Section 44286 of the Health and Safety Code grants ARB the authority to reserve up to ten percent of the program's funding for qualifying projects that are multi-district in nature. ARB has set aside $2.928 million for multi-district projects in this fiscal year. This e-mail formally solicits applications from private and public entities and all California air districts. ARB will receive applications until 5 PM, April 18, 2005. BACKGROUND: At a Air Resources Board public hearing on February 26, 2004, there was much discussion about the large number of portable engines operating in the State without local district permits or PERP registration. Because of this concern, the Board directed ARB staff to conduct a statewide portable equipment inspection program to find these “scofflaws” and to bring them into regulatory compliance within district permit programs or registration in PERP. In addition, staff was directed to report back to the Board with the results of the inspection program. The Project was a 12-month cooperative effort of ARB’s Enforcement and Stationary Source Divisions (ED and SSD, respectively), with ED acting as the Project lead. As part of this effort, findings and recommendations are provided in the Project Report (Report) to help improve the enforceability of the PERP regulation. By law, the districts play an important role in enforcing the requirements of the PERP regulation (California Health & Safety Code §41755.a). Therefore, the Project was accomplished in coordination with the Californian Air Pollution Control Officers Association (CAPCOA) and local district personnel.
