From: jgray@arb.ca.gov The Preliminary Draft Staff Report on SB 375 Greenhouse Gas Emissions Reduction Target Update Process presents several factors for consideration in updating the SB 375 targets and target setting methodology, and is intended to solicit input from stakeholders and Metropolitan Planning Organizations prior to the October 2014 Board meeting on this topic. The Preliminary Draft Staff Report on SB 375 Greenhouse Gas Emissions Reduction Target Update Process is available at http://www.arb.ca.gov/cc/sb375/pre_draft_target_update_sr.pdf . The Air Resources Board (ARB) is required to update the SB 375 targets at least every eight years, and may revise them every four years. In January 2014, ARB staff briefed the Board on the status of SB 375 implementation. At that time, the Board directed staff to conduct additional public outreach with stakeholders on a methodology for updating the targets, and return to the Board in the fall for further discussion about a preferred approach for updating the targets. ARB staff will consider all input received at three public workshops around the State in September 2014, before preparing a revised staff report with recommendations for target updates. The revised staff report and recommendations will be presented to the Board at a public meeting in October 2014. For more information regarding the Preliminary Draft Staff Report on the SB 375 Greenhouse Gas Emissions Reduction Target Update Process, please visit our website at: http://www.arb.ca.gov/cc/sb375/sb375.htm or contact Ms. Heather Phillips at (916) 322-0339 or via email at Heather.Phillips@arb.ca.gov For more information regarding the three public workshops in September, seeking public input on issues to be considered before the Board updates the regional passenger vehicle greenhouse gas emission reduction targets for the State Metropolitan Planning Organizations, please see the workshop notice at http://www.arb.ca.gov/cc/sb375/meetings/target_update_workshop_notice.pdf or contact Ms. Jennifer Gray at (916) 327-0027 or via email at Jennifer.Gray@arb.ca.gov Background: Senate Bill 375, the Sustainable Communities and Climate Protection Act of 2008, supports the State’s climate action goals to reduce greenhouse gas emissions by requiring Metropolitan Planning Organizations to add a Sustainable Communities Strategy to their Regional Transportation Plans. The Sustainable Communities Strategy is designed to better integrate land use and transportation policies to meet long term sustainability goals. To help guide these regional planning efforts, the California Air Resources Board is required to establish regional greenhouse gas emission reduction targets for 2020 and 2035. Initial targets for the Metropolitan Planning Organizations’ regions were established in 2010. California is in a drought emergency. From: jgray@arb.ca.gov The Air Resources Board (ARB or Board) staff invite you to participate in a public workshop to discuss and provide input on the Preliminary Draft Staff Report on the SB 375 Greenhouse Gas Emissions Reduction Target Update Process. The workshop will be held in three locations, as indicated below. All workshops will follow the same format and presentation, focusing on issues that should be considered before the Board updates the regional passenger vehicle greenhouse gas emission reduction targets for the State Metropolitan Planning Organizations (MPO). The workshops are intended to solicit input from stakeholders and Metropolitan Planning Organizations prior to the October 2014 Board meeting on this topic. Fresno workshop: September 9, 2014 Diamond Bar workshop: September 11, 2014 Sacramento workshop: September 17, 2014 (webcast) For more information on these workshops, see the detailed workshop notice at: http://www.arb.ca.gov/cc/sb375/meetings/target_update_workshop_notice.pdf For more information on other SB 375 activities, please visit the SB 375 website at: http://www.arb.ca.gov/cc/sb375/sb375.htm If you would like to receive notices of future meetings and the availability of materials, please sign up for our list serve at: http://www.arb.ca.gov/listserv/listserv_ind.php?listname=sb375 Accommodation If you require special accommodation, or need this document in an alternate format (i.e. Braille, large print) or another language, please contact Ms. Jennifer Gray, Air Pollution Specialist at (916) 327-0027 or Jennifer.Gray@arb.ca.gov as soon as possible, but no later than 10 business days before the scheduled meeting. Background Senate Bill 375 (SB 375), the Sustainable Communities and Climate Protection Act of 2008, requires each MPO to add a Sustainable Communities Strategy (SCS) to its Regional Transportation Plan. The SCS is designed to better integrate land use and transportation policies to meet long term sustainability goals. To help guide these regional planning efforts, ARB is required to establish regional greenhouse gas emission reduction targets for 2020 and 2035. Initial targets for the MPO regions were established in 2010. ARB is required to update the targets at least every eight years, and may revise them every four years. In January 2014, the Board directed ARB staff to conduct additional public outreach with stakeholders on a methodology for updating the targets, and return to the Board in October 2014 for a discussion about the process for updating the targets. In August 2014, ARB staff released a preliminary draft staff report that identifies numerous policy and technical considerations for a future target update. Public workshops are scheduled for September 2014 to discuss the preliminary draft staff report and seek additional public input on a future target update. California is in a drought emergency. Passed in 2008, SB 375 aims to reduce greenhouse gas emissions through better coordination and alignment of regional transportation planning with local land use planning. Each of the state's eighteen Metropolitan Planning Organizations (MPOs) was charged with creating a "Sustainable Communities Strategy" (SCS) as part of their Regional Transportation Plan. The SCS contains land use, housing, and transportation strategies that, if implemented, would allow the region to achieve state defined targets for greenhouse gas emissions reductions from passenger vehicle use. The SCS contains land use, housing, and transportation strategies that, if implemented, would allow the region to achieve state defined targets for greenhouse gas emissions reductions from passenger vehicle use. Rich conversations on best ways to reduce greenhouse gas emissions while addressing other important social, environmental, and economic priorities have been sparked in regions across California as part of the first round of SCSs. But what does the science say about the proposed strategies? This seminar will provide an objective review of the empirical evidence on how effective various transportation and land use strategies are at reducing vehicle miles traveled (and thus greenhouse gas emissions). In a multi-year project funded by the Air Resources Board, a team of UC Davis, UC Irvine, and University of Southern California researchers examined a total of 23 strategies ranging from car-sharing services to access to bus and rail stations to changes in land use. The goal of the project was to strengthen the technical underpinnings of SB375 and to gain a clearer understanding of data gaps and research needs moving forward. This seminar will outline some of the most promising strategies to help inform development of and potential improvements to the models, tools, and information used by Metropolitan Planning Organizations, local governments, and others for SB 375 implementation. The scientific evidence for each strategy studied by the researchers is summarized in a series of policy briefs that are now available for download at ARB’s website: http://www.arb.ca.gov/cc/sb375/sb375.htm For more go to: http://www.arb.ca.gov/research/seminars/handy/handy.htm Main menu: http://www.arb.ca.gov/research/seminars/seminars.htm For “external” users please check the external webcast calendar at: http://www.calepa.ca.gov/broadcast/?bdo=1 For “internal” users please check the internal webcast calendar at: http://epanet.ca.gov/broadcast/?bdo=1 Your e-mail questions will be aired during the Q&A period following the presentations.
