At the April 20, 2006 Air Resources Board meeting, staff presented the results of a health impacts analysis related to goods movement in California. This analysis can be found in Appendix A at http://www.arb.ca.gov/planning/gmerp/gmerp.htm . Staff also informed the Board of plans to revise the health impacts methodology by updating it with new health information that relates changes in PM2.5 exposures to premature death. Staff reviewed all relevant literature and revised its methodology, which has undergone peer review by a panel formed by the University of California, Berkeley. The new methodology will be presented to the Board on May 22, 2008. For information on the location and time of the Board meeting, please see the web page at: http://www.arb.ca.gov/board/ma/2008/ma052208.htm For more information on activities related to updating the health impacts analysis methodology, please see the web page at: http://www.arb.ca.gov/research/health/pm-mort/pm-mort.htm . The draft staff report will also be made available at this Web site on the morning of May 22, 2008. Comments on the methodology should be emailed to Dr. Hien Tran at htran@arb.ca.gov or FAXed to (916)323-1045 or (916)322-4357 by July 11, 2008. This new methodology and results will be discussed in detail at a public workshop on: June 25, 2008 10:00 am to 12:00 noon Sierra Hearing Room (2^nd floor), Cal/EPA Headquarters 1001 I Street, Sacramento, CA In the draft methodology, staff has incorporated new health information that relates changes in PM2.5 exposures to premature death and developed a new relative risk of a 10% increase in premature death per 10 mg/m3 increase in exposure. Staff also recommended that a range of 7 mg/m3 to 2.5 mg/m3 be used as the lowest level of PM2.5 that can be associated with the increased risk. In the report, staff also updated the ambient air quality database to years 2004-2006. The draft methodology has undergone peer review by a panel formed by the University of California, Berkeley. Details regarding the new methodology can be found in the staff report titled “Methodology for Estimating Premature Deaths Associated with Long-Term Exposures to Fine Airborne Particulate Matter in California, Draft Staff Report, May 22, 2008”, which can be downloaded from this website: http://www.arb.ca.gov/research/health/pm-mort/pm-mort.htm Paper copies of the staff report are also available and may be requested by email or regular mail at the addresses listed below. The workshop will be Webcast at the following link: http://www.calepa.ca.gov/broadcast/?BDO=1 During the workshop, questions may be emailed to: sierrarm@calepa.ca.gov The workshop can also be attended by conference call using the following information. ARB Staff has been working hard to finalize its two regulatory proposals to reduce PM, NOx and GHG emissions from on-road trucks. These proposals are commonly known as the “Statewide Truck and Bus Rule” and the “AB 32 Truck Efficiency Rule”. An important part of this effort is to complete our analysis of the economic impact on the many different types of fleets that will be affected by these rules. We have also been meeting with many stakeholders, and are analyzing alternative regulatory proposals some have offered. Because of this effort, when coupled with the freeze on overtime associated with the budget impasse, we have concluded we will not be ready for the October, 2008, Board meeting. As a result, we have delayed the Board’s consideration of these two regulatory items to its December 11 & 12, 2008, hearing in Sacramento. On October 24, 2008 the ARB released the staff report titled "Methodology for Estimating Premature Deaths Associated with Long-term Exposure to Fine Airborne Particulate Matter in California." This staff report presents an updated relative risk factor describing the association between PM2.5 and premature death. It also provides an updated threshold level for this relationship. This staff report includes revisions made in response to public comments received by July 11, 2008 on the draft staff report, which was released on May 22, 2008. A supplement to the final report contains all written public comments received. The revisions to the methodology were developed following staff’s review of all relevant scientific literature and two public workshops. The new methodology underwent peer review in January, 2008, by a panel appointed by the University of California, Berkeley. This panel was composed of experts in the fields of epidemiology, air quality measurement, risk management, health effects of air pollution, and biostatistics. Based on the new factor of 10% increase in the risk of premature death per 10 micrograms per cubic meter increase in PM2.5 exposure and an updated threshold value of 5 micrograms per cubic meter, staff estimates that exposure to PM2.5 contributes to about 18,000 premature deaths statewide annually (95% confidence interval: 5,600 to 32,000). For pdf copies of the staff report and the supplement, as well as additional information on the public workshops, comments received, and other activities related to updating the health impacts analysis methodology, please see the Web page at: http://www.arb.ca.gov/research/health/pm-mort/pm-mort.htm. This HRA was prepared under the 2005 Railroad Agreement between ARB and Union Pacific Railroad (UP) and BNSF Railway (BNSF). ARB staff reviewed public comments and incorporated appropriate changes to finalize the HRA on April 18, 2008. Consistent with the Agreement, UP then began the process to develop an initial draft railyard mitigation plan for this facility, with ARB staff providing consultation and technical review on the calculations of emissions and feasibility of control measures. This is UP’s initial draft railyard mitigation plan which has not been approved or endorsed by the ARB, but provides a starting point for discussions with community members. UP and ARB staff would now like to meet with community members and air district staff to discuss UP’s initial draft railyard mitigation plan. This process will allow the public to discuss the control measures in the draft plans, and to identify additional control measures to further reduce the risks identified in the HRAs. The date, time, and location is listed below: December 2, 2008 (Tuesday) 6:30 P.M. - 9:00 P.M. City Hall Council Chambers 15651 E. Stafford Street Industry, CA 91744 The public meeting notice is located at the ARB website: http://www.arb.ca.gov/railyard/community/community.htm#mtgs Staff presentations will be posted on the day of the meeting. Technical Evaluation Document The technical evaluation of each option is based on the following criteria: technical feasibility, potential emission reductions, costs, and relative cost-effectiveness. The overall purpose of this document is to provide a sound technical basis for the ongoing dialogue on how best to achieve further emissions reductions of oxides of nitrogen (NOx) and diesel particulate matter (PM or diesel PM). The Technical Evaluation Document, and related documents, can be found on the ARB website at http://www.arb.ca.gov/railyard/ted/ted.htm This draft report is intended only to provide an initial technical assessment of various options that are available or may be available in the near future to accelerate and provide additional emissions reductions from locomotives and major railyards in California. It is not intended to serve as an implementation blueprint, as it does not evaluate which agency or agencies may have authority to implement such options. The document also does not evaluate what role, if any, the availability of public funding might play in assuring earlier or further reductions. Following receipt and evaluation of the public comments, ARB staff will develop a final report on the technical evaluation of the options. Following the completion of that report, ARB staff will develop a separate draft report for public comment that addresses possible implementation mechanisms. The range of potential mechanisms includes direct regulation, incentive funds, voluntary actions by the railroads, and enforceable agreements with the railroads. This second report will draw on the results of the previous technical evaluation. In developing the second report, ARB staff will again seek public comments. Public Comments Staff is requesting public comments within 60 days of release of the Technical Evaluation Document or by Monday, February 23, 2009. Contact Information If you have questions about the Technical Evaluation Document, please call Mr. Harold Holmes, Manager, Engineering Evaluation Section, at (916) 324-8029 or e-mail: hholmes@arb.ca.gov.
