Panelists will discuss how California can most effectively invest these funds to support the goals of Assembly Bill 32 (AB 32) to reduce greenhouse gases, as well as encourage long-term transformation to improve public health and develop a clean energy economy. The public can share ideas about what criteria and programs should be prioritized in the development of an investment plan. ARB will soon be issuing a notice that provides additional detail about the meeting and how to participate. DATE: May 24, 2012 TIME: 1:30 p.m. – 5:00 p.m. PDT PLACE: California Environmental Protection Agency Building Byron Sher Auditorium, 2nd floor 1001 I Street Sacramento, California 95814 A live webcast of the meeting will be available at: http://www.calepa.ca.gov/broadcast/?BDO=1 The meeting notice will be available soon at: http://www.arb.ca.gov/cc/capandtrade/meetings/meetings.htm. BACKGROUND: The Global Warming Solutions Act of 2006 (Chapter 488, Statutes of 2006 [AB 32, Núñez/Pavley]), requires California to reduce statewide greenhouse gas emissions to 1990 levels by 2020 and to maintain and continue reductions beyond 2020. As part of this effort, ARB has developed a cap-and-trade program. The program establishes a statewide emissions limit on sources responsible for 85 percent of greenhouse gases and creates a financial incentive for investment in clean and efficient technologies. Under the program, a portion of allowances required for compliance will be auctioned. Strategic investment of auction funds can further the purposes of AB 32 and deliver long-term economic, environmental, and clean energy benefits. The first auction is scheduled for November 2012 and auctions will be held on a quarterly basis thereafter through 2020. ACCOMMODATION: To request special accommodations or language needs, please contact Carol Wysong at 916.322.0289 as soon as possible, but no later than 10 business days before the scheduled meeting. ARB has determined that UP and BNSF achieved the required Tier 2 Oxides of Nitrogen (NOx) locomotive fleet average - 5.5 grams per brake-horsepower-hour - set forth in the 1998 Locomotive NOx Fleet Average Agreement for the South Coast Air Basin (1998 Agreement). The 1998 Agreement, along with U.S. EPA emission standards for locomotives, has provided the South Coast Air Basin with a reduction of up to 24 tons per day of NOx emissions in 2010. Additionally, ARB staff estimates that the 1998 Agreement has resulted in significant increased usage of cleaner locomotives throughout the State. The 1998 Agreement was signed by ARB, UP, and BNSF in July 1998, and achieves a Tier 2 locomotive NOx fleet average of 5.5 grams per brake horsepower-hour through the accelerated introduction of cleaner locomotives. The UP and BNSF compliance reports are available to the public. The documents can be found on ARB’s 1998 Agreement website: http://www.arb.ca.gov/railyard/1998agree/1998agree.htm If you have questions regarding the 1998 Agreement or the related documents, please contact Mr. Harold Holmes, Manager, Rail Strategies Section, at (916) 324-8029 or hholmes@arb.ca.gov.
