Background: At the 2009 spark-ignition marine watercraft workshop, staff presented a draft proposal to control evaporative emissions from spark-ignition marine watercraft. The draft proposal contained design standards and alternative performance standards for all watercraft that use gasoline-fueled, spark-ignited marine engines. The proposal was developed with extensive stakeholder input. Subsequent to the release of the proposal, staff identified the need to further improve the emissions inventory, certification, and test procedures. Subsequently, staff has made extensive updates to its inventory model to more accurately reflect the emissions in California, and has worked closely with stakeholder to resolve certification and test procedure issues.
