Date: Thu, 13 Nov 2014 16:24:21 -0800 Subject: arbcombo -- Extended Compliance for Vehicles with a Cleaire Muffler Module From: rding@arb.ca.gov The Air Resources Board (ARB) staff has issued a mail-out advisory to address compliance with existing in-use regulations for owners affected by the recall of the LongMile diesel particulate (PM) filter system. This advisory only applies to vehicles subject to the Transit Fleet Vehicle Regulation, the Urban Bus Regulation, the Public Agency and Utility Fleet Regulation, and the Solid Waste Collection Vehicle Regulation. ARB is allowing vehicle owners that have installed a retrofit PM filter, which became subject to the recall, to continue operating vehicles with the Cleaire Muffler Module (CMM) configuration until August 16, 2017, as long as the vehicle remains in the fleet. After August 16, 2017, the CMM must be removed and replaced with another available PM filter retrofit. Background: ARB has adopted a number of regulations that require diesel engine owners to take steps to reduce their engine emissions. Nearly all trucks and buses with a manufacturer’s gross vehicle weight rating greater than 14,000 pounds that operate in California are required to be upgraded to reduce exhaust emissions. To comply with these requirements, fleet owners were required to upgrade exiting engines by installing verified diesel PM filters, or by upgrading to cleaner engines or vehicles. These regulations are part of the State’s plan to meet federal ambient air quality standards and to protect public health.
