Significant improvements in efficiency and the use of renewable fuels are also needed to meet the Governor’s 50 percent petroleum reduction target by 2030, and continued reductions in diesel PM and air toxics are necessary to protect public health. Achieving each of these goals will require a transition to zero and near-zero emission technologies in all mobile sources. The Draft Overview highlights technology and fuels that could help us achieve those goals, and covers several heavy-duty technology sectors, including: • trucks and buses • transport refrigeration units • locomotives • fuels – both conventional and alternative fuels • ocean-going vessels • commercial harbor craft (SCAQMD lead) • cargo handling equipment, and • aviation – including aircraft and ground support equipment This technology assessment is on-going and focuses not only on zero and near-zero emission technologies that will ultimately be necessary to meet long-term air quality and climate goals, but also on improvements to conventional technologies and gains in vehicle and freight system operational efficiency that could provide substantial near-term emissions reductions and help facilitate the transition to zero and near-zero emission technologies. The Draft Overview is now posted. More detailed draft assessments for each of the sectors listed above will be posted in 2015, as the drafts are completed. The draft sector reports will evaluate how each technology works, the fuels necessary to power each technology, as well as its state of market readiness, costs, environmental benefits, technology performance, and current deployment challenges. The technologies summarized in the draft assessment are separated into two categories: 1) engine/powerplant and drivetrain optimization technologies, and 2) vehicle and trailer efficiency technologies. The draft technology assessment can be viewed and downloaded from the ARB’s technology and fuels assessment webpage at: http://www.arb.ca.gov/msprog/tech/tech.htm We encourage interested parties to submit comments on the draft technology assessment through the technology and fuels assessment web page for public comments at: http://www.arb.ca.gov/msprog/tech/techreport/comments.htm. On April 22, 2015, ARB held a symposium on California's development of its Phase 2 GHG emission standards for on-road medium- and heavy-duty vehicles, which included discussion of the draft technology assessment. Representatives from government agencies, engine and vehicle manufacturers, component suppliers, environmental policy and technical research organizations, and trucking fleets discussed strategies and technologies available to reduce GHG emissions. Background: As a leader in climate action, California is committed to reducing GHG emissions, and has in place a unique set of climate goals to ensure measurable progress: • Reduce GHG emissions to 1990 levels by 2020 • Achieve a 40 percent reduction in GHG emissions from 1990 levels by 2030 • Achieve an 80 percent reduction in GHG emissions from 1990 levels by 2050 • Reduce petroleum use in cars and trucks by up to 50 percent by 2030 • Produce at least 50 percent of electricity from renewable sources by 2030 Heavy-duty vehicles greater than 8,500 pounds emit about a fifth of the total GHG emissions associated with transportation sources in the State, which is about 8 percent of the statewide total. Because trucking emissions are such a significant source of GHG emissions, achieving reductions within the trucking sector is a key component in the strategy to meet California’s climate goals. At the national level, the U.S. Environmental Protection Agency (U.S. EPA) and U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA) jointly adopted GHG emission standards and fuel economy standards for medium- and heavy-duty engines and vehicles in 2011. Informally known as the “Phase 1” GHG regulations, these regulations established national GHG emission standards for heavy-duty on-road trucks. These regulations phase in between 2014 and 2019. In 2013, ARB approved California regulations nearly identical to the federal Phase 1 regulations. This action provided California with the ability to certify engines and vehicles to the new standards, as well as to enforce them. ARB has closely coordinated with U.S. EPA and NHTSA to develop the technical analyses that inform the stringency of the next round of heavy-duty GHG regulations, known as “Phase 2.” Phase 2 GHG regulations will establish post- 2018 GHG emission standards based on the implementation of new and advanced cost-effective control technologies. U.S. EPA and NHTSA are expected to release the federal Notice of Proposed Rulemaking for the Phase 2 GHG standards later this June. Upon federal adoption of the Phase 2 standards, ARB staff plans to present a proposed California Phase 2 program to the Board, most likely in late 2016 or early 2017. After staff has had the opportunity to conduct a thorough evaluation of the federal Notice of Proposed Rulemaking for the Phase 2 GHG standards, ARB will determine if California’s proposal will need to include provisions that go further than the federal program in order to meet California’s unique climate and air quality goals. The draft technology assessment evaluates the fuel consumption reduction potential of various technologies that can be installed on heavy-duty trucks to improve fuel efficiency and are the same technologies evaluated by U.S. EPA and NHTSA as part of the federal Phase 2 regulatory