The development of these regulations also resulted in growing scrutiny about the costs and benefits of environmental rules. Traditionally the costs and benefits of a regulation are estimated prior to implementation of a law or regulation (what is known as “ex ante’ analysis), but there is also an increasing push to retrospectively analyze the impact of a regulation after implementation, through what is known as “ex post” analysis. The question is: ­ How do the two forms of analysis compare? ­ How accurate are the anticipated ex ante analyses when measured against the actual, measured costs of the ex post analysis? Dr. Richard Morgenstern will present and discuss his research on the evaluation of environmental regulations and compare the costs and benefits of federal environmental regulations estimated both before and after implementation. Experimental studies have revealed changes in the expression of key genes with exposure to air pollution from fossil fuel combustion. We hypothesized that blood cell gene expression levels along biological pathways relevant to cardiovascular outcomes would be associated with traffic-related air pollutant exposures in elderly subjects with coronary artery disease living in the Los Angeles Air basin. In the present study data were collected in a cohort panel study funded by National Institute of Health (NIH), National Institute of Environmental Health Sciences (NIEHS). Overall, the results obtained in this study support our hypothesis that traffic-related air pollutant exposures affect the expression of genes in pathways that are important to adverse cardiovascular outcomes. Technical studies estimate that changes in operations could save up to thirty percent of building energy use at low cost. These changes could yield tremendous reductions in California GHG emissions, but such changes are often not made. This presentation reports on the results of a social science-based study investigating building operations and energy use, highlighting building-level, policy, and research strategies that can help reduce commercial building energy use and potentially even improve indoor environmental conditions. Doing so starts with recognizing some of the energy paradoxes of contemporary commercial buildings: ­ (1) occupants often report that buildings poorly support their work even while the threat of occupant complaints is a dominant force in how buildings are operated, ­ (2) usable information on energy use is scant, and ­ (3) the contribution of building operators and operations to building performance and energy conservation is widely undervalued. These problems cannot readily be fixed by focusing just on individual components, such as training, automation, or generic attempts at occupant engagement or behavior change, but instead require seeing and acting on buildings as social systems. This presentation outlines some of the most important interactions shaping building energy use, and illustrates common problems as well as strategies for overcoming misalignments, drawing on stories and insights from operators, other building professionals, and occupants. Multiple scenarios are developed to analyze the changes and investments in low-carbon electricity generation, alternative fuels and advanced vehicles in transportation, resource utilization, and efficiency improvements across many sectors. Results show that major energy transformations are needed but that achieving the 80% reduction goal for California is possible at reasonable average carbon reduction cost (-$75 to $124/tonne CO2 discounted cost) relative to the baseline scenario. Availability of low-carbon resources such as nuclear power, carbon capture and sequestration, increased availability of biomass/biofuels and wind and solar generation, and demand reduction all serve to lower the mitigation costs. The SCS contains land use, housing, and transportation strategies that, if implemented, would allow the region to achieve state defined targets for greenhouse gas emissions reductions from passenger vehicle use. Rich conversations on best ways to reduce greenhouse gas emissions while addressing other important social, environmental, and economic priorities have been sparked in regions across California as part of the first round of SCSs. But what does the science say about the proposed strategies? This seminar will provide an objective review of the empirical evidence on how effective various transportation and land use strategies are at reducing vehicle miles traveled (and thus greenhouse gas emissions). In a multi-year project funded by the Air Resources Board, a team of UC Davis, UC Irvine, and University of Southern California researchers examined a total of 23 strategies ranging from car-sharing services to access to bus and rail stations to changes in land use. The goal of the project was to strengthen the technical underpinnings of SB375 and to gain a clearer understanding of data gaps and research needs moving forward.
