The Online Reporting Guide now has instructions on how to opt-in to the Low Mileage Agricultural and Construction Truck extensions for the first time, and it is available at http://www.arb.ca.gov/msprog/onrdiesel/documents/reportingguide.pdf Other information on how to report compliance with the Truck and Bus regulation is at http://www.arb.ca.gov/msprog/onrdiesel/reportinginfo.htm. If you have questions, please call our toll free diesel regulation information line at 1-866-6DIESEL (1-866-634-3735) or e-mail 8666diesel@arb.ca.gov. Background The regulation requires diesel truck and bus owners to take steps to reduce their engine emissions. The regulation is a part of the State's plan to meet federal ambient air quality standards and to protect public health, particularly near roadways and distribution centers where exposure frequently reaches unhealthy levels. Nearly all trucks and buses with a manufacturer's gross vehicle weight rating greater than 14,000 pounds that operate in California are required to be upgraded from 2012 to 2023 to reduce exhaust emissions. Most heavier trucks and buses (with a gross vehicle weight rating greater than 26,000 pounds) are required to have a particulate matter filter by January 1, 2014. There are certain exceptions to these requirements for owners that have reported to use flexibility options allowed under the regulation. These include, but are not limited to, certain agricultural and limited-use construction trucks, low-use vehicles, and vehicles operated in certain rural areas. ====================================================================== You are subscribed to the onrdiesel mailing list. This includes good faith efforts that truck owners and operators have taken prior to January 1, 2014. Truck owners and operators also have until January 31, 2014, to take advantage of the following extended opt-in periods outlined in the November 2013 Regulatory Advisory: • Existing low-mileage agriculture vehicles • Existing Low-mileage construction trucks • Existing PM phase-in requirements • Low-use exemption • NOx exempt areas Truck owners and operators that need to demonstrate to motor carriers, brokers and dispatchers that they are in compliance with the regulation should note that the quickest way to obtain a verification certificate is to report on-line. Reports received through the mail can take several weeks to process before a certificate can be issued. Motor carriers, brokers and dispatchers If a fleet owner does report to ARB, they have until January 31 of each compliance year to do so. Therefore, it is not necessary for motor carriers, brokers, and dispatchers to obtain a certificate to verify compliance from January 1 to January 31 of each compliance year. However, the responsible hiring party should obtain a written statement from the vehicle owner that verifies that their fleet is in compliance with the Truck and Bus regulation during the month of January in lieu of a certificate. This statement may also be used to confirm compliance for fleets that do not report and are using the engine model year schedule. The responsible hiring party must perform due diligence by confirming that compliance statements are factual in the contract. If you become aware that one or more vehicles in a fleet do not comply, then you cannot continue to use the services of the fleet. The amendments are designed to provide new flexibility to truckers working to clean up their aging diesel fleets while better protecting the important emission benefits the regulation provides. The Board will consider the proposed amendments at its April 2014 meeting. In developing these amendments, staff focused on three objectives: •Protecting emission reductions by providing lower cost compliance options to small fleets, low mileage fleets, and certain rural fleets. •Providing new opportunities for fleets to access public incentive funds. •Recognizing fleets that made early investments to comply. To achieve these objectives and benefits, staff is proposing amendments to the regulation to provide additional regulatory flexibility to small fleets, lower mileage fleets and fleets in certain areas that have made substantial progress towards cleaner air. If approved, the amendments would better protect the emissions benefits of the regulation that are necessary to meet California’s air quality obligations under the federal Clean Air Act, as well as the goals of the ARB’s Diesel Risk Reduction Plan. The proposed changes include: •A longer phase-in period for diesel particulate matter (PM) requirements for trucks that operate exclusively in certain rural areas with cleaner air. •Additional time and a lower cost route for all small fleet owners to meet their PM compliance requirements, while reopening opportunities for these fleet owners to apply for and receive public incentive funding. •A compliance route for owners currently unable to qualify for a loan to finance required upgrades. •Adjusted schedules for low-use vehicles and certain work trucks. •Recognition of fleet owners who took action to comply by providing additional “useable life” for retrofit trucks and reducing near-term compliance requirements. A brief summary of the proposed changes and information about the rulemaking are available at http://www.arb.ca.gov/msprog/onrdiesel/amend14.htm . Background The Truck and Bus regulation was approved by the Air Resources Board (ARB or Board) on December 12, 2008, to reduce emissions of diesel particulate matter (PM), oxides of nitrogen (NOx), and other criteria pollutants from about one million in-use diesel trucks and buses. The regulation requires newer heavier trucks and buses to meet PM filter requirements beginning January 1, 2012. Lighter and older heavier trucks must be replaced starting January 1, 2015. By January 1, 2023, nearly all trucks and buses will need to have 2010 model year engines or equivalent. California is in a drought emergency. Visit www.SaveOurH2O.org for water conservation tips. The purpose of this dialogue is to provide an opportunity for open, interactive discussions with staff and between attendees. Materials, including an agenda, will be posted on the Sustainable Freight Transport Initiative website at: http://www.arb.ca.gov/gmp/sfti/sfti.htm no later than May 1, 2014. The forum will be held at the following time and place: Date: Monday, May 5, 2014 Time: 10:00 am to 3:00 pm Place: Cal/EPA Headquarters Building Coastal and Sierra Hearing Rooms, 2nd Floor 1001 I Street Sacramento, California 95814 Background California’s freight transportation system is a multi-modal system designed to move freight across the State, the nation, and the