Kammen, Ph.D., and Chris M. Jones, Ph.D. University of California, Berkeley http://www.arb.ca.gov/research/seminars/kammen2/kammen2.htm Thursday, January 8, 2015 1:30 pm, PST (WEBCAST) Coastal Hearing Room, 2nd Floor, Cal/EPA Building 1001 I Street, Sacramento, California This presentation will highlight the programmatic development and research findings of the CoolCalifornia City Challenge ("The Challenge"), a statewide competition among California cities to motivate residents to reduce household carbon footprints and build more vibrant, sustainable communities. The Challenge uses techniques common to behavior incentivized programs, including comparative feedback, local messengers, social networks, goal setting, persuasive messaging, incentives, and competition to recruit and motivate participants. Participants earn points for engagement with the program, such as tracking household energy consumption and motor vehicle emissions, inviting friends to join, uploading stories, completing a research survey, and for actually reducing their carbon footprint by lowering emissions from household energy use and vehicle travel. Every point earned by households counts toward their city's ranking on the statewide scoreboard. At the end of the program (which lasted one year in 2013 and six months in 2014) the city with the most points is named "Coolest California City" by the California Air Resources Board. The two runners up are each named "Cool California City." The Challenge is sponsored by Energy Upgrade California, which last year distributed $100,000 among cities based on the level of participation by residents in each community. Edward Arens, Ph.D., and Hui Zhang, Ph.D. University of California, Berkeley Tuesday, March 24, 2015 1:00 pm, PDT (WEBCAST) Sierra Hearing Room, 2nd Floor, Cal/EPA Building 1001 I Street, Sacramento, California Air movement can cool a person indoors in a similar manner as lowering the temperature, but needs only a tiny fraction of the energy. New fans of 1-8 watts producing 0.6 to 1 m/s (1.5 to 2 mph) air movement near each of a building's occupants can offset a 6ºF (3K) increase in indoor air temperature, while actually improving the occupant's comfort and perceived air quality. Increasing the indoor temperature reduces a building's total HVAC (heating, ventilating, and air conditioning) energy about 5% per degree F, or 10% per degree C, and even more in climate zones where the indoor temperature allows natural ventilation or evaporative cooling systems to be used instead of compressor-based cooling. Across US climates, air movement permits year-round HVAC energy reductions averaging 1000 watts per occupant. The energy reductions possible from improved fan use exceeds that of many other current technological improvement to buildings. The opportunities for new design approaches and new fan products are considerable. Donald Dabdub, Ph.D. University of California, Irvine Tuesday, March 17, 2015 1:30 pm, PDT (WEBCAST) Sierra Hearing Room, 2nd Floor, Cal/EPA Building 1001 I Street, Sacramento, California Biomass contributes more than 5,700 Gigawatt-hour to California’s in-state renewable power, approximately 19% of in-state renewable power, and 2% of full California power mix. Current operating biopower capacity is about 900 Megawatt (MW), including approximately 550 MW of woody biomass solid fuel combustion, 280 MW of landfill gas-to-energy and 75 MW from wastewater treatment biogas. It is estimated that there is sufficient in-state ‘technically’ recoverable biomass to support another 2,800 MW of capacity or 21 Terawatt-hour of electricity. While most biomass energy is derived from woody material (including urban wood waste, and forest product and agricultural residues), there is a growing interest in using municipal solid waste, food processing waste, animal manure, and wastewater (co-digestion at wastewater treatment facilities) to generate electricity and renewable fuels. Increasing production of bioenergy contributes to energy sustainability while reducing greenhouse gas (GHG) emissions, and also could help reduce criteria pollutant emissions. Venkat Srinivasan, Ph.D. Lawrence Berkeley National Laboratory Wednesday, April 22, 2015 1:30 pm, PDT (WEBCAST) Sierra Hearing Room, 2nd Floor, Cal/EPA Building 1001 I Street, Sacramento, California The last decade has seen increased penetration of electrified modes of transport, with vehicles ranging from hybrid-electric vehicles (HEV) to plug-in-hybrid-electric vehicles (PHEV) to battery-powered full-electric vehicles, becoming common on the roads. This increased penetration is a result of significant advances in battery technology, specifically, in improvements in the class of systems referred to as "lithium-ion" batteries. It is hoped that in the next decade, there would be further penetration of these alternate vehicles on the road. However, for this to occur, significant improvements in today's batteries are needed, especially related to the cost. Greg Pannone, President CT-ENERGY, LLC Tuesday, May 5, 2015 1:30 pm, PDT (WEBCAST) Sierra Hearing Room, 2nd Floor, Cal/EPA Building 1001 I Street, Sacramento, California In addition to strict fuel and emission standards, reducing greenhouse gas emissions will require passenger cars and light-duty trucks to have improved aerodynamics, fuel-efficient tires, and reduced weight. In support of the California Air Resources Board's Advanced Clean Cars program, these technologies were assessed for their potential in reducing carbon dioxide (CO₂) emissions and increasing fuel economy in future passenger vehicles. Model year 2014 vehicles were studied to determine the extent to which these load reducing technologies have already been applied. Using manufacturer-reported information, the aerodynamic drag and tire rolling resistance were estimated for each vehicle model. Vehicle curb weight was combined with other vehicle specifications to evaluate the weight of each vehicle. Jim Williams, Ph.D. Energy and Environmental Economics (E3) Wednesday, May 13, 2015 1:30 pm, PDT (WEBCAST) Sierra Hearing Room, 2nd Floor, Cal/EPA Building 1001 I Street, Sacramento, California Is it possible to deeply reduce carbon emissions in the United States while maintaining a vigorous economy? Dr. Jim Williams will present results from a recent study by Energy and Environmental Economics (E3), Lawrence Berkeley National Laboratory, and