The Staff Report and Technical Support Document titled “Review of the California Ambient Air Quality Standard for Nitrogen Dioxide,” contain findings from the review by staff of the ARB and the Office of Environmental Health Hazard Assessment (OEHHA) of the scientific literature on nitrogen dioxide and its human health effects, welfare effects, public exposure, and atmospheric chemistry. Based on the results of that review, ARB staff has submitted a recommendation to revise the nitrogen dioxide standard. The Staff Report provides a summary and overview of the ambient air quality standard review process, a summary of the Technical Support Document, staff findings, and staff recommendation for the standard. The Technical Support Document is a review and evaluation of the scientific literature on public exposure, atmospheric chemistry, health effects, and welfare effects of exposure to nitrogen dioxide. The amendments lower the existing 1-hour-average standard to 0.18 ppm, establish a new annual average standard at 0.030 ppm not to be exceeded, and retain the chemiluminescence method for monitoring nitrogen dioxide. For the South Coast Air Quality Management District (AQMD), which experiences the highest ozone and fine particulate matter concentrations in the country, and where more than 11 million cars are registered and driven in the region, emissions from automobiles and other vehicles dominate the overall emissions inventory. Recent studies have shown that in-use emissions from vehicles are critical to a region’s ability to achieve healthful ambient air quality standards, in-use testing program has drawn very focused attention. It has long been suspected that many vehicles are not in compliance with California’s Smog Check Program requirements which results in a small fraction of vehicles contributing a majority of the pollution for that particular vehicle category. Technology Forum Description AQMD is pleased to host this one-day technology forum and roundtable discussion on current and upcoming technologies which could be applied to improve California’s Smog Check Program and to examine opportunities for additional emission reductions. The morning sessions will consist of formal presentations by a panel of experts on the smog check program. Topics will include program implementation, emissions estimates, repair issues, remote sensing, on-board diagnostics and measurement of particulate emissions. In the afternoon, there will be a roundtable discussion among the panelists to facilitate exchange of views and suggestions. The roundtable will be moderated by Dr. Judith Lamare, Acting Chair of the California Inspection and Maintenance Review Committee. Members of the public will also be able to ask questions of the Technology Forum/Roundtable participants. Researchers at the University of California, Riverside, were successful in meeting the project's objectives of reducing uncertainties in atmospheric impacts of many types of pesticide-related VOCs used in California and resulted in quantitative estimates of ozone impacts of most of the chemicals in the California pesticide emissions profile. In addition, relative PM impacts of these compounds were assessed. Researchers at San Diego State University studied cost effective means to revegetate barren land, with the goal developing guidance for land owners to control dust by establishing stable cover with native plants. Results showed that a stable plant cover can be created on abandoned farmland, that the unusually high salt and nutrient load in fallow farmland (compared to undisturbed desert) generally favored plants of the genus Atriplex, and that those plants generally benefited from mulching and deep irrigation. In addition, comparison across soil types showed that site-specific conditions alter the degree of success and indicate that optimum species choice should be based on local soil conditions. SAVE THE DATE * SAVE THE DATE Air quality models simulate the physical and chemical mechanisms that transport and transform particulate matter in the atmosphere. These models are used to explore scientific hypotheses and help establish regulatory frameworks. Accurate models define air quality science which informs public policy debate on urban and regional smog formation, global climate change, stratospheric ozone depletion and the health effects of particulate matter inhalation. Currently there are no regularly scheduled meetings that address the techniques and algorithms used to model atmospheric aerosol dynamics. This conference is being held to meet this need. Researchers who are developing and refining aerosol modules for air quality models are invited to submit an abstract for an oral or poster presentation. Specifically, for each application, the emissions rates (during foam production, installation, and lifetime), turnover rates, end-of-life disposal emissions, sector growth rates, refrigerant substitution rates, and banks will be generated. The timescales associated with emissions from foams (during lifetimes and after disposal) will be examined, as well as the effect of disposal method (shredding, landfilling, incineration) on greenhouse gas (GHG) emissions. Mitigation strategies will be examined in terms of costs and benefits as well as life cycle climate performance (LCCP), examples of which include the following: emissions reductions associated with foam production, installation, and lifetimes; low-global warming potential (GWP) blowing agents and not-in-kind (NIK) alternatives to high-GWP foam applications; and end-of-life recovery and thermal destruction of high-GWP foams. Emissions scenarios based on business-as-usual (BAU) as well as those incorporating various control strategies will be examined in the year 2020 to estimate possible CO2-equivalent (CO2E) GHG reductions and the associated costs, based on LCCP. The deliverables of the proposed project include a detailed bottom-up inventory for high-GWP GHG foam-blowing agents in California reflecting the existing stock as well as current and projected emissions for 2020; imports, plus manufacturing/production/use in California, as well as exports out of state will be accounted for in the inventory. The contractor will be required to propose a methodology for generating the inventory that could include data gathering from trade associations as well as surveying the sectors that employ high-GWP GHG foams in various applications. This report will be considered at the Board Hearing on October 25, 2007. At its June 21, 2007 Hearing, the Board approved 37 early actions including 3 discrete early actions, but directed staff to further evaluate several stakeholder recommendations and to report back within six months. The posted final staff report summarizes the findings and recommendations of the further evaluation of stakeholder recommendations and other potential early actions by ARB staff. It recommends increasing the entire list of early actions from 37 to 44 measures, including 6 new discrete early actions. Cumulatively, all 44 measures have the potential to deliver greenhouse gas emission reductions on the order of at least 42 million metric tons of CO2 equivalents (MMTCO2E) by the year 2020.
