Date: Fri, 9 Jan 2015 17:26:21 -0800 Subject: sb375 -- Release of ARB Staff Report on the Technical Evaluation of FCOG 2014 RTP/SCS From: sdomingu@arb.ca.gov ARB Staff Technical Evaluation of FCOG’s 2014 RTP/SCS is available for review. ARB staff has completed a staff report documenting findings from their technical evaluation of Fresno Council of Governments' (FCOG) determination that its 2014 RTP/SCS would, if implemented, achieve the regional greenhouse gas emission targets set by the Board. The staff report was posted on (date) and is available from ARB’s SB375 website at http://www.arb.ca.gov/cc/sb375/sb375.htm California State law (the Sustainable Communities and Climate Protection Act of 2008, Sustainable Communities or SB 375, Statutes of 2008) requires each of the State’s Metropolitan Planning Organizations (MPO) to prepare a Sustainable Communities Strategy to meet the regional greenhouse gas emission reduction targets for 2020 and 2035, set by the Board in September 2010. The statute also requires ARB to review each MPO’s determination that its SCS would, if implemented, achieve the greenhouse gas emission reduction targets. On January 29, 2015, ARB staff will present the findings from their technical evaluation of FCOG’s greenhouse gas determination to the Board, and the Board will consider whether to accept or reject FCOG’s determination. The agenda for the January 29 public meeting will be posted 10 days in advance of the meeting. Public Meeting Information: Date: January 29, 2015 Time: 9:00 a.m. Location: Cal/EPA Building 1001 I Street, 2nd Floor Byron Sher Auditorium Sacramento, California 95814 Interested members of the public may present comments orally or in writing at the meeting and may provide comments by postal mail or by electronic submittal before the meeting. Edward Arens, Ph.D., and Hui Zhang, Ph.D. University of California, Berkeley Tuesday, March 24, 2015 1:00 pm, PDT (WEBCAST) Sierra Hearing Room, 2nd Floor, Cal/EPA Building 1001 I Street, Sacramento, California Air movement can cool a person indoors in a similar manner as lowering the temperature, but needs only a tiny fraction of the energy. New fans of 1-8 watts producing 0.6 to 1 m/s (1.5 to 2 mph) air movement near each of a building's occupants can offset a 6ºF (3K) increase in indoor air temperature, while actually improving the occupant's comfort and perceived air quality. Increasing the indoor temperature reduces a building's total HVAC (heating, ventilating, and air conditioning) energy about 5% per degree F, or 10% per degree C, and even more in climate zones where the indoor temperature allows natural ventilation or evaporative cooling systems to be used instead of compressor-based cooling. Across US climates, air movement permits year-round HVAC energy reductions averaging 1000 watts per occupant. The energy reductions possible from improved fan use exceeds that of many other current technological improvement to buildings. The opportunities for new design approaches and new fan products are considerable. This research project innovates by applying an experimental - control group research design to study a new light rail transit service in Los Angeles, California. Only two previous studies use an experimental design to assess the impacts of light rail transit, and this study is the first to use an experimental design to measure impacts on vehicle miles traveled--a key determinant of greenhouse gas emissions from the transport sector. We administered a seven-day travel study to a panel of households in the vicinity of Los Angeles' Expo light rail line before the 2012 start of rail service and twice after the line opened. Wednesday, July 22, 2015 10:30 a.m., PDT (WEBCAST) Byron Sher Auditorium, 2nd Floor, Cal/EPA Building 1001 I Street, Sacramento, California Available research cannot definitively demonstrate causal association between new transit service and travel behavior change, but there is a pressing need to estimate the potential magnitude of the causal effects of transit investments in ways that are policy-relevant. The California Natural Resources Agency, the California Department of Food and Agriculture, and the California Air Resources Board will conduct a public symposium to discuss the development of strategies to achieve Governor Edmund G. Brown Jr’s 2030 greenhouse gas reduction goals. Natural Resources Secretary John Laird, Agriculture Secretary Karen Ross and Air Resources Board Executive Officer Richard Corey will speak at the event. Additional representatives from these and other state agencies and the Governor’s Office may also attend and participate. WHEN: Wednesday, August 5, 2015, 9 a.m. – 4 p.m. WHERE: Byron Sher Auditorium, Cal/EPA Headquarters 1001 I St., Sacramento, CA 95814 Directions and public transit options: http://www.calepa.ca.gov/epabldg/location.htm Live webcast: http://www.calepa.ca.gov/broadcast This symposium will discuss strategies to secure and enhance carbon storage on natural and working lands, including farms, rangelands, forests and wetlands throughout California. Topics include protecting and managing land to minimize greenhouse gas emissions and increase carbon sequestration rates and opportunities to develop synergies that promote resource stewardship and contribute to greenhouse gas emission reductions in other sectors. Background This symposium is one of a series of public forums soliciting stakeholder input on five key climate change strategy pillars that Governor Brown identified in his January 2015 inaugural address. The pillars recognize that several major areas of the California economy will need to reduce their emissions to meet the 2030 target. The five pillars are: (1) reducing today’s petroleum use in cars and trucks by up to 50 percent; (2) increasing from one-third to 50 percent our electricity derived from renewable sources; (3) doubling the efficiency savings achieved at existing buildings and making heating fuels cleaner; (4) reducing the release of methane, black carbon, and other short lived climate pollutants; and (5) managing farm and rangelands, forests and wetlands so they can store carbon. The staff of the California Air Resources Board (ARB or Board) has completed its technical reviews of the greenhouse gas (GHG) emissions reductions quantifications for the SCSs of the Kings County Association of Governments (KCAG) and the Tulare County Association of Governments (TCAG). Two separate staff reports have been completed to document the staff’s findings that each of these SCSs would, if implemented, achieve the regional GHG emissions targets set by the Board. The staff reports are available from ARB’s SB375 website at http://www.arb.ca.gov/cc/sb375/sb375.htm Background: California State law (the Sustainable Communities and Climate Protection Act of 2008, Sustainable Communities or SB 375, Statutes of 2008) requires each of the State’s Metropolitan Planning Organizations (MPO) to prepare an SCS to meet the regional GHG emission reduction targets for 2020 and 2035, set by the Board. The statute also requires ARB to review each MPO’s determination that its SCS would, if implemented, achieve the GHG emission reduction targets. On October 22, 2015, the Board will consider whether to accept or reject each of the determinations by KCAG and TCAG that their SCSs would meet the targets for 2020 and 2035. ARB staff is recommending that the Board accept the SCSs as meeting the targets. These items will be on the consent agenda and therefore there will be no staff presentation. The agenda for the October 22, 2015 public meeting is posted at http://www.arb.ca.gov/board/meetings.htm#future.
