Date: Wed, 1 Feb 2012 08:36:06 -0800 Subject: schoolbus -- Statewide School Bus Retrofit Program From: sgregor@arb.ca.gov The San Joaquin Valley Air Pollution Control District (SJVAPCD) has announced the opening of the Statewide School Bus Retrofit Program. The purpose of this program is to provide assistance to California school districts with early compliance of the Air Resources Board’s (ARB or Board) Truck and Bus Regulation. This program will provide incentive funds to retrofit 1987 and newer engine model year diesel-powered school buses with ARB-verified Level 3 diesel emission control strategies (retrofits). Eligible applicants are public school districts, Joint Power Authorities (JPA), and private transportation agencies that provide student transportation services under contract to public school districts. Private schools are not eligible for funding. Applications will be accepted until 5:00 pm on Monday, March 12, 2012. The Request for Applications is available on the SJVAPCD’s web site at: http://www.valleyair.org/Grant_Programs/GrantPrograms.htm#SSBRP. For additional information regarding the Statewide School Bus Retrofit Program, please contact SJVAPCD staff at (559) 230-5800. A Truck and Bus Regulation School Bus Provisions fact sheet is available at: http://www.arb.ca.gov/msprog/onrdiesel/documents/fsschoolbus.pdf. For more information about the Truck and Bus Regulation, please go to: http://www.arb.ca.gov/msprog/onrdiesel/onrdiesel.htm Background On December 11, 2008, the Board approved the Truck and Bus Regulation to control emissions from nearly all existing diesel-powered heavy-duty trucks and buses operating in California. The regulation was subsequently amended by the Board on December 17, 2010 and the amended regulation is now effective. Diesel-fueled school buses with a Gross Vehicle Weight Rating over 14,000 pounds are subject to the regulation. By January 1, 2012, owners must have retired school buses manufactured before April 1, 1977. Remaining school buses must have retrofits (that reduce diesel PM emissions by 85 percent) installed over a phase in-period from January 1, 2012 to January 1, 2014. A delayed compliance date of January 1, 2018, is provided for school buses that cannot be retrofitted (e.g., two-stroke engine buses and some pre-1987 model year school buses). By January 1, 2018, these buses must be replaced if no retrofit is available, or repowered with an engine on which a retrofit can be installed. ====================================================================== You are subscribed to the schoolbus mailing list. Panelists will discuss how California can most effectively invest these funds to support the goals of Assembly Bill 32 (AB 32) to reduce greenhouse gases, as well as encourage long-term transformation to improve public health and develop a clean energy economy. The public can share ideas about what criteria and programs should be prioritized in the development of an investment plan. ARB will soon be issuing a notice that provides additional detail about the meeting and how to participate. DATE: May 24, 2012 TIME: 1:30 p.m. – 5:00 p.m. PDT PLACE: California Environmental Protection Agency Building Byron Sher Auditorium, 2nd floor 1001 I Street Sacramento, California 95814 A live webcast of the meeting will be available at: http://www.calepa.ca.gov/broadcast/?BDO=1 The meeting notice will be available soon at: http://www.arb.ca.gov/cc/capandtrade/meetings/meetings.htm. BACKGROUND: The Global Warming Solutions Act of 2006 (Chapter 488, Statutes of 2006 [AB 32, Núńez/Pavley]), requires California to reduce statewide greenhouse gas emissions to 1990 levels by 2020 and to maintain and continue reductions beyond 2020. As part of this effort, ARB has developed a cap-and-trade program. The program establishes a statewide emissions limit on sources responsible for 85 percent of greenhouse gases and creates a financial incentive for investment in clean and efficient technologies. Under the program, a portion of allowances required for compliance will be auctioned. Strategic investment of auction funds can further the purposes of AB 32 and deliver long-term economic, environmental, and clean energy benefits. The first auction is scheduled for November 2012 and auctions will be held on a quarterly basis thereafter through 2020. ACCOMMODATION: To request special accommodations or language needs, please contact Carol Wysong at 916.322.0289 as soon as possible, but no later than 10 business days before the scheduled meeting. TTY/TDD/Speech to Speech users may dial 711 for the California Relay Service. The bill includes language that extends the expenditure deadline for Lower-Emission School Bus Program Proposition 1B (The Highway Safety, Traffic Reduction, Air Quality, and Port Security Bond Act of 2006) funds and allows for the transfer of funds between air districts. The Mail-Out and related Attachment may be found on ARB’s webpage at: http://www.arb.ca.gov/msprog/mailouts/mouts_12.htm . For more information about the LESBP, please go to: http://www.arb.ca.gov/msprog/schoolbus/schoolbus.htm . If you have questions regarding this Mail-Out, please contact Ms. Lisa Jennings, Air Pollution Specialist, at (916) 322-6913 or via email at ljenning@arb.ca.gov . Background: The primary goal of the ARB's Lower-Emission School Bus Program is to reduce school children's exposure to both cancer-causing and smog-forming pollution. The program provides grant funding for new, safer school buses and to put air pollution control equipment (i.e., retrofit devices) on buses that are already on the road. ====================================================================== You are subscribed to the schoolbus mailing list. Mail-Out #MSC 12-15 incorporated recent statutory changes(Senate Bill 1018, Chapter 39, Statutes of 2012) – including the extension of the expenditure deadline for Lower-Emission School Bus Program (LESBP) Proposition 1B (the Highway Safety, Traffic Reduction, Air Quality, and Port Security Bond Act of 2006) funds from June 30, 2012, to June 30, 2014 – into the Guidelines. Those statutory changes necessitate adjustments to the implementation deadlines that were last adjusted in Mail-Out #10-11. Accordingly, the Guidelines now require two additional years of semiannual reports; provide for a new bus delivery deadline and for liquidated damages; specify what must be accomplished by the expenditure deadline; and extend the records submission due date for those air districts that chose to meet the bond records retention requirement by submitting records to the ARB. The Mail-Out may be found on ARB’s webpage at: http://www.arb.ca.gov/msprog/mailouts/mouts_12.htm . For more information about the LESBP, please go to: http://www.arb.ca.gov/msprog/schoolbus/schoolbus.htm .
