agency at (916) 323-5404. ====================================================================== You are subscribed to the onrdiesel mailing list. A workgroup meeting is an informal setting to brainstorm and exchange information affecting different stakeholder groups. The meeting will be held on July 18, 2006 in room 620 at the Cal/EPA headquarters in Sacramento and in Room 106 at the ARB El Monte office. The meeting is scheduled from 9:30 am to 12:00 pm and will be video-conferenced between the two locations. You may also participate by telephone. The conference call-in number is 1-888-395-2045, Passcode: 54985, and Leader: Annette Hebert. Due to limited seating, we are asking that those who plan to attend in person please RSVP to Ms. Jackie Johnson at (916) 323-2750. The goal of this control measure is to reduce diesel particulate matter (PM) emissions from private fleets which include long and short haul truck-tractors, construction related trucks, port hauling trucks, wholesale and retail goods transport trucks, tanker trucks, package and household goods transport trucks, and any other diesel-powered vehicles with a gross vehicle weight rating of 14,000 lbs or greater. For further information, please go to the following weblink: http://www.arb.ca.gov/msprog/onrdiesel/onrdiesel.htm Discussion topics will include the treatment of interstate trucks and buses, segmentation of the industry, characterization of vehicle trips and quality of data sources. Also discussed will be strategies used in previously adopted control measures affecting heavy-duty vehicles and preliminary control measure concepts for consideration in this control measure. Staff would like to solicit feedback from all interested parties on which approaches seem most effective, feasible, and enforceable. ====================================================================== You are subscribed to the onrdiesel mailing list. On October 12, 2006, Air Resources Board (ARB) staff will hold a symposium in Sacramento to discuss development of the federal 8-hour ozone and fine particulate matter (PM 2.5) attainment plans. A meeting notice and further information will be sent out prior to the meeting. The focus of the symposium will be to outline the State’s standing in relation to the federal standards, what current science is telling us it will take to meet the standards, and discuss the statewide strategy under development to find the emission reductions needed to demonstrate attainment of the standards. At the symposium, ARB staff will discuss options under consideration to reduce emissions from sources under State and federal control, including sources addressed in the Air Resources Board’s Goods Movement Emission Reduction Strategy and Diesel Risk Reduction Plan. The State Implementation Plans (SIPs) for 8-hour ozone and PM2.5 are due to the U.S. Environmental Protection Agency in 2007 and 2008 respectively. ARB staff will propose a final strategy before an ARB public meeting in the Spring of 2007 at which the Board will consider the proposal as an addition to the California SIP. Background information and documents for the upcoming State Implementation Plan (SIP) symposium in Sacramento on October 12, 2006 are now available on the Air Resources Board’s (ARB) web site at http://www.arb.ca.gov/planning/sip/2006sym/2006sym.htm . ARB and local air pollution control districts are developing State Implementation Plans to meet new federal air quality standards for ozone and airborne fine particles (PM2.5). The plans are due to the U.S. Environmental Protection Agency in June 2007 and April 2008, respectively. The documents posted today outline the purpose of the symposium, provide information regarding the largest sources of air pollution in the South Coast Air Basin and the San Joaquin Valley, and provide a summary of control concepts that are being considered for inclusion in these plans. On Wednesday, October 11, we will post the presentation slides that will be used at the symposium. These slides and additional information regarding the symposium, can be found at the link below: http://www.arb.ca.gov/planning/sip/2006sym/2006sym.htm If you have any questions or need more information, please contact Carol Sutkus of ARB’s Planning and Technical Support Division at (916) 322-1229 or csutkus@arb.ca.gov . ====================================================================== You are subscribed to one of the lists aggregated to make this particular ARB combination listserve broadcast. At a State Implementation Plan (SIP) symposium held on October 12, ARB staff presented an initial overview of concepts under consideration for reducing emissions from sources including but not limited to passenger vehicles, consumer products, heavy duty diesel engines, locomotives, ocean-going vessels, and trucks. At the November 14 workshop, staff would like to receive feedback about the potential control concepts as well as the overall attainment strategies. A workshop agenda and additional information about the potential control concepts will be available approximately one week before the workshop, at http://www.arb.ca.gov/planning/sip/2006wkshp/2006wkshp.htm. The SIPs for 8-hour ozone and PM2.5 are due to the U.S. Environmental Protection Agency in 2007 and 2008, respectively. ARB staff will release a final proposed strategy in early 2007. The Board will consider the proposal as an addition to the California SIP at a public hearing in spring 2007. If you have any questions or need more information, please contact Karen Khamou of ARB’s Planning and Technical Support Division at (916) 322-1502 or kkhamou@arb.ca.gov. The Board meeting begins at 9:00 a.m. and will be held at the California Public Utilities Commission Auditorium, 505 Van Ness Avenue, San Francisco, California 94102. This is the third item on the Board agenda ( http://www.arb.ca.gov/board/ma/2006/ma111606.htm ); the first two items are expected to be short. The meeting notice, to be posted at http://www.arb.ca.gov/planning/gmerp/gmerp.htm, will include details on how to provide your comments to the Board orally or in writing. You can also watch the meeting via webcast at http://www.arb.ca.gov/app/calendar/cal_wbcst.php . This is the first regular update on implementation of the Plan approved by the Board on April 20, 2006. The Plan is designed to identify and initiate specific actions to reduce the emissions and health risk associated with pollution from the ships, trucks, locomotives, harbor craft, and cargo equipment that operate at ports and move goods throughout the State. The Plan includes an analysis of the health impacts from goods movement and identifies strategies to cut emissions in each sector to protect public health. The Board directed staff to report back on progress made in developing and implementing the emission reduction strategies, as well as the status of funding mechanisms and updates to the health impacts analysis.
