Under the Clean Air Act, the nationwide program to improve visibility requires every state to reduce regional haze to natural conditions by 2064, at specific national parks and wilderness areas identified as Class 1 Areas. ARB adopted the California Regional Haze Plan (Plan) in 2009, setting interim visibility goals for 2018 at Class 1 Areas in California. For the mid-course review, every state must prepare a progress report, five years after submitting their plan to the U.S. EPA. Progress reports assess visibility improvements and emissions reductions achieved through plans, to determine if immediate revisions are necessary to meet the 2018 goals. This 2014 Progress Report demonstrates that visibility at California’s Class 1 Areas improved measurably under the current control strategy, and finds that immediate revisions are not needed before the next scheduled Plan revision in 2018.
