To: Interested Parties The 2005 ARB/Railroads Statewide Agreement requires the ARB and Union Pacific Railroad and BNSF Railway to prepare Health Risk Assessments (HRAs) for major railyards in the state. The ARB and railroads have agreed to prepare nine draft rail yard HRAs by December 31, 2006 and an additional seven draft rail yard HRAs by December 31, 2007. The draft rail yard HRAs will include emissions of toxic air contaminants (TACs) from emission sources at each of the designated railyards including resident and transient locomotives, on- and off-road equipment, and stationary equipment, and the associated health risk from on-site activities. Under the Agreement, the ARB staff is required to prepare guidelines to ensure that consistent data and methodologies are employed statewide in the development of the railyard HRAs. At this time, we are requesting public comment on the draft railyard HRA guidelines. The Board meeting begins at 9:00 a.m. and will be held at the California Public Utilities Commission Auditorium, 505 Van Ness Avenue, San Francisco, California 94102.
