Subject: Solicitations for Project Proposals for the Alternative
Fuels Incentives Program ($25 million) 


Assembly Bill (AB) 1811 requires the California Air Resources
Board (ARB) to develop a joint plan with the California Energy
Commission (CEC) to spend $25 million for the purposes of
incentivizing the use and production of alternative
transportation fuels.  AB 1811 requires funding for this program
to be encumbered by June 30, 2007 and expended by               
June 30, 2009.  This program is referred to as the Alternative
Fuels Incentives Program (AFIP).

The ARB invites interested parties to respond to solicitations
for AFIP project proposals.  The AFIP solicitations provide
criteria and related information for project proposals.  The
AFIP solicitations can be found at the ARB Alternative Fuels
Incentives Program web page at:

In addition, ARB technical and program contacts for each of the
AFIP categories can be found on this web page.

Project proposals are requested by no later than Monday, March
12, 2007.  

Project proposals will be evaluated by a multi-state agency team
comprised of the ARB, CEC, State Water Resources Control Board,
Integrated Waste Management Board, California Department of Food
and Agriculture, and California Department of Forestry.  Each
project proposal will be evaluated and ranked based on
individual merits in meeting the principles and objectives of AB
1811.  Funds for AFIP must be encumbered by June 30, 2007.

The California Green Chemistry Initiative seeks your thoughts

involvement as we begin to establish the blueprint for keeping
California in the forefront of protecting health and the
environment in a robust economy.  

Our time for this effort is very short.  The creation of a
viable list of options to advance Green Chemistry must be
submitted to Secretary Linda Adams by January 2008.  From that
list proposed recommendations for a final policy are due by July
1, 2008.  We have a tremendous amount of work ahead and look
forward to working with you on this effort.  

To facilitate the most creative and constructive public
participation process, we have entitled the Conversation with
California.  The Conversation with California includes a wide
array of opportunities for you to participate. I invite you to
join the Conversation with California and contribute to
developing a comprehensive chemical policy and long-term
environmental protection for California.

We hope you will join us at our first public stakeholder's
meeting scheduled for Wednesday, June 27th 1:30 p.m. - 3:30
p.m., Sierra Hearing Room, Cal/EPA Building, 1001 I Street,

bottom-up inventory for high GWP GHGs in California by use
category, including associated equipment numbers where
applicable.  The Contractor will be required to propose a
methodology for generating the inventory that could include data
gathering from trade associations as well as surveying the
sectors that employ high GWP GHGs in various applications.

Subject: arbcombo -- RFP 07-312 Developing a California Inventory for Ozone Depleting Substance (ODS) and Hydrofluorocarbon (HFC) Foam Banks and Emissions from Foams

The California Air Resources Board (ARB) announces the release of
Request for Proposals 07-312

The objective of the project will be to quantify the populations
of foams in California by the types of blowing agents utilized
(ODSs, HFCs, hydrocarbons, CO2, others) and a detailed
accounting of the amount of foam stock by product category
(e.g., small appliance refrigeration) including both the
associated banks and annual emissions.  Specifically, for each
application, the emissions rates (during foam production,
installation, and lifetime), turnover rates, end-of-life
disposal emissions, sector growth rates, refrigerant
substitution rates, and banks will be generated.  The timescales
associated with emissions from foams (during lifetimes and after
disposal) will be examined, as well as the effect of disposal
method (shredding, landfilling, incineration) on greenhouse gas
(GHG) emissions.  

Mitigation strategies will be examined in terms of costs and
benefits as well as life cycle climate performance (LCCP),
examples of which include the following: emissions reductions
associated with foam production, installation, and lifetimes;
low-global warming potential (GWP) blowing agents and
not-in-kind (NIK) alternatives to high-GWP foam applications;
and end-of-life recovery and thermal destruction of high-GWP
foams.  Emissions scenarios based on business-as-usual (BAU) as
well as those incorporating various control strategies will be
examined in the year 2020 to estimate possible CO2-equivalent
(CO2E) GHG reductions and the associated costs, based on LCCP.

The deliverables of the proposed project include a detailed
bottom-up inventory for high-GWP GHG foam-blowing agents in
California reflecting the existing stock as well as current and
projected emissions for 2020; imports, plus
manufacturing/production/use in California, as well as exports
out of state will be accounted for in the inventory.  The
contractor will be required to propose a methodology for
generating the inventory that could include data gathering from
trade associations as well as surveying the sectors that employ
high-GWP GHG foams in various applications.
