Date: Thu, 8 Apr 2004 16:32:39 -0700 Subject: pmmeasures Workshop on PM Measures List Required by State Law (SB 656) From: pvelasco@arb.ca.gov The staff of the California Air Resources Board (ARB or Board) invites you to participate in a public workshop, to be held Thursday, May 6,2004, to provide input on the proposed list of ARB and air district measures to reduce particulate matter prepared to meet the requirements of Senate Bill 656 (SB 656, Sher, 2003). This list will reflect air district rules adopted as of January 1, 2004 and State regulations adopted as of April 2004. For information, we are also including the new ARB measures to be developed as part of the 2003 State and Federal Strategy for the California SIP and the Diesel Risk Reduction Plan. The Board is currently scheduled to consider the proposed measures list and the implementation schedule in July 2004. This effort is in response to State law requirements. The resulting list of measures does not automatically become part of the SIP. However, air agencies may choose to propose some of the strategies for inclusion in future SIPs for PM2.5. Below is a note from our Mobile Source Control Division staff regarding a rulemaking that may interest you. ARB is starting work on a diesel particulate matter (PM) control measure for in-use mobile off-road diesel-fueled engines greater than 25 horsepower (off-road equipment rule). The off-road equipment rule will be designed to reduce diesel PM emissions from construction, mining, airport ground support, logging, and industrial equipment such as forklifts. The rule will not cover equipment used in agricultural operations, portable equipment, cargo handling equipment used at ports and intermodal rail facilities, or equipment already covered by another rule or agreement. The first workshops to discuss the off-road equipment rule will be held November 16, 2004 in Sacramento and November 17, 2004 in El Monte. The Board approved the list of air district measures with the addition of three rules. A sumary of the additional measures and the resulting approved list of air district measures have been posted on ARB's web site at : http://www.arb.ca.gov/pm/pmmeasures/pmmeasures.htm This effort is in response to State law, which requires (1) ARB to approve a list of measures local air districts could use to reduce PM; and (2) districts to identify appropriate measures for their jurisdiction and adopt a schedule by July 2005 for rule development and implementation.