globe. The freight system is a critical part of our economy and a significant contributor to our air quality concerns. The collective efforts of impacted communities, the logistics industry, air quality agencies, and the ports have yielded significant progress in reducing the air pollution impacts from the movement of freight or goods. On January 23, 2014, the Board adopted resolution 14-2, which directed staff to engage all interested stakeholders to provide input on the development of a Strategy document by the end of 2014. The purpose of the Strategy is to identify and prioritize actions that move California towards a sustainable freight transport system that is characterized by improved efficiency and zero or near-zero emissions. If you have questions regarding the forum, please contact Ms. Lea Yamashita, Air Pollution Specialist, at (916) 323-0017 or lyamashi@arb.ca.gov. The approved amendments are intended to better ensure that the air quality benefits originally envisioned by the regulation will be achieved, while concurrently providing additional flexibility to vehicle owners. An advisory has been made available to explain how truck and bus owners can plan for and take advantage of recently approved amendments to the Truck and Bus regulation. The advisory also describes the steps owners that previously claimed good faith efforts must now take to comply. For more information: The advisory is available at http://www.arb.ca.gov/msprog/onrdiesel/regulation.htm Other information on how to report compliance with the Truck and Bus regulation is at http://www.arb.ca.gov/msprog/onrdiesel/reportinginfo.htm If you have questions, please call our toll free diesel regulation information line at 1-866-6DIESEL (1-866-634-3735) or e-mail 8666diesel@arb.ca.gov Background: The regulation requires diesel truck and bus owners to take steps to reduce their engine emissions. The regulation is a part of the State's plan to meet federal ambient air quality standards and to protect public health, particularly near roadways and distribution centers where exposures frequently reach unhealthy levels. Nearly all trucks and buses with a manufacturer's gross vehicle weight rating greater than 14,000 pounds that operate in California are required to be upgraded between 2012 and 2023 to reduce exhaust emissions. Most heavier trucks and buses (with a gross vehicle weight rating greater than 26,000 pounds) will be required to have a PM filter by January 1, 2014. There are certain exceptions to these requirements for owners that have reported to use flexibility options allowed under the regulation. These include, but are not limited to, certain agricultural and limited-use work trucks, low-use vehicles, and vehicles operated in certain rural areas. Additional information about the regulation is at: http://www.arb.ca.gov/msprog/onrdiesel/documents/FSRegSum.pdf California is in a drought emergency. Background California’s freight transportation system is a multi-modal system designed to move freight across the State, the nation, and the globe. The freight system is a critical part of our economy and a significant contributor to our air quality concerns. On January 23, 2014, the Board adopted Resolution 14-2, which directed staff to engage all interested stakeholders to provide input on the development of a Strategy document by the end of 2014. The purpose of the Strategy is to identify and prioritize actions that move California towards a sustainable freight transport system that is characterized by improved efficiency, zero or near-zero emissions, and increased competitiveness in the logistics system. ARB and its agency partners are developing technology assessments for trucking, rail, ships/ports, cargo handling equipment, commercial harbor craft, fuels and air cargo to inform the Sustainable Freight Strategy and upcoming State Implementation Plans. More information on these assessments, including separate upcoming workshops in early September, can be found at: http://www.arb.ca.gov/msprog/tech/tech.htm California is in a drought emergency. The advisory is available at: http://www.arb.ca.gov/msprog/onrdiesel/regulation.htm Other information on how to report compliance with the Truck and Bus Regulation is at http://www.arb.ca.gov/msprog/onrdiesel/reportinginfo.htm.. If you have questions, please call our toll-free diesel regulation information line at 1-866-6DIESEL (1-866-634-3735) or e-mail 8666diesel@arb.ca.gov. You may also visit our website at http://www.arb.ca.gov/msprog/truckstop/truckstop.htm to obtain additional information about how to comply with the Truck and Bus regulation. Background The Air Resources Board (ARB or Board) approved amendments to the Truck and Bus Regulation (regulation) at its April 24-25, 2014 meeting. The approved amendments are intended to better ensure that the air quality benefits originally envisioned by the regulation will be achieved by providing additional compliance flexibility to vehicle owners. The regulation requires diesel truck and bus owners to take steps to reduce their engine emissions. The regulation is a part of the State's plan to meet federal ambient air quality standards and to protect public health, particularly near roadways and distribution centers where toxic emission exposures can be high. Nearly all trucks and buses with a manufacturer's gross vehicle weight rating greater than 14,000 pounds that operate in California are required to be upgraded between 2012 and 2023 to reduce exhaust emissions. Most heavier trucks and buses with a gross vehicle weight rating greater than 26,000 pounds were required to have a particulate matter (PM) filter by January 1, 2014. There are certain exceptions to these requirements for owners that have reported to use flexibility options allowed under the regulation. These include, but are not limited to, certain agricultural and limited-use work trucks, low-use vehicles, and vehicles operated in certain rural areas. Additional information about the regulation is at: http://www.arb.ca.gov/msprog/onrdiesel/documents/FSRegSum.pdf To comply with the PM filter requirements, owners can upgrade existing engines by installing PM filters that are Verified Diesel Emission Control Strategies approved by ARB, or by upgrading to cleaner engines or vehicles. A list of Verified Diesel Emission Control Strategies that have been approved by ARB can be found at: http://www.arb.ca.gov/diesel/verdev/vt/cvt.htm California is in a drought emergency. These include, but are not limited to, certain agricultural and limited-use work trucks, low-use vehicles, and vehicles operated in certain rural areas. California is in a drought emergency.
