The amended Truck and Bus Regulation delays the initial requirement to phase-in installation of PM filters by one year to January 1, 2012 and extends the time before a vehicle equipped with a PM filter would have to have an engine that meets 2010 model year emission standards. The amendments also defer initial engine replacements for older vehicles without PM filters for two years until January 1, 2015 at the earliest. Prior to 2020, replacements are limited only to 20 year old or older trucks that are not equipped with PM filters. The Fleet Calculator is an Excel spreadsheet to assist fleet owners in evaluating various compliance strategies to comply with the Truck and Bus regulation. This update (version C) now includes a compliance option for log trucks, and corrects the alternative fueled vehicle credit calculation. No other significant changes were made. In addition, staff has posted an online search feature that allows anyone to look up the company name of fleets that have reported to the ARB to comply with the Truck and Bus regulation. ARB staff is working with crane operators, crane manufacturers, and other organizations to investigate and understand safety and certification concerns and how best to determine which PM filter retrofits can be installed. The extension will allow additional time to collect necessary data that can be used to determine how safety and feasibility concerns should be addressed for cranes. The regulation requires diesel trucks and buses that operate in California to be upgraded to reduce emissions. Heavier trucks must be retrofitted with PM filters beginning January 1, 2012, and older trucks must be replaced starting January 1, 2015. By January 1, 2023, nearly all trucks and buses will need to have 2010 model year engines or equivalent. The regulation applies to nearly all privately and federally owned diesel fueled trucks and buses and to privately and publicly owned school buses with a gross vehicle weight rating (GVWR) greater than 14,000 pounds. This regulation does not apply to drayage trucks that transport marine containers. Small fleets with three or fewer diesel trucks can delay compliance for their heavier trucks by reporting. Fleet owners can also report and take advantage of other provisions that delay compliance for their heavier trucks. Only diesel particulate matter (PM) filters or other devices that have been verified by the ARB to meet rigorous emission reduction and durability demonstration requirements can be used to comply. Cleaire Advanced Emission Controls, Inc. (Cleaire) is voluntarily recalling its LongMile diesel particulate matter (PM) filter system free of charge to affected owners. Cleaire is either replacing the LongMile’s existing metal filter with a certified silicon carbide core or a certified catalytic Cleaire Muffler Module (CMM) over a prescribed recall schedule, or removing the entire system from the vehicle. Cleaire is directly contacting affected vehicle owners to coordinate the replacement of the LongMile system or its components and will renew the warranty once the modifications are made. Please be sure to contact your Cleaire representative to coordinate making the modifications. As a condition of the terms of the recall, Cleaire will provide affected fleets appropriate documentation identifying the vehicle as subject to the LongMile recall. The ARB is allowing for the continued operation of affected vehicles that are impacted by the LongMile recall so long as appropriate documentation, as provided by Cleaire, is carried with the affected vehicle at all times. Additionally, this recall will not impact or otherwise affect the ability of fleets to retain early compliance credits that may have been accrued with the installation of the original LongMile system. The letter reminds fleets that heavier vehicles with 2000 to 2004 model year engines that they must have verified soot filters and/or upgrades to newer vehicles by January 1, 2013. Similar requirements for vehicles with 1996 to 1999 model year engines became effective earlier this year. Vehicles may also be eligible for certain flexibility options. The letter can be found at: http://www.arb.ca.gov/msprog/truckstop/pdfs/enf-tb-letter2.pdf ARB intends to promptly enforce the January 1, 2013 requirements. Non-compliant vehicles may not be operated in California and will be assessed penalties that start at a minimum of $1,000 per violation per month and increase significantly over time. This notice was sent to help alleviate concerns from motorhome owners who inadvertently received a letter from ARB indicating they may be required to take action by January 1, 2013 to comply with the regulation. While exempt from the regulation, the mailing list failed to exclude personal use motorhome owners. This unfortunately caused some confusion regarding compliance requirements. Nearly all trucks and buses with a manufacturer’s gross vehicle weight rating greater than 14,000 pounds that operate in California are required to be upgraded to reduce exhaust emissions between now and 2023. To comply with these requirements, fleet owners can upgrade exiting engines by installing verified diesel PM filters, or by upgrading to cleaner engines or vehicles. These regulations are part of the State’s plan to meet federal ambient air quality standards and to protect public health.