Pacific Northwest National Laboratory that assesses the technical and economic feasibility of reducing US greenhouse gas emissions 80% below 1990 levels by 2050. It is based on detailed sector by sector, region by region, year by year analysis of the infrastructure changes, technology requirements, and costs of a low carbon transition. The work was sponsored by the Deep Decarbonization Pathways Project, an international collaboration of research teams from the 15 largest GHG emitting nations, who are developing long-term scenarios for decarbonization in their own countries. This project aims to bring momentum to the climate dialogue by providing decision makers a more concrete understanding of what limiting global warming to 2 degrees Celsius would mean for their countries, states, and businesses. In parallel with the US analysis, Dr. Williams and the E3 team used a similar modeling framework to evaluate options for 2030 GHG emission targets for California. George Ban-Weiss Ph.D., University of Southern California, Ronnen Levinson, Ph.D., Lawrence Berkeley National Laboratory, and Jordan Woods, University of California, Berkeley Thursday, June 11, 2015 1:30 pm, PDT (WEBCAST) Sierra Hearing Room, 2nd Floor, Cal/EPA Building 1001 I Street, Sacramento, California Cool roofs reflect sunlight and therefore can reduce cooling energy use in buildings. Further, since roofs typically cover about 20-25% of a city, widespread deployment of cool roofs could mitigate the urban heat island effect and partially counter urban temperature increases associated with global scale climate change. The magnitude of these potential benefits for a given city depends on the increase in albedo that can be achieved using reflective roofs. Assessing this increase requires knowledge of roof albedo at the city scale, which until now has been hindered by a lack of reflectance data with sufficient spatial coverage, spatial resolution, and spectral detail. Allen H. Goldstein, Ph.D., and Pawel K. Misztal, Ph.D., University of California, Berkeley Friday, June 12, 2015 10:00 a.m., PDT (WEBCAST) Sierra Hearing Room, 2nd Floor, Cal/EPA Building 1001 I Street, Sacramento, California Accurately modeled Biogenic Volatile Organic Compound (BVOC) emissions are an essential input to atmospheric chemistry simulations of ozone and particle formation. BVOC emission models originate from leaf and branch level measurements with scaling to regional or larger spatial levels based on vegetation landcover data derived Basal Emission Factors (BEFs), but they generally lack validation by regional scale measurements. We directly assess isoprene emission-factor databases for BVOC emission models by deriving BEFs from direct airborne fluxes aggregated at 2 km resolution and averaged spatially over ecoregions covering ~10,000 km of California. Ecoregion averaged BEFs from the landcover used by the Model of Emissions of Gases and Aerosols from Nature (MEGAN) v. 2.1 BVOC emission model agreed within 10% (r²=0.82) with measured BEFs, with few discrepancies (either overestimation or underestimation). The Haagen-Smit Clean Air Award is named for the late Dr. Arie Haagen-Smit – known as the “father of air pollution science and control.” Awards recognize those who continue Haagen-Smit’s work through perseverance, leadership and innovation in the areas of research, environmental policy, science and technology, public education and community service. Wednesday, June 24, 2015 2:30 pm, PST (WEBCAST - link info below) Coastal Hearing Room, 2nd Floor, Cal/EPA Building 1001 I Street, Sacramento, California Each of three award recipients will give an abbreviated, 20-minute, talk: Cooking Health & Climate: The Surprisingly Large Impacts of Humanity’s Oldest Daily Task – Donald Blake, professor of chemistry at the University of California Irvine, has carried out internationally acclaimed measurements of atmospheric volatile organic compounds that have provided critical insights into their roles in air pollution and climate change. Learn about his research showing how elevated air pollution in some cities, such as Mexico City, can be attributed to propane use and cooking emissions rather than traffic pollution. Household Air Pollution & Impacts on Women and Children – Kirk R. Smith, Professor of Global Environmental Health at the University of California Berkeley, holds visiting professorships in India and China, where he works to bring clean air to all people, particularly those who suffer from high exposures to smoke from traditional cookstoves using biomass and coal fuels. His research was critical to the development of the global burden of disease estimate that 4 million people die prematurely from household fuel combustion each year and in helping trigger the first recognition of the importance of air pollution within health ministries. Advances in Diesel Technologies & Worldwide Implementation – John Wall, Vice President and Chief Technical Officer for diesel engine manufacturer Cummins, Inc., has played a leadership role in the development and implementation of all the major technology advancements ultimately leading to the near-zero levels of emissions of particulate matter and oxides of nitrogen from engines. He has consistently taken a proactive environmentally conscious position for the diesel industry throughout his career. Learn about the latest advancements in diesel emissions and what they mean for public health and the world. The public is invited to this free event. This research project innovates by applying an experimental - control group research design to study a new light rail transit service in Los Angeles, California. Only two previous studies use an experimental design to assess the impacts of light rail transit, and this study is the first to use an experimental design to measure impacts on vehicle miles traveled--a key determinant of greenhouse gas emissions from the transport sector. We administered a seven-day travel study to a panel of households in the vicinity of Los Angeles' Expo light rail line before the 2012 start of rail service and twice after the line opened. To evaluate the availability of LVP-VOCs that may contribute towards ozone formation from the use of consumer products, we developed modeling tools for two potential modes of releases during the use of consumer products (i.e., direct release to the outdoor air and disposed down the drain).
