The Carl Moyer Program provides incentive funds to help pay the incremental costs of cleaner-than-required engines and equipment. The purpose of the meeting is to discuss the new On-Road Voucher Incentive Program being developed. The On-Road Voucher Incentive Program takes the current criteria of the Carl Moyer Program Fleet Modernization program and streamlines the requirements for both participants and air districts. By streamlining the guideline requirements, the goal of the voucher program is to allow opportunities for small fleets (3 or less vehicles) to replace their older heavy-duty diesel vehicles more quickly with cleaner diesel vehicles. Small fleet owners that operate vehicles with 1993 or older model year diesel engines in California 75 percent of the time may be eligible for funding towards the purchase of a vehicle that has a 2007 or newer diesel engine. Prior to this workgroup, the draft project criteria and policies will be posted at http://www.arb.ca.gov/msprog/moyer/voucher.htm in order for various stakeholders to review and provide feedback on the Voucher Incentive Program. The Voucher Incentive Program (VIP) provides funding to replace 1993 and older, high-polluting vehicles with 2007 and newer, lower-polluting vehicles. The Providing Loan Assistance for California Equipment (PLACE) Program is a program that increases the availability of loan funding available to help fleets reduce emissions. Below are quick summaries of each program and websites for more information. The Carl Moyer Memorial Air Quality Attainment Program on-road heavy-duty vehicle Voucher Incentive Program is now available! The VIP offers funding amounts of either $30,000 or $35,000 for small fleets (3 or less vehicles) to replace their older heavy-duty diesel vehicles with a new or used 2007 or newer model year vehicles. To participate, must have: · Owned and operated in California 75% of the time for the previous 2 years · 1-3 heavy-duty diesel vehicles in their fleet · Old diesel vehicles with a declared Gross/Combined Gross Vehicle Weight range greater than 60,000 lbs. Agricultural fleets reporting on March 31, 2009 must provide the odometer reading of their vehicles as of January 1, 2010. At the board hearing held on December 9, 2009 the California Air Resources Board (ARB) directed staff to propose amendments to the Truck and Bus Regulation that would provide additional flexibility for fleets adversely affected by the economy. The board asked staff to evaluate alternatives that would meet emission targets and to focus on smaller businesses. The Board also asked staff to consider changing the March 31, 2009 reporting date (except agricultural fleets and fleets with two engine sweepers) to provide more time for fleets to submit their vehicle information. Staff is now preparing its analysis and will be drafting suggested amendments for review. Staff plans to hold public workshops in early 2010 to obtain stakeholder input. The first reporting deadline will be in a few months from now on March 31, 2010. Fleets that need to report by March 31, 2010 include the following: · fleets with qualifying agricultural vehicles · fleets that plan to take advantage of the vehicle retirement credits · fleets that install PM filters before January 1, 2010 · fleets with two engine sweepers The first clean-up deadline in the regulation is January 1, 2011. Fleets that take advantage of the flexibility provisions to comply with the regulation must report by January 31, 2011. There has also been some confusion on whether the Truck and Bus regulation has been amended or delayed. The regulation is in full effect and has not been delayed or postponed in any way. However, on December 9, 2009 staff provided an informational update to the Board and the Board asked staff to bring back proposed amendments to the Truck and Bus Regulation that would provide additional flexibility primarily for smaller fleets that are adversely affected by the economy. Staff is now preparing its analysis and will hold public workshops in early 2010 to obtain stakeholder input on proposed changes. Staff plan to publish a Staff Report in time for the amendments to be formally considered at the April 22, 2010 Board Hearing. No changes can take effect until the Board formally amends the regulation.
