This HRA was prepared under the 2005 Railroad Agreement between ARB and Union Pacific Railroad (UP) and BNSF Railway (BNSF). ARB staff reviewed public comments and incorporated appropriate changes to finalize the HRA on April 18, 2008. Consistent with the Agreement, UP then began the process to develop an initial draft railyard mitigation plan for this facility, with ARB staff providing consultation and technical review on the calculations of emissions and feasibility of control measures. This is UP’s initial draft railyard mitigation plan which has not been approved or endorsed by the ARB, but provides a starting point for discussions with community members. Rail and locomotive companies may own or operate a variety of vehicles which commonly have rubber tires, such as track maintenance equipment, allowing them to be used off of the rail. If these vehicles are not already covered by the cargo handling equipment regulation, they are subject to the in-use off-road diesel vehicle regulation. Among other things, the regulation requires that off-road diesel vehicles be reported to ARB and labeled, beginning April 1, 2009. The regulation also introduces emission performance standards as early as March 1, 2010, for large fleets. The options were evaluated based on their ability to provide potential emissions reductions beyond existing U.S. EPA and ARB regulations and agreements. The 37 options were evaluated based on the following criteria: technical feasibility, potential emissions reductions, costs, and cost-effectiveness. Since December 2008, staff has incorporated public comments and provided updated information to be released in this revised Technical Options Document. Staff also acknowledges that the data used in this report represents a snapshot in time. Elements such as locomotive fleet composition data are fluid and are influenced by many factors. In addition, other data used to evaluate technological feasibility, potential emission reductions, and costs are also fluid and subject to change. This extension allows trucks awaiting a retrofit or replacement to ability to continue operation at California’s ports and rail yards until their truck is replaced or retrofitted - or April 30, 2010 – whichever comes first. This extension has been revised and updated! The revised extension now also applies to trucks awaiting privately financed replacements or retrofits. To receive this limited four month extension until April 30, 2009, trucks owners must: 1) Register their truck in the Drayage Truck Registry, and 2) Complete a simple cover sheet, and 3) Provide a copy of a purchase order or other acceptable documentation.
