The final session of the meeting will be a panel discussion that summarizes the current state-of-the-science and discusses desirable directions for the future. Organizers: This conference is organized jointly by the California Air Resources Board, United States Environmental Protection Agency, University of California at Davis, and University of California at Riverside. On Monday, April 17, 2006, the Office of Administrative Law approved amendments to the regulations for the State Ambient Air Quality Standard for Ozone. Those amendments establish a new 8-hour average ozone standard of 0.070 part per million (ppm), not to be exceeded, and retain the existing 1-hour ozone standard of 0.09 ppm. The Air Resources Board approved the staff recommendations to amend the ozone standard on April 28, 2005. The recommendations were based on a review of the scientific literature on the health effects of ozone that was conducted by staff from the Air Resources Board (ARB) and the Office of Environmental Health Hazard Assessment (OEHHA). The staff’s review and recommendations for the ozone standard were presented in the staff report released for public comment on March 11, 2005. The health impacts analysis for the ozone standard was revised and presented at the April 28 Board meeting and released to the public in a revised staff report on October 27, 2005. As part of the Air Resources Board’s development of the Emission Reduction Plan for Ports and Goods Movement, ARB staff performed a health impacts analysis for domestic and international goods movement activities. The analysis can be found in Appendix A at http://www.arb.ca.gov/planning/gmerp/gmerp.htm. At the April 20, 2006 Board meeting, staff presented the results of the Goods Movement health impacts analysis. Staff also informed the Board of plans to revise the health impacts methodology by updating the health information that relates changes in PM2.5 exposures to premature death. ARB staff is beginning work to update the methodology. You are invited to a public workshop on August 21, 2006 in Sacramento, CA, where we will discuss our approach for revising the methodology and our timeline for completing the work. For more information on activities related to updating the health impacts analysis methodology, please see the web page at: http://www.arb.ca.gov/research/health/pm-mort/pm-mort-upd.htm For information on the location and time of the workshop, please see the web page at: http://www.arb.ca.gov/research/health/pm-mort/pm-mort-ws.htm We expect a draft revised methodology will be available to the public in fall 2006, and it will also undergo a formal peer review by experts in the fields of epidemiology, health impacts quantification, or other related fields. Based on the results of the peer review and public comments, staff will revise the Methodology report before updating the Board. Questions regarding the effort to update the methodology for estimating premature death associated with PM2.5 exposures may be directed to Richard Bode by email at rbode@arb.ca.gov or by phone at 916-323-8413. ====================================================================== You are subscribed to one of the lists aggregated to make this particular ARB combination listserve broadcast. Staff is currently revising the health impacts methodology by updating the health information that relates changes in PM2.5 exposures to premature death. The National Academy of Sciences, in its 2002 report to Congress, recommended that a better characterization of the uncertainty be performed on regulatory impact analyses. As a result, U.S. EPA has elicited a panel of several experts to assess the reduction in premature death in the adult U.S. population resulting from a long-term reduction in annual average PM2.5. Our proposed methodology makes use of results from this elicitation. In their assessment, the experts considered all published literature on the subject. This link provides access to a listing of major long-term cohort studies and papers that were considered by the panel: http://www.arb.ca.gov/research/health/pm-mort/studies.pdf You are invited to a public workshop on August 21, 2006 in Sacramento, CA, where we will discuss our approach for revising the methodology and our timeline for completing the work. Since early 2005, the U.S. Environmental Protection Agency, Environment Canada, and the Instituto Nacional de Ecología (INE) have collected the technical information for a potential SECA application to the International Maritime Organization. Their overall goal is to quantify the health and welfare impacts of commercial marine vessels, using consistent methods. The CARB is the lead agency for the West Coast and is the primary point of contact to the U.S. EPA for Alaska, California, Oregon, and Washington. Previous SECA applications in the Baltic and North Seas focused on acid rain and other welfare impacts and the East Coast of North America is likely to have similar claims. However, the West Coast partners expect to make a stronger case for the need to reduce diesel sulfur to mitigate particulate matter health impacts.
