Retrofit DPF’s has been verified by ARB to effectively reduce diesel emissions from diesel-fueled internal combustion engines by at least 85% and original equipment manufactured devices help achieve the 0.01 gram per brake horsepower particulate matter (PM) on-road standard. From: tmanders@arb.ca.gov In reviewing the drayage truck registration (DTR) information, we have identified a common mistake in the reporting of truck and engine information. In general, the truck and engine model years are being reported as the same year (i.e., 2007 truck MY and 2007 engine MY). Often this is incorrect and the engine model year falls one year behind the truck. We are requesting that truck owners verify the engine model years submitted to the DTR. Please check the truck and engine information by logging into your account at: https://arber.arb.ca.gov/Welcome.arb?prg=dtr and review and/or edit the truck and engine information if necessary. Incorrect information submitted to the registry is a violation of the drayage truck regulation and could be subject to enforcement action. Enforcement consists of on-site inspections of trucks at ports and rail yards, the processing of noncompliant truck reports submitted by terminals and rail yards, and audits. Truck owners, motor carriers, terminals, and rail yards must meet regulatory requirements or risk enforcement action, including significant fines. Additionally, The Air Resources Board is continuing to partner with the California Highway Patrol to monitor drayoff activity and to ensure the swift enforcement of other truck regulations in conjunction with CHP’s safety inspections. To avoid citations and fines for trucks serving ports and intermodal rail yards, motor carriers and truck owners should ensure that each truck: ­ Is registered in ARB’s Drayage Truck Registry and all of the information in the Registry is accurate, especially data on engine model year and emission control equipment. ­ Complies with the emission control requirements of ARB’s Drayage Truck Regulation, based on engine model year. ­ Meets ARB rules to prevent excess smoke and nonessential idling, and has the required engine label. Emission control and labeling requirements also apply to a transport refrigeration unit (TRU) on the container or trailer. Motor Carriers are required to dispatch only compliant trucks to ports and rail yards. Compliant means both accurately registered in the Drayage Truck Registry and emission compliant. A truck’s compliance status for the Drayage Rule can be checked at: https://arber.arb.ca.gov/publicDtrSearch.arb Terminals and Rail Yards must provide the information set forth in the regulation for each noncompliant truck entering their facility. At that meeting, the Board asked staff to develop changes to the regulations that would reduce their economic impact on affected businesses during the ongoing economic recession, while continuing to protect public health, meet federal clean air deadlines, and move forward through uncertain economic times. The Board also directed staff to consider approaches to give credit to firms that have already complied with the performance requirements of the regulations. In May of 2010, staff held a first series of workshops to receive feedback on general proposals to amend the off-road regulation and truck and bus regulation and the emission inventories underlying both regulations. Then, in June and July of 2010, staff held a second series of workshops to request additional feedback on the proposed amendments to both regulations. At each workshop, staff also solicited comments on the proposed amendments to the drayage truck regulation, and the Heavy-Duty Vehicle Greenhouse Gas Emission Reduction Regulation (tractor-trailer GHG regulation). The basic proposed changes are: 1) Language to sunset the Drayage Truck Regulation in 2017. Starting in 2017, all trucks in California will fall under the Truck and Bus Rule. 2) Language to include class 7 trucks under the Drayage Truck Regulation and require a retrofit by 2014. 3) Language to include drayage trucks operating off of port and rail yard grounds - to stop the practice of circumventing the regulation by transferring cargos between emission compliant trucks and non-emission compliant trucks (dray-off). 4) Elimination of the current 2014 Phase 2 requirement that mandates drayage trucks operate 2007+ standard engines by 2014. This will allow retrofitted trucks to operate until 2020 or later depending on engine model year.
