The Registry will help various California entities to establish greenhouse gas (GHG) emissions baselines. Also, the Registry will enable participating entities to voluntarily record their annual GHG emissions inventories. In turn, the State of California will use its best efforts to ensure that organizations that voluntarily inventory their emissions receive appropriate consideration under any future international, federal, or state regulatory regimes relating to GHG emissions. On October 13, 2001, Governor Davis signed Senate Bill 527 (SB 527) into law. This bill requires the Commission to provide guidance to the Registry on a number of issues, including developing GHG emissions protocols, qualifying third-party organizations to provide technical assistance, and qualifying third-party organizations to provide certification of emissions baselines and inventories. As an initial step in fulfilling these requirements, the Commission will hold this public consultation meeting to discuss the implementation of SB 527. At the meeting, the Commission staff and others will present the requirements of SB 527, a Registry overview, an overview of existing GHG protocols and programs, key activities to be undertaken to implement SB 527, and the proposed timetable for those activities. During the meeting, participants will also have opportunities to discuss roles of the various stakeholders, and key topics and issues in developing the guidance. To identify the issues for discussion during the last part of the consultation meeting and to finalize the agenda, several questions are attached that will need to be addressed. If you would like to share your perspectives on these questions, please contact Jeff Wilson by e-mail at jewilson@energy.state.ca.us or by mail at: CALIFORNIA ENERGY COMMISSION Attn: Jeff Wilson 1516 Ninth Street, MS 41 Sacramento, California 95814-5512 If you wish your comments to be retained as part of the public record, please refer to Docket No. 01-GGE-1 in your submittal. To assist the Commission staff in carrying out the requirements of SB 527, a work group of interested parties will be established. The work group will be advisory in nature and serve as a forum for on-going communication, cooperation, and coordination in exploring implementation issues and potential solutions. It is anticipated that this work group will meet primarily via e-mail. Physical meetings will not be held unless necessary to accomplish the goals of the group. Future notification for this Guidance project will be limited to those individuals that have indicated an interest by returning the Participation Form and those who have signed up for the California Energy Commission Climate Change List server at: http://www.energy.ca.gov/global_climate_change/index.html If you have received this notice via e-mail and if you would like to be a member of the group, or, if you would like to be notified of future Commission meetings or activities related to the California Registry via e-mail, please complete and e-mail the Participation Form to [climatechange@energy.state.ca.us]. Individuals receiving this notice via regular mail and without internet access may request to be a member of the work group or be placed on a mailing list by indicating so on the Participation Form.