development process. The technology assessments were prepared by staff from ARB, along with the South Coast Air Quality Management District (SCAQMD) staff. They were discussed at workshops in September 2014 and at the December 2014 ARB board meeting. The funding opportunity was approved by the Board as part of the Fiscal Year 2014-15 Funding Plan for the Assembly Bill 118 Air Quality Improvement Program and Low Carbon Transportation Greenhouse Gas Reduction Fund Investments. Up to $23,658,500 is available for this project. This project, along with the separate Zero-Emission Drayage Truck Demonstration Project, is part of a $50 million allocation for advanced technology freight demonstrations. These two projects complement a separate project to deploy early commercial zero-emission trucks and buses which will be solicited later this year. Solicitations for each Fiscal Year 2014-15 demonstration and pilot project will be released separately. This project is intended to demonstrate multiple types of equipment and vehicles employing zero and near zero-emission technologies at one freight facility located within, or with the project directly benefitting, disadvantaged communities (see www.calepa.ca.gov/EnvJustice/GHGInvest/). Such technologies support ARB’s long term objective of transforming the on- and off-road mobile source fleet into one utilizing zero and near-zero emission technologies to meet air quality and climate change goals. These goals include: •Meeting 2023 and 2032 ambient ozone air quality standards, which staff estimates will require a 90 percent reduction in NOx emissions below the 2010 baseline emission inventory in the South Coast air basin, with substantial reductions needed in the San Joaquin Valley and other non-attainment areas of the state as well; •Meeting the newly proposed federal ozone standard, which staff estimates will be even more challenging to attain than the 2032 standard; •Reduce greenhouse gas (GHG) emissions to 1990 levels by 2020; •Achieve a 40 percent reduction in GHG emissions from 1990 levels by 2030; •Achieving an 80 percent reduction in GHG emissions from 1990 levels by 2050; •Reduce petroleum use in cars and trucks by up to 50 percent by 2030; and •Produce at least 50 percent of electricity from renewable sources by 2030. To meet these goals, a long-term transformation of the mobile source fleet into one utilizing zero and near-zero emission technologies is needed. Heavy-duty vehicles greater than 8,500 pounds emit about a fifth of the total GHG emissions associated with transportation sources in the State, which is about eight percent of the statewide total. In addition, these vehicles account for 33% of NOx emissions from all statewide sources. Because trucking emissions are such a significant source of GHG and criteria pollutant emissions, achieving reductions within the trucking sector is a key component in the strategy to meet California’s climate and air quality goals. The technology assessments were prepared by staff from ARB, along with the South Coast Air Quality Management District (SCAQMD) staff. They were discussed at workshops in September 2014 and at the December 2014 ARB board meeting. Short-lived climate pollutants (SLCPs) include methane, black carbon, and fluorinated gases. They are powerful climate forcers that remain in the atmosphere for a much shorter period of time than longer-lived climate pollutants, including carbon dioxide. Their relative potency, when measured in terms of how they heat the atmosphere, can be tens to thousands of times greater than that of carbon dioxide. Senate Bill 605 (Lara, Chapter 523, Statutes of 2014) requires ARB, in coordination with other state agencies and local air districts, to develop a SLCP Strategy by the end of 2015, to reduce SLCP emissions in California. The Draft Strategy describes ongoing and potential new measures to reduce SLCP emissions from major sources in the State, and describes current and future research needs for improving the SLCP emission inventory and better understanding potential mitigation measures. The FY 2014-15 State budget appropriated $200 million to ARB for Low Carbon Transportation projects, and the FY 2015-16 State budget appropriated $95 million to ARB with additional funding still pending before the Legislature. ARB expects to receive another appropriation for Low Carbon Transportation investments from the Greenhouse Gas Reduction Fund the FY 2016-17 State Budget. The Action Plan will include specific recommendations, actions, investments, and milestones agencies can consider developing and build a sustainable freight transportation system that will demonstrate California’s private and public leadership in advancing statewide and national freight priorities, objectives, and goals, and accomplishing statewide goals, such as the targets identified in the Executive Order. The State will establish clear targets for improving freight efficiency and transitioning to zero-emission technologies in the freight transport system, while continuing to support California’s economy. The Action Plan will identify State policies, programs, and investments that can achieve those targets. The State will also initiate work on identifying corridor level freight pilot projects within the State’s primary trade corridors that achieve the targets set by the Executive Order by integrating advanced technologies, alternative fuels, freight and fuel infrastructure, and local economic development opportunities.
