From: kbowers@arb.ca.gov If you are a Small facility with refrigeration systems or have already filed your Annual Report, you may disregard this email. The deadline for submitting 2017 Annual Reports summarizing 2016 calendar year for facilities with large and medium refrigeration systems, refrigerant distributors, and refrigerant reclaimers subject to California Air Resources Board’s Refrigerant Management Program (RMP) is March 1st, 2017. The Refrigerant Management Program requires that all facilities with large and medium refrigeration systems, those with 200 pounds of refrigerant or more, submit their next Annual Report by March 1, 2017 for their 2016 calendar year refrigeration system leak inspections, leak repairs, and other system servicing. The payment of the Annual Implementation Fee is also due by March 1 for both the large and medium facilities. The ARB online Refrigerant Registration and Reporting tool, known as R3, can be accessed via: https://ssl.arb.ca.gov/rmp-r3/. The Refrigerant Management Program also requires that small facilities whose largest refrigeration system contains more than 50 lbs. but less than 200 lbs. of refrigerant were required to register by March 1, 2016. If you are a Small facility and have not yet registered, you must register immediately. Small facilities are not required to file an Annual Report or pay the Annual Implementation Fee. Refrigerant distributors, wholesalers, and reclaimers are also required to submit an Annual Report of their 2016 statewide aggregated annual refrigerant sales, transactions, and disposal by the March 1, 2017 due date. To file the Annual Report please begin by updating your records. It is very important that the contact information be kept up to date. Here are the steps to take to file your Annual Report and pay the Implementation Fee: 1. Review and update all registration information currently on the RMP R3 system. It is very important that the company and facility registration contact person information by updated. - Company registration information; - Facility registration information; - Refrigeration system registration information; - Automatic Leak Detection (ALD) system registration (if applicable) 2. All Medium and Large facilities must enter or review all service records for all refrigeration systems containing more than 50 lbs. of refrigerant; - Quarterly, annual, and other leak inspections, as appropriate for your systems; - Leak repairs; - Refrigerant additions and removals; - etc.; 3. Enter or review Automatic Leak Detection system calibrations and audits (if you have an ALD system); 4. Enter the refrigerant purchase and use information; 5. Submit the Annual Report online; 6. Create your invoice using the R3 program and make the annual fee payment either online with a credit card or by sending a check to the address on the invoice. Please include a copy of the invoice if sending a check so we know who to credit with making the payment. Begin a rulemaking process to adopt into state regulations, with any appropriate modifications, the U.S. Environmental Protection Agency’s (U.S. EPA) Significant New Alternatives Policy (SNAP) Rule provisions as they relate to prohibitions on certain hydrofluorocarbons (HFCs) in stationary refrigeration and air conditioning end uses; and 2. Further evaluate the proposed HFC mitigation strategies identified in CARB’s adopted Short Lived Climate Pollutant (SLCP) Strategy for potential future rulemakings. At the workshop, CARB staff will present an overview of HFC emissions sectors, reduction efforts to date, the draft regulatory language for incorporating U.S. EPA SNAP Rule provisions into state regulations, and next steps on the HFC mitigation strategies identified in the SLCP Strategy.
