The Refrigerant Management Program requires that all facilities whose largest refrigeration system is a Small system, those containing more than 50 lbs., but less than 200 lbs. are required to register by March 1, 2016. Small facilities are not required to file an Annual Report or pay the Annual Implementation Fee. Facilities with large and medium refrigeration systems, those with 200 pounds of refrigerant or more, submit their next Annual Report by March 1, 2016 for their 2015 calendar year refrigeration system leak inspections, leak repairs, and other system servicing. The payment of the Annual Implementation Fee is also due by March 1 for both the large and medium facilities. Refrigerant distributors, wholesalers, and reclaimers are also required to submit an Annual Report by March 1, 2016 for their 2015 statewide aggregated annual refrigerant sales, transactions, and disposal. The Proposed Strategy is identified in the First Update to the Climate Change Scoping Plan as one of the recommended actions to achieve additional greenhouse gas emission reductions. SB 605 further requires ARB, in coordination with other State agencies and local air districts, to develop a strategy to further reduce SLCP emissions in California. A Draft Strategy was released for public comment on September 30, 2015.
