The Health Effects Institute has an open request for applications
on the research topic “Improving Assessment of Near-Road Exposure
to Traffic Related Pollution” (RFA 13-1) as part of their Winter
2013 Research Agenda. RFA 13-1 solicits applications for studies
to improve quantification of the relationship between on-road
motor vehicle emissions, near-road pollutant concentrations, and
human exposures for health studies. RFA 13-1 provides funding for
2- to 3- year studies. 

Detailed Letters of Intent are due February 11, 2013;
applications are due April 19, 2013.

The California Air Resources Board (ARB) is extending the
deadline for its solicitation for brief research ideas from the
general public as part of its 2014-2015 research planning
process. Research ideas submitted by the previous deadline
(January 31, 2013) do not need to be re-submitted; all
submissions will be evaluated after the new May 31, 2013
deadline.  
 
Research ideas are limited to 200 words and should very clearly
articulate why the idea is relevant to ARB’s policies and/or
programs.  It should include clearly stated research
objective(s), a very brief description of methods that could or
would be employed, and what the final product or deliverable of
the research would be.  Information on time and funding needed to
conduct the research is helpful but not required.  You may wish
to review ARB’s programs or previous research plans.  Only ideas
that clearly demonstrate policy relevance to ARB will be
considered.

“If California’s efforts in reducing black carbon can be
replicated globally, we can slow down global warming in the
coming decades by about 15 percent, in addition to protecting
people’s lives,” says Dr. Ramanathan.

A first-of-its kind study examining the impact of black carbon
(BC) on California has made it clear the state’s efforts to
reduce emissions from trucks and buses has also helped in the
fight against climate change.

Even while diesel fuel consumption rose by a factor of five over
a 45-year period, black carbon levels decreased by about 90
percent over that same period, according to the study.
Researchers found the state’s efforts to reduce diesel emissions
have lessened the impact of global warming on California.

The study’s results support a growing body of scientific evidence
that suggests it is possible to immediately slow the pace of
climate change by reducing emissions of short-lived climate
pollutants, like black carbon.

Since 2001, the Air Resources Board has presented the Haagen-Smit
Clean Air Awards to esteemed individuals who have made
significant contributions toward improving air quality. 2013
nominations are now being accepted.  If you know someone in the
air quality community – scientists, professors, legislators,
activists, business leaders, and others – who has made a
significant lifetime achievement, you can nominate them for an
award by completing a nomination form.  The form, as well as more
information on the Haagen-Smit Clean Air Awards, and previous

Dr. Hall will present results from The Climate Change in the Los
Angeles Region Project, an ongoing series of studies to predict
regional climate at the middle and end of the 21st century under
"mitigation" and "business-as-usual" greenhouse gas emissions
scenarios.

-  Using a combination of dynamical and statistical techniques,
Dr. Hall and his team developed very high resolution regional
models that "downscale" more than 30 global models.

-  This allowed the team to zoom in on the LA region, producing
climate change projections at a 2-kilometer (1.2 mile)
resolution.

-  In this presentation, Dr. Hall will discuss his downscaling
methods, summarize what his team discovered about temperature,
snowfall, and other aspects of climate in the LA region, and
explore the implications of his work for policymakers and the
public.
